Participating Teachers (PT). A. The number of Participating Teachers, both Referred and Voluntary Permanent Teachers shall not exceed twenty (20) participants at any one time. If there are not twenty (20) Referred or Voluntary Permanent Teacher Participants, teachers in other categories, such as probationary teachers, may elect to participate, up to but not exceeding a total of twenty (20) at any one time. For the purpose of this Article, Classroom Teacher definition includes Certificated Classroom Teachers, APE Specialists, and Speech Therapists.
(1) A Referred Participating Teacher is a teacher who receives assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of an unsatisfactory final evaluation. An unsatisfactory evaluation will occur when a teacher receives an improvement plan attached to his or her evaluation form. All teachers referred to this program involuntarily may not be eligible for voluntary transfer while they remain in the program. Participation begins in the school year following the year in which an unsatisfactory is given. The Joint Committee will determine the length of participation based on Consulting Teachers’ reports. Referred Participating Teachers will be provided with a list of available Consulting Teachers. They will indicate their preference as to who will be assigned as their Consulting Teacher. Assignment of a Consulting Teacher will be made by the Joint Committee based upon stated preference, identified need, and expertise available.
(2) A Volunteer Participating Teacher is a Unit Member who volunteers to participate in the PAR Program. The purpose of participation in the PAR Program for the Volunteer Participating Teacher is for peer assistance only. The Volunteer may select the Consulting Teacher from the panel of Consulting Teachers provided by the Joint Committee. The Volunteer Participating Teacher may terminate his or her participation in the PAR Program at any time.
B. All communication between Consulting Teacher and a Volunteer Participating Teacher shall be confidential, and without the written consent of the Volunteer, shall not be shared with others, including the site principal, the evaluator or the Joint Committee.
C. The Participating Teacher has the right to be represented throughout these procedures by an Association representative.
Participating Teachers (PT). A Participating Teacher is a unit member who receives assistance and coaching to improve instructional skills, classroom management, knowledge of subject matter, and related aspects of teaching. There are two (2) categories of Participating Teachers.
a) Referred Teacher Participants (RTP)
1) Permanent unit members who receive an unsatisfactory evaluation on their Certificated Summary Evaluation Report, shall be referred to the PAR program.
2) The decision of the principal to refer a permanent unit member to the PAR program shall not be subject to the grievance procedure.
3) The Consulting Teacher shall provide assistance to the Participating Teacher for a minimum of one academic year. (This revision is effective July, 2005.) Consulting Teachers shall prepare at least 1 peer review report per school year on each teacher they assist. This report shall be submitted to the Participating Teacher, the Peer Review Panel, and the Principal of the Participating Teacher=s school, no later than April 15. The Participating Teacher shall have the right to submit a written response to the Consulting Teacher=s report, the right to request a meeting with the PAR Panel, and the right to be represented at this meeting.
4) The results of the Participating Teacher=s participation in the PAR Program may be used in the evaluation of the teacher pursuant to Education Code Section 44660 et seq.
b) Volunteer Teacher Participants (VT)
1) A permanent member who seeks to improve his/her teaching performance may request that the PAR Panel assign a Consulting Teacher to provide peer assistance. It is understood that the purpose of such participation is to provide peer assistance and the Consulting Teacher will not play a role in the evaluation of the teaching performance of a Volunteer Teacher Participant. The VT may terminate his or her participation in the PAR Program at any time without a requirement to give a reason for said request.
2) Unless requested by the VT, information obtained by the Consulting Teacher while working with the VT can not be utilized in the evaluation process nor put in the teacher=s personnel file.
Participating Teachers (PT). 15.2.1 An RPT is a unit member with permanent status who receives assistance to improve his/her Evaluation Standards Criteria as per this Agreement (Article
Participating Teachers (PT). NOTE: For the purposes of this Article, Participating Teacher refers to both Referred Participating Teacher and Volunteer Participating Teacher.
A. Referred Participating Teacher is a teacher with permanent status who received assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of an unsatisfactory final evaluation in the areas of teaching strategies and/or subject matter knowledge.
Participating Teachers (PT). 15.2.1 An RPT is a unit member with permanent status who receives assistance to improve their Evaluation Standards Criteria as per this Agreement (Article 14) as a result of an unsatisfactory evaluation.
15.2.2 The JC will assign a consulting teacher to the referred participating teacher. The RPT may appeal the CT assigned by the JC only one time.
15.2.3 The RPT has the right to be represented throughout these procedures by the Association representative of their choice.
15.2.4 A VPT is a unit member who volunteers to participate in the PAR program. The purpose of participation is to support their professional development. The CT shall not participate in a performance review of the voluntary participating teacher (VPT). The VPT may terminate their participation in the PAR program at any time.
15.2.5 All communication between the CT and a VPT shall be confidential and without the written consent of the VPT, shall not be shared with others, including the site principal, the evaluator, or the JC.
15.2.6 An entering teacher (ET) is a unit member who is identified as needing a support provider (SP) by SCOE to assist in their successful entrance into the field of education. The support needs of the ET are identified by SCOE for the assignment of a SP by the JC. SCOE will bear the cost of the SP. An ET is also eligible to apply for support as a VPT.
Participating Teachers (PT). 15.2.1 An RPT is a unit member with permanent status who receives assistance to improve his/her their Evaluation Standards Criteria as per this Agreement (Article 14) as a result of an unsatisfactory evaluation.
15.2.2 The JC will assign a consulting teacher to the referred participating teacher. The RPT may appeal the CT assigned by the JC only one time.
15.2.3 The RPT has the right to be represented throughout these procedures by the Association representative of his/her their choice.
15.2.4 A VPT is a unit member who volunteers to participate in the PAR program. The purpose of participation is to support their professional development. The CT shall not participate in a performance review of the voluntary participating teacher (VPT). The VPT may terminate his/her their participation in the PAR program at any time.
15.2.5 All communication between the CT and a VPT shall be confidential and without the written consent of the VPT, shall not be shared with others, including the site principal, the evaluator, or the JC.
15.2.6 An entering teacher (ET) is a unit member who is identified as needing a support provider (SP) by SCOE to assist in their successful entrance into the field of education. The support needs of the ET are identified by SCOE for the assignment of a SP by the JC. SCOE will bear the cost of the SP. An ET is also eligible to apply for support as a VPT.

A Referred Participating Teacher is a teacher with permanent status who receives assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of an unsatisfactory final evaluation.
22.3.2. A Volunteer Participating Teacher is a teacher with permanent status who volunteers to participate in the PAR Program. The purpose of participation in the PAR Program for the Volunteer Participating Teacher is for peer assistance only and the Consulting Teacher shall not participate in a performance review of the Volunteer Participating Teacher. The Volunteer PT may terminate his or her participation in the PAR Program at any time.
Participating Teachers (PT) a. First priority will be given to teachers who are referred to the program. Volunteers will be accepted into the program provided space is available via the SJ County PAR JPA or a District Consulting Teacher is available.
b. A Referred Participating Teacher is a teacher with permanent status who receives assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of “less than satisfactory” final evaluation in one or more of the areas listed on the District’s Evaluation Form, and defined in Education Code 44662:
a) Standard 1 – Engaging and Supporting All Students in Learning
b) Standard 2 – Creating and Maintaining Effective Environments for Student Learning
c) Standard 3 – Understanding and Organizing Subject Matter for Student Learning
d) Standard 4 – Planning Instruction and Designing Learning Experiences for All Students e) Standard 5 – Assessing Student Learning
Participating Teachers (PT). A. A Referred Participating Teacher is a teacher with permanent status who is deemed to need improved performance in instructional skills, mastery of content knowledge, classroom management and/or related aspects of teaching by the principal as noted with a “U” (Unsatisfactory) rating in their formal evaluation. Each Referred Participating Teacher shall receive no less than 20 hours of assistance per semester from the Consulting Teacher.
B. A Voluntary Participating Teacher is a teacher with permanent status who volunteers to participate in the PAR program in order to improve the teaching performance. Such teachers may include those changing grade level or subject assignment, National Board for Professional Teaching Standards Certification candidates or those teachers who have received an “N” (Needs Improvement) on their formal evaluation. The purpose of participation in the PAR Program for the Voluntary Participating Teacher is for peer assistance only and the Consulting Teacher shall not participate in a performance review of the Voluntary Participating Teacher. All communication between the Consulting Teacher and a Voluntary Participating Teacher shall be confidential, and without the written consent of the Voluntary Participating Teacher, shall not be shared with others, including the site principal, the evaluator or the PAR Panel. The Voluntary Participating Teacher may terminate his or her participation in the PAR Program at any time.
Participating Teachers (PT). 20.6.1 A Referred Participating Teacher is a teacher with permanent status who is referred for assistance to the PAR Program in order to improve their instruction skills, classroom management, knowledge of subject, and/or related aspects of their teaching performance as a result of an overall unsatisfactory final evaluation and an administrative recommendation to PAR. Such recommendation shall not be solely based on a teacher’s attendance record.
