Overtime Availability. A. All overtime shall be offered equally to all full time operators in the division except: a) in case of emergency, b) when it becomes necessary for the proper and efficient operation of the Communications Center, or c) when a particular operator with special skills or qualifications is needed. Notwithstanding the prior exceptions, the City shall make all reasonable efforts to equalize overtime. B. An available operator is defined as an operator not on approved leave. At least one (1) but not more than two (2) operators shall be scheduled for “on-call” for each shift on each day. In general, operators who are scheduled to be “on-call” must respond and be immediately available in the event the communications center drops below minimum staffing levels or other emergencies. C. Overtime will always be granted and/or ordered to the available same-shift (days for days, nights for nights) operator with the lowest accumulated overtime hours for that calendar year. The available same-shift operators will be exhausted before the available opposing-shift (days for nights, nights for days) operators are granted and/or ordered for the overtime. Opposing-shift operators will not be ordered to work more than six (6) hours. Exceptions to this rule are outlined in Sub-Section E and when the “on-call” operator is granted and/or ordered the overtime. D. Short-notice overtime shall be any overtime scheduled less than seventy-two (72) hours prior to the shift to be worked. A general message will be sent requesting volunteers. Short-notice overtime will be granted first to the “on-call” operator should the “on-call” operator volunteer. If the “on-call” operator does not volunteer, overtime will be granted to the volunteering operator with the lowest accumulated overtime hours for that calendar year. Should no one volunteer within twenty (20) minutes, the Center shall contact and order the operator designated as “on- call” to work the shift. The “on-call” operator shall public service the Center to confirm the order. If the “on-call” operator does not confirm the order, the Center shall public service the operator. It is the responsibility of the on-call operator to call the Center confirming the “order in.” If there are multiple occurrences of overtime and the “on-call” operator is already working that shift, the available volunteering operator with the lowest accumulated overtime hours for that calendar year will be granted the overtime. Overtime Availability. All overtime shall be offered equally to all qualified employees in their classification except: A. in case of emergency, B. when it becomes necessary for the proper and efficient operation of the Police Division, C. when a particular employee with special skills or qualifications is needed. Notwithstanding the prior exceptions, the City shall make all reasonable efforts to equalize overtime within a six (6) month period of time. The City will document manpower overtime offered, worked, or refused.

Overtime Availability. A. At the beginning of each school year, all full time security personnel must advise the Director of Security in writing if he or she wishes their name to be placed on the overtime availability list. Security personnel can choose to add or delete their name at anytime during the school year by notifying the Director of Security in writing. 1. Security personnel will be asked to work overtime from the availability list on a rotating basis. 2. Any security personnel who refuse an overtime detail will drop to the bottom of the list. 3. Overtime details shall be scheduled with as much advanced notification as possible. 4. Security personnel will first be advised of overtime before the detail is assigned. 5. Xxxxxxx Center details are excluded from this procedure, as the Xxxxxxx Center is a separate entity with special needs. B. If the minimum manpower requirement cannot be filled on any shift on any day of the week and there are no volunteers for overtime, overtime will be assigned by seniority starting with the least senior man on the shift on a rotating basis. The most senior man on the shift will be given preference in choosing overtime assignments on holidays as not to burden the junior men to work every holiday.

Overtime Availability. Overtime for personnel working the 12-hour shift on “E” squad will be assigned on the basis of the peg system. The peg system is a system of assigning overtime based on each individual’s position within a list of squad member names in relation to a moving marker (peg). It is designed to distribute overtime based on an unbiased system to offer overtime to Security personnel. It is realized that total number of hours, type of overtime, etc. may not be equal for all squad members. When an officer is scheduled for overtime, and due to circumstances, e.g., posting xxxxxxx is not needed, so the overtime scheduled is not needed, then the officer(s) can be sent home. Security officers do not have to be paid 2 hours prior to release. However, minimum time recorded even when sent home early will be 2 hours at the 2x rate. Officers released from duty after working at least 2 hours will be paid for actual overtime at the 2x rate. Unless otherwise noted in the guideline, off-duty squad(s) will be identified and shall be responsible for providing overtime personnel for the 12-hour shift identified. One squad shall be identified as the primary squad and the other squad as the secondary squad. Unless otherwise noted in this guideline, overtime assignments on “E” squads normally scheduled workdays, between the hours of 0200 and 1000 which are expected to last four (4) hours or less shall be offered first to “E” squad officers as follows: 0200 - 0600 Early “E” squad 0600 - 1000 Late “E” squad (Mid “E” squad shall be considered as the secondary squad during the hours of 0400 - 0800.) Unless otherwise noted in this guideline, holdover overtime assignments on “E” squads normally scheduled workdays, between the hours of 1400 and 2200 which are expected to last four (4) hours or less shall be offered first to “E” squad officers as follows: 1400 - 1800 Early “E” squad 1800 - 2200 Late “E” squad (Mid “E” squad shall be considered as the secondary squad during the hours of 1600 - 2000.) When assigning overtime assignments which are expected to last four (4) hours or less, holdover overtime, if available, shall normally be used prior to calling off duty officers. Overtime will be selected from the primary squad’s volunteer list first.
