Replacement Staff. L62:01 Where an employee is absent from work the Board may provide a replacement employee to perform the absent employee’s duties. In elementary schools with an allocation of one full- time secretary, a replacement employee shall be provided, upon request, when an employee is absent from work for a half-day or more. The exception to this shall be for the extension of family care leaves granted under clause L24:02. L63:01 The Board will develop an attendance support policy, in consultation with the Union. The Board will notify the Union before implementing changes to the Attendance Support System.
Replacement Staff. The Contractor shall provide at all times staffing that meets or exceeds the service category descriptions required for the applicable task order. When services under a service category cannot be provided by the Contractor because of the need for replacement staffing (non-Key Personnel), the Contractor has 10 business days to identify and provide to the Contracting Officer and COR the proposed replacement personnel resume. This subsection provides for obtaining replacement personnel due to the departure of personnel for reasons other than deficient/nonconforming services or security disapproval reasons. The Contractor shall not provide the Government with several different resumes to choose from for the replacement personnel. The Contractor shall only provide a resume for the individual that is being proposed as the replacement personnel. Review of the resume by the Government is to allow the Government the opportunity to verify that the proposed replacement personnel’s resume demonstrates that the individual meets or exceeds the requirements of the service category description. It is the responsibility of the Contractor to ensure that its staff is capable of performing the necessary services to satisfactorily accomplish the required performance. In addition, it is the responsibility of the Contractor to assure that replacement personnel have the necessary requirements to receive security approval by the Census Bureau’s Office of Security. Verification of the replacement personnel will be accomplished by the Contracting Officer or Contracting Officer’s Representative within 2 business days after receipt of the resume. The Contracting Officer or Contracting Officer’s Representative will inform the Contractor, in writing, that the verification has been completed and provide concerns, if any, that were found. The Contractor shall address any concerns within 2 business days from receipt of the Contracting Officer’s or Contracting Officer’s Representative’s written correspondence. Resolution of any concerns will be processed as determined by the Contracting Officer. After receipt of the notification of verification completion from or resolution of concerns with the Contracting Officer, the Contractor shall then complete within 3 business days all activities including submission of appropriate forms required for the individual to complete Census Bureau’s security processing. If a replacement is not found after calling 3 people from the supply list, the employee will call the Director or her designate and it shall be the Director’s responsibility to find a staff replacement.

An employee may be required by the Executive Officer of Human Resources to substantiate the reasons for any absence exceeding five consecutive days. In the case of ongoing or recurring illness in excess of five working days, accident or disability, the Board may also require an employee to sign a release of medical information to a doctor selected by the Board with respect to the medical condition in question or may require an employee to be examined by a doctor of the Board’s choice. The Board shall endeavor to ensure that the employee’s preference for a male or female doctor will be accommodated when requested. It is understood that the doctor selected by the Board is required to maintain the confidentiality of the medical diagnosis of the employee. The Board shall pay the cost of the third party billing incurred when an employee consults a doctor at the Board’s request. Employees affected by may be required to take part in the Board’s Workplace Early Intervention Program and to sign a release of information to permit the Board to contact the employee’s physician to facilitate this process. ARTICLE SICK LEAVE GRATUITY Pertaining to members who were previously covered by the collective agreement between Educational Program Assistant bargaining unit and the Wellington County Board of Education prior to June For all employees retiring to Pension Plan Board pension, the retirement gratuity shall be fifty percent (50%) of the accumulated sick leave credits, at current salary to a maximum of eighty (80) days (i.e. the maximum payment is forty (40) days). The payment under clause shall be paid by the Board to the member within thirty (30) calendar days of termination of employment, or in the next calendar year if the employee so requests. For employees not covered by clause the Board will deposit a lump sum payment of into a group plan on behalf of the employee on or before June of the school year in which the employee completes his or her probationary period.

30:03 Except in extenuating circumstances, casual employees replacing permanent staff or replacing staff in temporary assignments shall be called from the Board’s casual supply list. At least once per month, the Board will provide the Bargaining Unit President with a listing of those situations in which the board did not use the casual supply list to obtain a replacement.
30:04 There will e a joint Board and Union review of the casual supply list and effectiveness of the call in system. This meeting shall occur by October 31st of each year. The parties shall meet initially within thirty days (30) of ratification of this agreement, but no later than December 31, 2008.
