FOP REPRESENTATION. Section 4.1 Representative(s) of the FOP shall be admitted to the Employer’s facilities for the purpose of processing grievances or attending meetings as permitted herein. Upon arrival, the FOP representative shall identify himself/herself to the Employer or the Employer’s designee. Section 4.2 The Employer shall recognize two (2) employees, known as Bargaining Unit Chairman and Bargaining Unit Vice-Chairman, designated by the FOP, to act as FOP associates for the purposes of processing grievances in accordance with the Grievance Procedure. The Bargaining Unit Chairman and Bargaining Unit Vice-Chairman, or in their absence or inability to perform their function, designated alternates, shall be recognized as representatives, as provided herein. Section 4.3 The FOP shall provide to the Employer an official roster of its officers and associates which is to be kept current at all times and shall include the following: A. Name B. FOP office held No employee shall be recognized by the Employer as a FOP associate until the FOP has presented the Employer with written certification of that person’s selection. Section 4.4 The investigation or writing of grievances (alleged or filed) by the Bargaining Unit Chairman may be performed during working hours when such activity does not interfere with the performance of the Bargaining Unit Chairman’s assigned duties. The following are considered authorized representational activities which may be conducted during the Bargaining Unit Chairman’s work time when release of the Bargaining Unit Chairman will not unduly disrupt the operation of the Office: A. Preparation for and attendance at grievance and disciplinary hearings. The Bargaining Unit Chairman will be given a reasonable amount of time immediately prior to a hearing for preparation. B. Any other representational activity specifically authorized by this Agreement (such as Labor/Management meetings), or specifically authorized by the Employer or designee(s). C. A reasonable amount of paid time as determined by the Employer to consult with non-employee representatives of the FOP. After obtaining permission to engage in representational activities as provided for in this Section, the Bargaining Unit Chairman or alternate will notify the appropriate supervisor of his/her absence from his/her work assignment. Associates may spend no more than twenty 20) working hours per work week administering the agreement. Such release time is non-cumulative. Such activity shall not interfere with the performance of the associate's assigned duties. Section 4.5. The FOP agrees that no representative or associate of the FOP, either employee or non-employee of the Employer, shall interfere, interrupt, or disrupt the normal work duties of employees. Further, the FOP agrees not to conduct meetings (bargaining unit, lodge, or committee meetings) involving on-duty employees except to the extent specifically authorized by the Employer. Bargaining unit members shall not conduct FOP business (defined as fund raising activities, solicitation for memberships, or distribution of literature) on behalf of the FOP or any FOP Lodge, during the work time of any involved employee. Unauthorized activities shall cease upon the demand of a supervisor, and any failure to cease unauthorized activities may subject the offending employee(s) to disciplinary action.
FOP REPRESENTATION. Non-employee representative(s) of the Lodge shall be admitted to the University's facilities for the purpose of processing a grievance or attending meetings as permitted herein with prior approval by the Chief of Police or his designee. Upon arrival, the Lodge representative shall identify himself to the Chief or his designee. The University shall recognize three (3) officers, designated by the officers of the certified bargaining unit and approved by the Lodge, to act as Lodge representatives for the purposes of representation as outlined under this Agreement. No officer shall be recognized by the University as a Lodge representative until the Lodge has presented the University with written certification of that person's selection as a Lodge representative by the officers of the certified bargaining unit. Rules governing the activity of Lodge representatives are as follow: a) The Lodge agrees that no official of the Lodge, employee or non- employee, shall interfere, interrupt, or disrupt the normal work duties of other employees. The Lodge further agrees not to conduct Lodge business during working hours except to the extent specifically authorized herein. b) The representatives shall be permitted reasonable time to investigate, present, and process formal grievances on the University's property without the loss of pay during their regular working hours, provided that in each and every instance where such time is required, only one representative is assigned to a grievance, and the length of time and the time period within the working hours during which such investigation, presentation and/or processing is to take place shall be agreed upon in advance by the Lodge representative and the supervisor and/or the Chief. The representatives shall make all reasonable efforts, however, to process all grievances during non-work hours. c) The Lodge employee official shall cease unauthorized activities immediately upon the request of the Chief.

Representatives of the FOP shall be permitted to transact official business at departmental work sites at all reasonable times, provided that this shall not unduly interfere with or interrupt normal departmental operations. On duty time, by all F.O.P. representatives shall not exceed two (2) hours per week (as allowed by this Article.) The Employer shall not unreasonably deny this allowed time to an employee representative. An employee or employee representative involved in grievance presentations, pre- Section 4.4. The Employer agrees to provide bulletin board space in an accessible location for the FOP’s use. The FOP may post notices relating to recreational or social events, election notices, or results, notice of meetings, official notices or other matters related to the affairs of members of the bargaining units. No obscene, immoral, unethical, scurrilous, or vituperative matter may be posted. The bulletin board shall be maintained in a neat and orderly manner. Section 4.5. Any statement made by a bargaining unit member to an authorized FOP representative shall be considered confidential.

FOP REPRESENTATION. SECTION 1. Neither party, in negotiations, shall have any control over the selection of the negotiating or bargaining representatives of the other party. The bargaining committee of the FOP shall consist of not more than five (5) representatives, three (3) of which may attend negotiations without loss of pay. SECTION 2. The names and shift assignments of all FOP officers, representatives, and FOP agents, except attorneys, shall be given in writing to the City Manager, as well as any change in such list, prior to the effective date of their assuming duties of office. Such notification shall be made by an officer of the FOP. SECTION 3. FOP representatives shall be allowed to communicate official FOP business, including the distribution of literature, to unit employees prior to on-duty roll call and following off-duty roll call provided only that there is no interference with the conducting of the roll call. SECTION 4. Copies of special orders, general orders of training bulletins affecting FOP unit employees shall be given to the FOP upon request. SECTION 5. Special conferences on important matters will be arranged between the representative of the FOP and the Chief of Police or his or her designee upon the request of either party. Special conferences will be called by department management to notify the representatives of the FOP of proposed changes in working conditions. Arrangements for any special conferences shall be made five (5) calendar days in advance whenever possible, and an agenda of the matters to be taken up at the meeting shall be presented in writing at the time the conference is requested. Matters taken up in special conferences shall be confined to those included in the agenda and FOP representatives shall be limited to no more than three (3) at any one conference. Whenever a special conference is scheduled, the FOP will be notified.

FOP REPRESENTATION. Section 4.1 No more than two Staff Representatives shall be permitted access to work areas where employees are employed or working at all reasonable times for the purpose of adjusting grievances, assisting in the settlement of disputes and for the purposes of carrying into effect the provisions and aims of this Agreement. The Staff Representative shall contact the Chief of Police and receive authorization before visiting the work site. Staff Representatives shall not interfere with the performance of work or duties of employees and shall be responsible for observing all safety standards and confidentiality requirements at the work site or location. Section 4.2 The Employer agrees to recognize two (2) employees, one from each bargaining unit, designated by the FOP, to act as FOP associates for the purposes of processing grievances in accordance with the Grievance Procedure. The Employer agrees to recognize two (2) alternate employees, designated by the FOP, who, in the associates’ absence or inability to perform their function, shall be recognized as representatives, as provided herein. Section 4.3 The FOP shall provide the Employer with an official written roster of its officers and associates which is to be kept current at all times and shall include the following: A. Name B. Address C. Home telephone number D. Immediate Supervisor E. FOP REPRESENTATION. Section 1. FOP representation during collective bargaining negotiations: A. Neither party in negotiations shall have any control over the selection of the negotiating or bargaining representatives of the other party. At the first bargaining meeting, the FOP will furnish the Human Resources Director or designee with a written list of the FOP's bargaining team and designated substitutes, if any. The City agrees to furnish the FOP with a list of its bargaining team members at the first bargaining meeting and substitution changes thereto, if necessary. B. The employer shall recognize up to six (6) FOP representatives for the purpose of collective bargaining as authorized by the President of the FOP as reflected on the submission list referred to in Section 1 (A) of this Article. C. The Department will make every effort to release the recognized FOP representatives from work to participate in collective bargaining negotiation sessions as representatives of the FOP. D. The City agrees that representatives of FOP shall be allowed up to three hundred (300) hours time off per person during working hours without loss of pay for the purpose of negotiating an entire labor contract with the City of Fort Lauderdale. In any year in which a complete contract is not being negotiated, i.e. re-openers, the City agrees that representatives of FOP shall be allowed up to one hundred (100) hours time off per person during working hours without loss of pay for the purpose of negotiating with the City of Fort Lauderdale.
