Paid Time Off Scheduling. This Section applies only to situations NOT involving PTO taken for the purposes authorized under RCW 49.46.210 (1)(b) and (c). Employees must submit written requests at least one (1) week prior to the date the requested paid time off commences. Employees will be expected to notify their supervisor or the service office phone message line of illness at least two (2) hours prior to their first assignment of the day unless there is a verifiable emergency preventing an employee from fulfilling this requirement. The Employer shall grant the requests consistent with client service needs. The Employer shall retain the final right to approve or deny all paid time off to meet critical client care needs but shall not do so in an unreasonable or arbitrary manner. Approval of a paid time off will be based on seniority for the initial paid time off request. This written request must be received by the last business work day in February of each year for the period through the last day of February of the following year. The Employer will respond to all requests by March 22 of each. After March 1 of each year, paid time off requests will be approved on a first come, first serve basis. Home Care Providers are encouraged to include a second choice in their initial paid time off request in case the first preference cannot be accommodated. Home Care Providers may also request unpaid leave time in addition to paid leave time they have accrued or will have accrued by the time of the paid time off request, on an availability basis.

Paid Time Off Scheduling a.) An employee’s nurse manager must approve all PTO. b.) PTO should be scheduled in advance of the time block with routine time requests as noted in Article 27, Hours of Work and Work Schedules except in extraordinary circumstances when it will be considered. Up to three (3) shifts of Paid Time Off will be designed for use with at least two (2) weeks advance notice of the requested day, except in extraordinary circumstances. The request should be submitted to the appropriate manager or designee. c.) Unscheduled absences must be reported to the appropriate designee two (2) hours before the start of a shift for the day shift. Evening and night shift employees must make every reasonable effort to call four (4) hours before the start of a shift, but no less than two (2) hours before the start of a shift. d.) When the department must remain open for the eight (8) major holidays employees working seven and one-half (7½) hour shifts shall be required to work no more than one (1) holiday in each of the following groups of holidays: Memorial Day or Independence Day Labor Day or Thanksgiving Day Christmas Day or New Year’s Day Christmas Eve or New Year’s Eve. Employees shall not be required to work Easter Sunday more than one time every other year. Holiday commitments that occur during approved scheduled vacations shall be met.

Period 1 will be by November 1 of the preceding year for all time requests for January 2 through June 14. a.) Period 2 will be by March 1 for June 15 through September 15 and December 20 through January 1: a maximum of seventy-five (75) hours can be requested for all full-time employees and for part-time employees a maximum equivalent to their category of employment, (i.e., .6 PT = 45 hours in Period 2); and b.) Period 3 will be by July 1 for the remainder of the year. When there is a conflict in PTO selection between two (2) or more employees, the highest seniority date will govern. Requests submitted after these dates will be considered in the order in which they are received. Any open pre-scheduled time that remains after the above cut off dates will be filled on a first come, first serve basis. If two (2) or more requests are submitted in the same day it will be decided by seniority. Such PTO requests will not be held to the maximum limits in prime time. Section 2. A minimum of one (1) week PTO (equivalent to an employee’s FTE) will be scheduled in the period of time from the first full pay period in the PTO benefit year, through the end of the thirteenth (13th) full pay period of the PTO benefit year with the following conditions. a.) Any employee that takes carryover time during this time frame will have been deemed to have satisfied this requirement. b.) Employees will not be required to go into negative PTO for the purpose of meeting this requirement. c.) Days taken as individual PTO days will count towards meeting this requirement.
Paid Time Off Scheduling. The PTO bidding process shall follow completion of the September annual shift bidding process. The calendar year February 1st through January 31st will be used for the purposes of PTO scheduling. Beginning November 2017, employees shall not be eligible to bid PTO time which has not already been accrued. The Administrator shall allow six (6) detention staff off each day, with the exception of the following blackout periods: training, extended leave (up to 12 weeks), staff vacancies (up to 10 weeks), or high risk youth. Such blackout periods shall not eliminate already approved time off. 11.5.1 All requests shall be made through e-mail to the Detention Manager, Detention Supervisor, and all Lead Workers. All leave requests are subject to bargaining unit seniority during the bidding process unless otherwise specified (if a same day off request is put in, the more senior staff will take precedence following all rules outlined in this Article). Where there is already six (6) detention staff off on a given day, the employee will be informed that the day is full and given an opportunity to resubmit or change their requested time off for another day(s) off during the bidding process. 11.5.2 During the first round of annual PTO bidding, employees will be divided into bidding groups by seniority. The first bidding group will be required to turn in their requests by the second (2nd) Friday following the shift bid process. Each subsequent bidding group will turn in their requests by the following Friday. PTO requests submitted are limited to ten (10) full shifts of PTO leave on this first round. This leave may be in consecutive days or singly and will be subject to the restrictions below. Staff may only request PTO for time they have accumulated when they take the time. Beginning in 2017, PTO bidding shall commence on November 1st. 11.5.3 Staff who fail to submit PTO requests by the required date for their group will lose bidding position for that round and be placed at the top of the seniority list of the following group, provided they submit their request within that group’s required time limit. The bidding process will continue as scheduled and follow all rules established in Section 11.5.2 for requesting time off. 11.5.4 PTO requests may include no more than two (2) of the same days of the week in a single month, except when available and requested no earlier than sixty (60) days prior to the date desired. 11.5.5 First round PTO scheduling may not include any of t...

Paid time off requests made at any time other than as specified herein shall be authorized at the discretion of the Employer in the order in which requests are submitted. Once paid time off has been approved it may be cancelled or changed at the request of the employee and with the approval of the Emergency Dispatch/911 Director or their designee. Additionally the Director or their designee may not cancel the employee’s approved paid time off without a request from the employee except in the event of an emergency. For employees hired on or after 1/1/12 and upon completion of training and within their first year of service, employees may use comp time earned during the first round of time off selection.
