FORMULATION OF LOCAL LEAVE PROGRAM. 1. Choice Vacation Period will be from the first day of the new leave year up to and including the first week of December, and the week of December 26th through January 1st.
2. The maximum number of clerk(s) who will be granted leave during Choice Vacation Period will be one (1).
3. The vacation week for clerks shall begin on Monday and end on Sunday.
4. Choice Vacation selections must be made in order of seniority. In the first round of bidding a clerk may, at his/her option, request two (2) or three (3) consecutive weeks, or two selections in units of either five (5) or ten (10) days. Selection of three individual weeks in the first round of bidding will not be permitted.
5. Employees who earn 13 days Annual Leave per year shall be granted up to ten (10) days of continuous Annual Leave during the choice period. Employees who earn 20 or 26 days Annual Leave shall be granted up to fifteen (15) days of continuous Annual Leave.
6. Bidding for Choice Vacation Period will begin no later than January 5th and end no later than January 31st. At the end of the bidding process, management must post a list each week and the clerk(s) off.
7. All clerks must submit their PS Form 3971 for awarded week(s), no later than 21 days from the end of the bidding process. Management must return the approved PS Form 3971 within five days.
8. Annual Leave submitted after Choice Vacation selections must be submitted at least seven (7) days in advance of the date requested. The request will be approved if the maximum number in 4.2 above has not been reached, and may only be denied if granting such leave will result in an obvious delay of the mail. Such request (PS Form 3971) must be returned to the employee within 72 hours, or the leave will be considered approved.
9. Once annual leave has been approved, it may not be canceled by management.
10. Jury duty shall not be charged to the Choice Vacation Period.
11. Part-time flexible employees will only be required to use the amount of annual leave that they would have been normally scheduled to work during that day or week.
12. Any clerk desiring to forfeit a Choice Vacation week must do so at least 14 days in advance of the scheduled week. Such week must be offered to the clerk craft in order of seniority for bid.

FORMULATION OF LOCAL LEAVE PROGRAM. A. It shall be the responsibility of each employee to plan their vacation period in accordance with their desires and all clerks should select a vacation period or periods to avoid forfeiting any part of their annual leave.
B. The choice vacation period shall be 49 weeks and shall only exclude the first full week of December through the week prior to Christmas. The maximum number that will be allowed off each week during the choice period shall be one (1) clerk.
C. An employee’s vacation shall begin following their two (2) scheduled days off. Employees with split days off will start their vacation on Monday. Any holiday which falls at the beginning or end of an employee’s vacation shall be considered as part of the vacation.
D. The employee may request up to ten (10) or fifteen (15) days (whichever is their entitlement) of continuous annual on the first basic round during the choice vacation period.
X. Xxxxxxx of annual leave during the choice vacation bidding process shall be done on a seniority basis.
F. Employees shall be entitled to two basic rounds of bidding by seniority. Employees shall be allowed one of the following options:
a. Option One: Ten or fifteen continuous days of annual leave not to exceed Article 10 Section 3.D.1 of the National Agreement.
b. Option Two: Employees will be allowed two selections not to exceed their maximum entitlement of ten or fifteen days. Employees exercising this option will not be allowed their second selection until all employees have had an opportunity to exercise their first selection.
c. During the second round of bidding, employees shall be entitled to bid the remainder of their earned leave under the guidelines above.
d. The basic rounds of bidding are to be completed by December 15th.
G. Canceled choice vacation selections will be posted and awarded by seniority from the vacating employee on down.
H. Any employee covered by this agreement who is called for jury duty during his scheduled choice vacation period is eligible for another available choice period.
I. The beginning date of the new leave year will be posted on bulletin boards as close to November 1st as possible.
J. Once annual leave has been granted or approved on a form 3971 or entered on the master leave schedule by a supervisor, that leave shall not be rescinded except in an emergency.
K. If a request for annual leave, other than the choice biding process, is submitted by the employee at least seven (7) days prior to the first day of the requested...
FORMULATION OF LOCAL LEAVE PROGRAM. 1. The same method of vacation leave bidding shall be used in all sections and units. A calendar, chart, and seniority list shall be utilized. Each employee shall be responsible for planning his/her vacation.
2. There shall be three (3) rounds in the formal choice vacation bidding. The times and dates for the first round of bidding will be determined at the November vacation-planning meeting and printed on vacation sign up lists. The bidding will begin after the vacation planning meeting and must be completed by December 31st.
3. On each round, the procedure for signing for annual leave during the choice vacation period shall be as follows: Employees shall sign a vacation sign up list by seniority indicating their vacation choice. During the signing periods, no employee shall take more than 72 hours to make a selection without forfeiting his/her choice.
4. Mail Handlers changing their assignments by bid to another unit or tour shall have their vacation periods honored on the new assignment.
5. The employee retains the right to cancel his or her scheduled vacation. It shall be the employees' responsibility to do so as early as possible. Canceled choice vacation selections shall be posted for bid for the employees in the section and awarded on the basis of seniority.
6. Military leave shall not be charged to the choice vacation period.
7. When possible, requests for leave to conduct official Union business made by Officers and Stewards of the St Cloud Branch, Local 323, NPMHU LlUNA, will be granted provided that a request for leave has been submitted by the employee as soon as practicable.
8. No later than November 1st of each year, a general notice will be published advising all employees of the risk of losing an over accumulation of annual leave. .
FORMULATION OF LOCAL LEAVE PROGRAM. Choice Vacation Period will be from the first day of the new leave year up to the last day of the leave year.
FORMULATION OF LOCAL LEAVE PROGRAM. Section A - Management will post the leave calendar after the final round of choice vacation selections are completed and verified by the supervisor. All selections must be completed by January 15th.
Section B - Letter carriers will not be forced to work while on approved annual leave, except in emergency conditions.
Section C - Military leave will not be counted as a part of the total number of carriers allowed off for annual leave in accordance with Item 9 of the LMOU.
Section D - Letter carriers may cancel any or all annual leave at their discretion. Letter carriers, including City Carrier Assistants, will not be required to use five (5) days of annual leave in order to receive their selection of annual leave.
Section E - The procedures for selecting vacation periods for career carriers will be in accordance with the following: • Letter carriers will select vacation periods by seniority, this includes regular carriers and Part Time Flexibles (PTF). • Each selection period will be for five (5) days of annual leave. • Each letter carrier must make a first selection before a second selection can be made. • Selections for vacation periods shall continue until carriers have exhausted the total number of weeks of annual leave earned for that year. • All programmed annual leave will be honored except in emergency situations.
Section F - Once selections of vacation periods are complete for career letter carriers, City Carrier Assistants (CCA’s) will be permitted to select one (1) five (5) day period from the remaining unselected vacation periods during the choice vacation period.
Section G - If a CCA has an inadequate leave balance at the time his/her leave selection arrives, he/she must notify management no later than the Tuesday preceding the service week in which the leave period starts to identify the day(s) of annual leave canceled in accordance with Item 4 section D.

In order to maintain the efficiency of its operations and to ensure that APWU represented bargaining unit employees are afforded maximum opportunity for incidental annual leave, consistent with Paragraph 3 above, the APWU and the USPS agree to backfill, if deemed necessary, for bargaining unit employees on incidental annual leave by utilizing the following pecking order:

FORMULATION OF LOCAL LEAVE PROGRAM. Carriers will go into the Supervisor's Office by seniority and each carrier will indicate selection of allowable weeks on a leave chart. Commitments to jury duty will not be counted toward the compliment of employees allowed off. Management with allow for one employee over the agreed upon compliment for attendance at National, State, or Regional Union Conventions (assembly, etc.), this will be determined by seniority. Exchange of leave in not permitted without the approval of the Union. During the first full week in February, Management will publicize on the general information bulletin board in the Scituate Post Office that bids for vacations in Choice Period will begin on March 1st with senior carriers and end no later than March 31st with the junior carrier. Carriers will have 24 hours to make their selections. During the first full week in August, Management will publicize on the general information bulletin board in the Scituate Post Office that bids for the Non-choice period will begin on September 1st with the senior carrier and end no later than September 30th with the junior carriers. Carriers will have 24 hours to make the selections. Management must afford carriers an opportunity to utilize all vacation time earned for the year.
