Non-compliance with instructions in Section I (Proposal Preparation and Submission) may preclude offeror from receiving an award. Each proposal will be evaluated based on the merit and relevance of the specific proposal as it relates to PM SPIE program requirements/needs, rather than against other proposals. As such, debriefings will not be offered. Proposals not considered having sufficient technical merit or relevance to PM SPIE needs or those proposals in areas for which funds are not expected to be available may be rejected without further review. For those proposals that are acceptable, notification will be made within ninety (90) days after receipt of proposal. The offeror will also be notified as to if and when funding is expected to be available for the project. The offeror is cautioned that the availability of funds as of the date of such notice is no guarantee that funds will be available at any given later date. Offers will be selected based upon the outcome of proposal evaluation and the availability and source of funds. Not all highly rated proposals will result in a contract award. The Government may elect not to award a contract for every highly rated proposal for each topic area/specific interest area. The Government may award more than one contract in a given topic area/specific interest area, or the Government may not award a contract at all in a given topical area/specific interest area.

Also, scanning and implementation of medical records or providing medical staff augmentation to special seaport medical requirements under our team concept. FES team of consultants and staff members comprise of members without and with high level security clearances. Many of the personnel are prior military with valuable knowledge and with the proper skill sets to get the job done. We also have equipment and personnel capable of performing soil borings, installing monitor xxxxx, and testing soil/concrete during construction. Our senior engineering personnel are registered professional engineers in Florida, California, Maine, Massachusetts, and New Hampshire. Combined, they have over 120 years of experience in geotechnical engineering. As a local firm, we have the ability to exercise a great deal of flexibility during the various stages of project development, enabling us to provide a better and more efficient service to our clients, and to maintain direct involvement of the senior personnel on every project. We have worked on many of South Florida’s tallest, largest and most notable structures, and over our 35-plus-year history have successfully completed more than 5,000 projects. Our project experience includes residential, commercial, and industrial developments over soft soils, as well as high-rise development. We have the distinction of providing geotechnical services for a significant number of the major high-rise structures that have been constructed in South Florida, and for the majority of those constructed in Miami. To date our local project portfolio includes some 75-plus towers, constructed or planned, ranging in height from 20 to 93 stories tall.

S ubfactor 4 – KEY PERSONNEL QUALIFICATIONS The Government will review the resumes of proposed Key Personnel who will perform work under the contract and will evaluate and assess the education, relevant experience, and demonstrated performance of each proposed Key Person. The review will focus on the qualifications and experience of each individual as compared to the Personnel Qualification Requirements provided in the PWS. S ubfactor 5 – MANAGEMENT OF RESOURCES The Government will evaluate the proposed approach to recruiting/obtaining, training, retaining and replacing personnel of appropriate qualifications, experience, education, and skill levels to satisfy the requirements and objectives set forth in the RFP. The Government will evaluate the strategy for recruiting contractor personnel currently providing support for these requirements. The Government will evaluate the approach to managing workload fluctuations ensuring the ability to maintain the required personnel, and the approach that ensures timely availability and cost effectiveness of contractor resources. STANDARD: Recruiting, training and retention planning support the availability of qualified contractor personnel to perform technical support services as required by the contract and adjust for fluctuations in workload.

The Government will evaluate how well the offeror demonstrates that it has the necessary structure and experienced, qualified personnel within its organization to effectively manage, control, administer and execute the integrated design and construction operations, quality control program and subcontracts. This shall be achievable with other projected on-going work. The Government will give additional consideration to previous relevant and similar design-build experience.
