TUITION AND TEXTBOOK REIMBURSEMENT. 1. Employees covered by Veteran' s Administration benefits pertaining to tuition or textbook reimbursement shall not be entitled to receive the reimbursement benefits provided hereunder.
2. In the event an employee meets the criteria specified under paragraphs 3 and 4 of this Article, below, the City shall effective upon the execution date of this Agreement provide the employee reimbursement of tuition, laboratory fees and required textbooks for approved courses of study up to a maximum reimbursement of $600 in calendar years 2010 and2011, of which $300 may be used for reimbursement of costs for laboratory fees and required textbooks.
3. In order for the employee' s course of study to qualify for reimbursement under paragraph 2 of this Article, above, the following criteria must be met:
a. All coursework and related homework must be done on the employees own time.
b. All courses of study shall be related to an employee' s job or to a reasonable promotional opportunity within the City and be approved by the Fire Department Administration. Graduate courses must be directly related to an employee' s present position.
c. Courses must be taken at accredited institutions or schools currently approved by the Department of Employee Relations.
d. All courses taken must be of three (3) or more weeks duration except that any portion of a calendar year tuition maximum may be used for short courses (less than three weeks' duration) that are approved by management.
e. An employee must submit an application for reimbursement and itemized receipts to a City designated administrator on a form provided by the City no later than four
TUITION AND TEXTBOOK REIMBURSEMENT. 1. Tuition reimbursement shall be limited to courses approved by the Fire Department Administration and related to the Fire Service; textbook reimbursement shall be limited to textbooks required for courses in Fire Science and Technology.
2. The total amount of reimbursement paid by the City to an employee shall not exceed $925 per year. Any portion of the reimbursement may be used for courses which are less than three weeks in duration that are approved by the Fire Department Administration.
3. Employees must remain in service for a one-year period after receiving Tuition and Textbook Reimbursement from the City or the amount reimbursed will be deducted from the employee's final paycheck.
4. Employees covered by Veteran's Administration benefits pertaining to tuition or textbook reimbursement shall not be entitled to receive the reimbursement benefits provided hereunder.
5. In order to qualify for reimbursement under subsections 1 and 2 of this Article, above, employees must submit an application for reimbursement and itemized receipts to the Fire Chief on a form provided by the City no later than eight weeks following the last course date.
6. In order to qualify for reimbursement under subsections 1 and 2 of this Article, above, employees shall present evidence to the Fire Chief of successful completion of courses of study for which they are requesting reimbursement. Such evidence shall be submitted in writing to the Fire Chief no later than eight (8) weeks following completion of courses of study and shall consist of the final grade report for each course of study. A course of study shall be deemed successfully completed if:
a. A grade of "C" or higher is received and such course of study in an undergraduate course of study; or
b. A grade of "B" or higher is received and such course of study is a graduate course of study; or
c. When grades are not given or a non-credit course of study is taken, then the employee must present to the Fire Chief, within the time limit above described, a written statement from the course's instructor that the employee has satisfactorily completed the course of study.
7. Payment of reimbursement provided in subsections 1 and 2 of this Article, above, shall be made as soon as is administratively practicable after the reimbursement application and evidence of successful completion of the courses of study for which such reimbursement is being requested is received

TUITION AND TEXTBOOK REIMBURSEMENT. To the extent funding is available, the APCD shall provide for tuition and textbook reimbursement for regular full-time employees up to a maximum of $500 per fiscal year and in accordance with existing administrative regulations governing this program. Tuition reimbursement for regular part-time employees shall be prorated based on their part-time percentage.
TUITION AND TEXTBOOK REIMBURSEMENT. 25.1. Tuition and textbook reimbursement shall be in accordance with Veteran' s Administration benefits pertaining thereto. In no event shall there be any duplication of these benefits paid to the employee.
a. In the event that an employee is ineligible to receive tuition, textbook, lab fees or required equipment reimbursement under the provisions of Section 25.1., above, and meets criteria specified under 25.3 through 25.5, below, the City shall provide reimbursement to the employee for the tuition, laboratory fees, required textbooks and/or equipment of approved courses of study for up to a maximum of $1,000
b. Any portion of the combined maximum Tuition Reimbursement benefit may be used for courses that are less than three (3) weeks in duration and that are approved by management.
c. Employees may use up to $100 of the maximum tuition benefit for the payment of professional dues in the following organizations: Electrical Maintenance Engineers, International Electrical Inspectors, or others approved by the employee' s respective Division Head.
25.3. All courses of study for which reimbursement is requested by an employee under the provisions of 25.2 shall be job related and approved by a City-designated administrator before any reimbursement is paid to the employee.
25.4. In order to qualify for reimbursement under 25.2., an employee must submit an application for reimbursement and a satisfactory final grade report or completion statement to a City-designated administrator within eight (8) weeks of the last course date. Pursuant to the established City guidelines, conferences, conventions, and 1-2 day seminars do not require a completion statement.
25.5. Pursuant to the established City guidelines, an approved course of study shall be deemed successfully completed if the final grade represents the minimum grade point average required for a degree, diploma, or certificate.
25.6. Payment of reimbursement shall be made as soon as administratively practicable after the reimbursement application and evidence of successful completion of the approved course(s) of study is receive by the City-designated administrator.
25.7. Any payment made under the provisions of this Article shall not have any sum deducted for pension benefits nor shall such payments be included in the determination of pension benefits or other fringe benefits.

TUITION AND TEXTBOOK REIMBURSEMENT. To the extent funding is available, employees shall be eligible for tuition and textbook reimbursement up to a maximum of $500 per fiscal year and in accordance with administrative regulations governing this program. Tuition reimbursement for regular, part-time employees shall be prorated based on their part-time percentage. Effective at the beginning of pay period 2023-15 (estimated date 6/26/23), the maximum shall be increased by $500 to $1,000, and effective in pay period 2024-15, the maximum shall be increased by an additional $500 to $1,500 total. The County agrees to provide sufficient annual funding for at least 10 percent (10%) of the bargaining unit to utilize this benefit. Prior to the pay period 2023-15 increase, the County will revise the administrative regulations governing this provision. The County shall notify the Union of the changes, and upon request, negotiate the changes to the extent those changes are within the scope of representation.

To the extent funding is available, the City shall, for those employees represented by this Organization, provide for tuition and textbook reimbursement for regular full-time employees up to a maximum of $950 per fiscal year. Only costs for required course materials (not including computers) for course approved by the Department Manager or City Manager shall be deemed reimbursable through this program. The City Manager may approve additional amounts on a case by case basis.
2. Regular full-time employees may be eligible for reimbursement of tuition fees and book costs for academic courses taken in pursuit of a college degree or education undertaken to maintain or improve skills related to work performance in the employee's current position, which are attended on employee's own time.
3. Reimbursement shall only be available to employees who have prior approval from the City Manager, prior to beginning of the class(es) and if funds are available within the employee's departmental budget.
4. Maintenance Worker II personnel who wish to obtain and maintain their Water Distribution (D2) certification will be reimbursed for the costs of the required coursework and payment of license fees from the educational reimbursement allowance provided for each employee. Employee must request and obtain Department Manager approval before any training is taken or fees or other expenses are incurred. Such approval shall be in writing and placed in the employee's personnel file.
TUITION AND TEXTBOOK REIMBURSEMENT. Full-time and part-time employees in permanently allocated positions are eligible for Tuition and Textbook Reimbursement. An employee may request reimbursement for expenses associated with a course or courses, including related travel, meals, and lodging, or departmental promotional materials approved by the Department Head. When an employee requests reimbursement for a course, satisfactory completion must be demonstrated. In addition, with department head approval, an employee may request reimbursement for the following purposes: fee payment for professional licenses or certifications which are required for employment in the employee's classification; membership fees in professional or technical organizations which are directly related to the employee's current classification; directly related professional or technical journals; cassettes; books; video tapes; educational or reference material in a digital format, i.e., CD-ROM or diskette, that would be installed on a personal computer excluding commercial application software and programs, which are directly related to the employee's current classification. Software shall not be loaded on County equipment without conformance with County computer policies. No reimbursement shall be authorized for employees who receive or are authorized to receive tuition reimbursement from another source. Full-time employees may receive reimbursement under this provision for expenses up to $400 in any one fiscal year. Effective the first pay period in March, 2007 the eligible reimbursement amount is increased to $500 for any one fiscal year. Part-time employees may receive reimbursement under this provision for expenses up to $200 in any one fiscal year. Effective the first pay period in March, 2007 the eligible reimbursement amount is increased to $250 in any one fiscal year. Such requests shall be limited to expenses totaling not less than $40.00; at the end of the fiscal year, any claims which do not meet the $40 minimum will be accepted for payment. All requests for reimbursement must be submitted by the fiscal year deadline, as determined by Risk Management. Each full-time employee may roll over a maximum of $200 each fiscal year and each part-time employee may roll over a maximum of $125 each fiscal year.

B. Only costs for textbooks required for approved courses shall be deemed reimbursable through this program.
C. During the term of this agreement, at the request of either party, the County and PPOA agree to meet and confer regarding possible implementation of an educational incentive. If negotiations are reopened on this subject, changes will not be implemented unless the parties mutually agree.

Before implementing any changes to the administrative regulations, the County shall notify the Union and upon request, negotiate the changes to the extent those changes are within the scope of representation. Tuition reimbursement for regular part-time employees shall be prorated based on their part-time percentage.
B. Notwithstanding the above, the parties shall refer issues relating to program design, procedures and funding to the Labor/Management Collaborative for its consideration and recommendations to the Board of Supervisors.
C. Tuition and text book reimbursement provisions in effect in the Public Defender’s Office prior to this agreement shall remain status quo through the duration of this agreement.
