USE OF OFFICIAL FACILITIES. A. At the request of the Union, subject to availability, space will be made available for meetings of the Union during non-duty hours of the employees involved. The Union agrees to exercise reasonable care in using such space and will leave it in a clean and orderly condition. B. Each Agency installation will provide bulletin board space in a place of prominence for posting material published by the local AFGE Local, by the National Headquarters of the AFGE, and the National Border Patrol Council. In each Sector Headquarters the Agency will provide one locked bulletin board of a size approximately 3' by 3' for posting of material. The bulletin boards will be permanently attached to the walls where building management regulations permit such permanent installations. Arrangements for space and installation of bulletin boards shall be made with the appropriate Chief Patrol Agent. C. In addition, miscellaneous items such as notices of items for sale, etc., may be posted upon approval of the Union. The Union shall be responsible for all matters on the bulletin board and each item placed thereon shall be initialed and dated by a Union official. The Union agrees to keep its bulletin board space in a neat and acceptable manner. Literature or notices posted will neither violate any law nor contain libelous material. Official publications of the Union that are transmitted to an Agency installation shall be placed in a place of prominence where they shall be readily accessible to all employees at that installation. For this purpose, mail drawers shall be considered such a place of prominence where mail drawers are provided to employees. Such publications shall not be delayed in distribution to the Union official addressed or general distribution to appropriate employees.
USE OF OFFICIAL FACILITIES. 25.01 The Union may distribute notices and circulars sponsored by the Union to bargaining unit employees through normal distribution facilities, including an electronic bulletin board accessible through E-mail, provided that: (1) material is routed through the Labor Relations Officer for approval; and (2) distribution and updates will usually be limited to monthly releases. Notices and circulars, including E-mails may contain information to bargaining unit members regarding impact and implementation issues in their work areas and other representational matters, excluding internal union business (e.g., solicitation of union dues and Union elections). The Union will comply with the following criteria in the distribution of its materials: (a) they are reasonable in size; (b) they are properly identified as material sponsored by the Union; (c) they contain nothing that would identify them as official BPA material or imply they are endorsed by BPA; (d) they are limited to matters of direct concern to employees in relation to the Union or to BPA; (e) that no significant staff time or other costs are required; and (f) the material distributed is not for organizational, political, or social purposes. 25.02 Separate space on bulletin boards will be provided in appropriate work areas for the exclusive display of AFGE correspondence, literature, notices, and official Union bulletins. 25.03 The Employer agrees to provide office space to be used by the Union: (a) The size shall be no less than a 120 square foot area. The location and type of wall or partitions used to segregate the Union office space from other BPA activities will be mutually agreed to by the Employer and the Union after considering costs and availability. The space will be enclosed and have locking capability. (b) The Employer will supply utilities at no charge and the Union will comply with BPA's energy conservation efforts in its use of these utilities. The Union will pay for the installation and maintenance of any telephone service with the understanding that FTS telephones shall not be used to conduct internal Union business or personal business and that all authorized users shall be subject to applicable rules and regulations regarding the use of FTS telephones. (c) The use of the office space shall be governed by any existing or future regulations, rules, and laws. (d) The Employer is not to be held responsible for Union property located within the Union office space. (e) The Union will exercise...

USE OF OFFICIAL FACILITIES a) The Union agrees that the use of Government office space, bulletin boards, equipment, and services, including computers, printers, scanners, telephone calling cards and air cards, is limited to official business, contacting appropriate management counterparts, and representational functions. The Union agrees that Government provided facilities, equipment and services cannot be used for internal Union business.

USE OF OFFICIAL FACILITIES. At the request of the Union, the Employer shall provide adequate facilities to include office space, restroom, heating and air conditioning capabilities. Any furnishings and office equipment currently in the assigned space may be retained by the Union; however, the Union is responsible for any replacement of furnishings and equipment, other than real property. The Union is responsible for prudent care of the facilities, including securing the space when not occupied, routine cleaning, and submitting any work orders to the Directorate of Public Works as necessary for normal maintenance or emergency repair. The Union may petition the Installation Work Control Board for any facility concerns for consideration by the Xxxxxxxx Commander.
USE OF OFFICIAL FACILITIES. Management agrees that the Union will be permitted to use official facilities and services if requested in advance and approved by Management. Management agrees to designate an employee lunch room and allow vending machines if possible. Management agrees to provide a locker room and shower for employees who have duties requiring a change from street clothing if possible.

The Employer shall provide the Association in each school with a mailbox, where available, and/or a distribution box identified for the exclusive use of the Association. Mail received at the school specifically addressed to the Association shall be deposited in the appropriate box. The Employer will lend assistance to the FRS in acquiring an Association mailbox at the installation military post office, if available. Section 2. The Association, as the certified representative of unit members, shall have exclusive access to school internal distribution boxes for the distribution of Association (Union) literature, except in cases where another labor organization has gained equivalent status. Literature relating to the internal business of the Association (including the solicitation of membership, elections of Association officials, and collection of dues) shall only be distributed during the time the employee is in a non-duty status. It is understood that the Agency officials may distribute information on government-wide health benefit plans. Section 3. Upon advance notice, the Employer shall make every reasonable effort to ensure that Association employees and officials are allowed access to military installations in order to conduct labor- management/Association business consistent with management’s rights such as to determine internal security. Section 4. The Association shall be provided an area not to exceed 6' X 8' in a location convenient to a majority of the unit employees for posting Association material. Such area shall be for the exclusive use of the Association. Section 5. Upon request of the Association, the use of school facilities, equipment, and/or services not specifically mentioned in this Agreement shall be subject to consultations at the school level. The use of such facilities, equipment and/or services shall normally be provided when the Employer determines the following conditions are met: A. the use of facilities, equipment, and/or services will promote effective Labor- Management dealings; B. no additional identifiable costs to the Employer will be incurred; C. the use of such facilities, equipment, and/or services will not degrade or interfere with the educational process or interfere with the administration of the school office; and D. the use of such facilities, equipment, and/or services will not violate policies and/or regulations of the host Military Department/Installation, and other applicable regulations of higher ...
USE OF OFFICIAL FACILITIES. Section 15.01 The Employer agrees to provide appropriate meeting space for each Local and the Council to be used for Union meetings with employees during employees' non-duty status. Arrangements for regularly scheduled meeting space shall be agreed to by the Union and the Employer. If the space will not be used as scheduled by the Union, the Union shall notify the Employer as far in advance as possible. The Employer further agrees that to the extent practicable when such meeting space is scheduled for use by the Union the scheduled use shall not be changed. The Employer agrees that, where available, the Union may have access to the use of Video Teleconferencing and Computer Training Rooms for Union Sponsored Training. The Union will have the same access as other groups. A. The Employer agrees to provide the Union private space for the Council and for each Local which the Union may use for the conduct of official business as provided for in the Statute. The space shall not be the regularly assigned office for any individual. B. The Parties agree to maintain the current allocation of Union space, except that the Atlanta and Chicago regions shall be provided a minimum of 275 square feet of space. For all future moves of ED locations the Union space at a minimum shall consist of 275 square feet of space, for each Local in the regions, 275 square feet of space for the Headquarters' Local, and 275 square feet of space for the Council, unless otherwise mutually agreed upon. In the event that this matter is not resolved utilizing this Article; the Parties agree either side can initiate bargaining on this matter. C. USE OF OFFICIAL FACILITIESSection 1. The Employer agrees to provide office space to the Union. This space will not be used for a regional Union office. All exterior building repair and maintenance costs for fair wear and tear will be incurred by the Employer. Should the building become economically unfeasible to repair or if the Union must be displaced because of mission requirements, the Employer agrees to furnish a similar facility with equal or greater space (minimum 2000 sq ft). Cleaning of the office space and interior repairs will be the responsibility of the Union. Employer will consider a request from the Union for a change of facilities. Section 2. The provisions in Section 1 above do not preclude requests by the Union for use of other installation facilities. These requests will be considered for approval on the same basis as a request from any other customer of the facility. Section 3. The Employer agrees that the Union can hand receipt for furniture and equipment excess to the needs of the installation to furnish the building/office space provided by the Employer. Section 4. The Employer will allow the Union to utilize the post mail distribution system for correspondence related to representational actions. A mail distribution box will be maintained for Local 54 at the installation mail distribution site and the Union understands they are to pick up or check mailbox on a weekly basis. Section 5. The Employer agrees to provide the Union with space on bulletin boards currently in use except space of not less than 17" x 15". Section 6. Officers and stewards will be allowed reasonable time to copy documents pertaining to representational matters. Section 7. The Employer agrees to provide one on post telephone line to the building/office space provided to the Union. Section 8. Union officers and stewards may use available telephones within their work areas for calls with bargaining unit members, Employer officials, and other agencies/ individuals for representational matters. The phone calls will be reasonable in number and of short duration. Section 9. The Parties agree that the only officially recognized and authorized means of communication will be phone, fax, USPS, or hand delivery.
