Basic Construction Services. 1. The CONSULTANT will not commence any work on the basic construction services of the PROJECT or any PROJECT phase or segment until he shall have received from the Director of Airports a written work order or notice to proceed for such PROJECT phase or segment. 2. The CONSULTANT will arrange a pre-work conference for the contractor, the TRUST and all other interested parties. 3. The CONSULTANT will provide general on-site observation of the PROJECT. This on- site observation shall consist of making visits to the site at intervals appropriate to the stage of construction to observe the progress and quality of the executed work and to determine, in general, if the work is proceeding in accordance with the Contract Documents. The CONSULTANT will review and recommend approval of all contractor shop drawings and materials and equipment submittals. General on-site observation by the CONSULTANT does not include PROJECT representation and observation. 4. The CONSULTANT will ensure that work will not commence on any construction contract until the Director of Airports has furnished the contractor a written notice to proceed for such work for each contract. 5. The CONSULTANT will endeavor to guard the TRUST against defects and deficiencies in the work of the contractors, but it does not guarantee contractors' performance under their contracts, nor assume any duty to supervise the safety procedures followed by any contractor or subcontractor or their respective employees or by any other personnel at the job site. 6. The CONSULTANT will consult and advise the TRUST, and issue all instructions to the contractor(s) as requested by the TRUST, but will not be responsible for the construction means, methods, sequences, or safety practices of the contractor, or any of the contractor's subcontractors, or any of the contractor's or subcontractor's agents or employees, or any other person performing any of the work under the construction contract, but shall oversee the proper execution of the construction contract according to the approved plans and specifications. The CONSULTANT will, when appropriate, recommend to the TRUST changes to the construction contract that are within the interest of the PROJECT. If these changes involve items outside the scope of this PROJECT, require additional design effort, and are approved by the TRUST, the CONSULTANT will be compensated for these additional services as provided hereinafter in Article 3, Paragraph B, “Extra Services.” 7. Basic Construction Services. This task consists of all services necessary for the administration of the Basic Construction Services for the Cell 18 Berm and Litter Control Netting project and includes the following anticipated general services: 4.01 Review construction contract documents from the contractor and submit to the City Project Manager for distribution to City Attorney for approval and signatures of the Mayor and Finance Officer. 4.02 Prepare Notice to Proceed, on City letterhead, for City Project Manager signature and distribution to contractor for execution. 4.03 Arrange and conduct Pre-construction Conference, provide agenda, record meeting minutes and distribute to all attendees. 4.04 Provide written clarification regarding drawing and specification questions. 4.05 Provide recommendations to City Project Manager to address changed or unknown conditions that may appear during construction. 4.06 Review and take action on shop drawings, product submittals, test results, and other submittals. Note: Some submittals are required to be approved prior to conducting a Pre-construction conference. 4.07 Prepare as-built plans and specifications. This task will also include the topographic survey work required to identify pertinent features and grades for as-built plans. A hard copy of as-built plans and specifications shall be submitted to the City in the same size and format as construction plans. Additionally, the Consultant will provide PDF’s and CAD files on a USB thumb drive. The digital submittal must be compatible with AutoCAD Civil 3D 2011, or newer, containing all files and data packaged in a format that will allow City personnel to seamlessly open as-built drawings. 4.08 Prepare CQA report for DENR and City. Submit CQA report to DENR as required.

Review all Change Proposal Request items and negotiated costs with Owner for Owner's approval. d. Assemble approved Change Proposal Requests periodically into Change Orders. Include justification documentation with each Change Order. e. Maintain current status log of all Change Proposal Requests and Change Orders and review at construction progress meetings. f. Review as recorded drawings to verify changes in work are reflected as applicable. g. Review pay requests to verify Change Order items are broken out and that payment is not made until work is complete. 4.5 Administer shop drawing and other submittal requirements to effect substantial compliance with the intent of the Contract requirements. a. Review and approve the Contractor’s shop drawing submittal schedule to ascertain that all significant submittals are accounted for. b. Receive, log and conduct review of shop drawing submittals to confirm Contractor's compliance requirements. c. Distribute for review and re-distribute reviewed shop drawings, operation and maintenance manuals and equipment data sheets, and other submittal information. d.
