Commanders a ) If, during the term of this AGREEMENT, the number of classified positions at the rank of Commander is increased from the current number of eighteen (18) authorized Commanders to either twenty (20) or twenty-one (21), such newly created positions shall be filled as follows:
(1) Upon creation of the twentieth (20th) classified position at the rank of Commander, the Chief of Police shall be entitled on a one-time basis to fill that position by discretionary appointment of any Officer on the Commander Eligibility List in existence on the date the position is created. It is expressly understood and agreed by the Parties that no Officer shall have a right to fill such position by virtue of being on a reinstatement list.
(2) Upon creation of the twenty-first (21st) classified position at the rank of Commander, the Chief of Police shall be entitled on a one-time basis to fill that position by discretionary appointment of any Officer on the Commander Eligibility List in existence on the date the position is created. It is expressly understood and agreed by the Parties that no Officer shall have a right to fill such position by virtue of being on a reinstatement list.
(3) The Officers appointed in accordance with this Article will have full civil service protection.
(4) This provision expires at the end of this AGREEMENT.
Commanders. After contract award, the contractor shall provide the MTF Commanders with a complete cost analysis within 30 calendar days of a written request for consideration of a potential resource sharing opportunity by the MTF Commanders, provided that the MTF is able to provide the MTF- specific cost and workload information necessary to perform the analysis within 15 calendar days of making the written request. The 30 calendar days will be extended on a day-to-day basis if all of the necessary data is not provided by the 15th calendar day after the written request.
Commanders. The installation commander, and com- xxxxxxx within an AFDCB’s area of respon- sibility must be thoroughly acquainted with the mission and services provided by AFDCBs. AFDCB members should keep their respective commanders informed of com- mand responsibilities pertaining to AFDCB functions and actions.
Commanders. Promotional Procedure for Rank of Commander 5 6 Positions in the rank of Commander shall be filled from an eligibility list created by a 7 promotional procedure consisting of a written examination and an Assessment Center conducted 8 in accordance with this Article, or by appointment by the Chief in accordance with Section 4e 9 below.
Commanders. If an employee is hired into a regular Commander position after January 1 of a calendar year, the forty (40) hours of Awarded Time shall be granted on a pro-rated basis.
Commanders a) A Lieutenant becomes eligible for promotion to the next immediate level after two
Commanders. 1. Effective July 1, 2008, officers at the rank of Captain and above shall receive straight time pay for all hours worked on the following four occasions: Mummers’ Parade, Fourth of July, Greek Picnic, and Bike Race.
2. Effective July 1, 2010, Commanders shall receive straight time pay for all hours worked at the Puerto Rican Day parade.
3. Effective July 1, 2011, Commanders shall receive straight time pay for working one weekend per year in Weekend Command. There shall be no pay for any stand-by time.
4. Effective July 1, 2011, officers at the rank of Captain and above will be permitted to accu- mulate compensatory time on an hour for hour basis up to a cap of 1200 hours. These employees will be permitted to cash out up to 600 hours of compensatory time at retire- ment from the Department subject to the existing rules and regulations.
Commanders. 71.1. In addition to the firefighting ranks provided for in the VFIEI Award, there shall be a rank of Commander.
71.2. The job description for Commander is set out in Schedule 5 and may only be altered by agreement of the parties to this agreement. Each Commander is entitled to:
71.2.1. Commanders will be reimbursed for the cost of fire line rental and any costs associated with that telephone connection.
71.3. A Commander may be required to work time in addition to the normal 10/14 roster system. Such additional time worked will be credited to the employees accrued leave entitlement provided that if such accrued leave entitlement has not been taken within the next four pay periods, the penalty rate for overtime will be paid.
71.4. The parties agree that in the context of the requirement of Commanders to be station based mobile managers and be available for emergency response duties, recall, and emergency recall, a review will be conducted within 6 months of lodgement of this agreement to develop a holistic approach to vehicle usage by Commanders to facilitate the above requirements.
Commanders. A six-member committee composed of three mem- bers selected by the City and three members select- ed by the FOP shall be formed for the purpose of determining unresolved issues regarding the ranks of Captain and above. The Arbitration Panel shall retain jurisdiction, in the event the Committee is unable to reach agreement by October 31, 1998, the Panel shall reconvene and issue an appropriate award.
N. Pension Labor-Management Committee
1. The City and the FOP shall create a Joint Labor- Management Committee to consider changes in pension benefits such as development of a cost of living increase mechanism and the issue of extending health care coverage for future retirees.
2. The Committee shall be composed of six mem- bers; three selected by the City and three selected by the FOP and shall meet at least once a month.
3. The Committee shall issue a report of its finding by no later than June 30, 1999.
O. Transfers A transfer committee comprised of equal numbers of representatives appointed by the Police Commissioner and the FOP shall address issues related to the transfer of employees including trans- fers of officers at the rank of lieutenant and above and an equitable system for transfers of officers out of specialized units for non-disciplinary reasons other than essential manpower requirements.
Commanders. Section 1 The working conditions, salaries and benefits of the Commanders shall be as specified in the previous Articles of this Agreement except as superseded by the provisions of this Article. Prior to the signing of this Agreement the Commanders conditions of employment shall be determined by the practices that existed prior to the signing.
Section 2 The work schedule of the Commanders shall be flexible, however, the work day shall be eight (8) consecutive hours. The Chief shall have the right to change a Commander’s hours of work provided he or she gives the employee 24 hours notice.
Section 3 Commanders work week shall be a 5-2, 5-2, 40 hours work schedule. Said schedules shall coincide with those work schedules recognized in this Agreement. Said weekly work schedule may be changed by the Chief provided he or she gives one (1) calendar week notice.
Section 4 Commanders vacation schedule shall be separate and apart from that of Captains, Lieutenants and Sergeants. No more than one (1) Commander shall be allowed on vacation at any one time unless authorized by the Chief.
Section 5 Commanders shall work in uniform unless designated by the Chief of Police to work in plainclothes.
Section 6 Commanders shall not be subject to a minimum (4) hours call-in pay if called back to work within two (2) hours of the end of their shift.
Section 7 Commanders shall not be entitled to overtime unless authorized in advance by the Chief of Police.
Section 8 Commanders shall be allowed to work extra duty only in a Supervisory capacity.
