Non-compliance with instructions in Section I (Proposal Preparation and Submission) may preclude offeror from receiving an award. Each proposal will be evaluated based on the merit and relevance of the specific proposal as it relates to PM SPIE program requirements/needs, rather than against other proposals. As such, debriefings will not be offered. Proposals not considered having sufficient technical merit or relevance to PM SPIE needs or those proposals in areas for which funds are not expected to be available may be rejected without further review. For those proposals that are acceptable, notification will be made within ninety (90) days after receipt of proposal. The offeror will also be notified as to if and when funding is expected to be available for the project. The offeror is cautioned that the availability of funds as of the date of such notice is no guarantee that funds will be available at any given later date. Offers will be selected based upon the outcome of proposal evaluation and the availability and source of funds. Not all highly rated proposals will result in a contract award. The Government may elect not to award a contract for every highly rated proposal for each topic area/specific interest area. The Government may award more than one contract in a given topic area/specific interest area, or the Government may not award a contract at all in a given topical area/specific interest area.

STANDARD: Recruiting, training and retention planning support the availability of qualified contractor personnel to perform technical support services as required by the contract and adjust for fluctuations in workload.

Complete and submit the Letter of Commitment (attachment 6). Performance of key personnel proposed for this project may be taken into account when it comes to the attention of the Government. The Government will evaluate how well the offeror demonstrates that it has the necessary structure and experienced, qualified personnel within its organization to effectively manage, control, administer and execute the integrated design and construction operations, quality control program and subcontracts. This shall be achievable with other projected on-going work. The Government will give additional consideration to previous relevant and similar design-build experience. Evaluate whether designers of record are registered (a requirement), experienced and qualified.
