Employee Initiated Training. The employee shall, upon request, be released without loss of pay for forty (40) hours per year of employee initiated training for professional development provided the Appointing Authority determines the training will better prepare the employee to perform their current or projected responsibilities, funding is available, and staffing needs can be met. At the discretion of the Appointing Authority, more than forty (40) hours per year may be granted. Formats for employee initiated training may include, but are not limited to: • College courses • Professional workshops • Seminars • Bargaining unit sponsored training approved in advance by MMB • Continuing education courses (e.g. eligible CEU or CLE courses) In accordance with Administrative Procedure 21 (Employee Learning and Development), the Appointing Authority may provide reimbursement or direct vendor payment for up to one hundred percent (100%) of the tuition or workshop/seminar registration fee. It is understood that employees must successfully complete the college course, workshop or seminar to be reimbursed. At the discretion of the Appointing Authority, employees may also be reimbursed for expenses pursuant to Article 18. When practicable, the Appointing Authority will attempt to adjust the employee's hours if the approved training is scheduled during the employee's normal work hours. For informational purposes only, pertinent excerpts of Administrative Procedure 21 (Employee Training and Development) are listed in Section 6 below. These excerpts are included to emphasize the parties’ mutual concern for and interest in the continuing development of professional employees.
Employee Initiated Training. (a) Where an employee makes application to attend a training program the Company may: approve leave of absence, where necessary with pay or partial pay or without pay, and/or choose to defray any or a portion of the cost of the employee’s training dependent on the nature of the program and the degree to which it is career related. The cost of the training includes: tuition, examination fees, entrance or registration fees, course-required books, or other legitimate expenses as determined by the Company. The payments provided for in this section will be dependent on the employee’s successful completion of the training program.
(b) Termination of employment by the employee, or by the Company for just cause shall nullify any obligation of financial assistance by the Company in connection with training.
(c) In the event that an employee on training receives outside support such as scholarship, fellowship, bursary or any other type of assistance, this will be disclosed to the Company at the time of application in accordance with (a) above.
(d) If, after the training period, an employee fails to return to work as prearranged without reasonable cause, the employee shall repay in full the salary and cost, where applicable, incurred by the Company in connection with the training.
(e) An employee granted extensive leave of absence in accordance with (a) above may be required to sign a statement of intent to the effect that, on completion of the training, he/she will remain in the employ of the Company for a period of not less than 1 year. Should he/she resign from the Company or be dismissed for just cause before this period expires, he/she shall refund the Company on a pro-rata basis the salary and cost, where applicable, incurred by the Company in connection with his/her training.
Employee Initiated Training. (a) Employees planning to undertake further training and/or personal development should discuss the matter with the Employer.
(b) The Employer may consider reimbursing part or all of the costs associated with the training, provided that the training has relevance to the Employers current and/or future needs.
(c) Should the Employer make the decision to reimburse training costs then payment will be made at the successful completion of each stage of the course/seminar. Employees will be required to submit a claim for the payment accompanied by receipts and successful completion certificates.

If, in the judgment of the Appointing Authority, the taking of a college course, a professional workshop, seminar or an in-service training program will better prepare an employee to perform his/her current or projected responsibilities and funds are available for this purpose and staffing needs can be met, the employee shall, upon his/her request, be allowed forty (40) hours per year of employee initiated training for professional development. In accordance with Administrative Procedure 21 (Employee Training and Development), this may be accomplished by releasing the employee without loss of pay or expenses, reimbursement for up to one hundred percent (100%) of the tuition or workshop/seminar registration fee or a combination of both release time and reimbursement. At the discretion of the Appointing Authority, each employee may be allowed up to one hundred (100) hours each fiscal year without loss of pay for such activities as, but not limited to, workshops, professional conferences, college courses, in- service programs and visitations, all of which are related to the employee's current or projected responsibilities and are pre-approved. Application for such release time shall be made at least thirty (30) calendar days in advance and the Appointing Authority shall respond in writing to the application within ten (10) days of its receipt; however, these timelines may be waived by mutual agreement between the teacher and the Appointing Authority. The denial of the application by the Appointing Authority may be appealed by the teacher to a committee comprised of an equal number of management and teacher representatives. The final decision by such committee shall be advisory only. Expense reimbursement shall be at the discretion of the Appointing Authority, in accordance with Article 26, Expense Allowances.
Employee Initiated Training. Employees may, of their own volition, elect courses of training to further their education or professional development. Such courses shall not interfere with the proper and effective performance of the employee’s duties. The extent and nature of City assistance and obligations of the employee shall be determined by the City Manager prior to and consistent with the following guidelines:
a. Two-thirds of employee tuition costs only may be reimbursed upon successful completion of a course, the content of which is deemed to be of direct value to the employee and the City. Other associated costs may be considered for reimbursement. Successful completion of any course shall be a grade equivalent to “c” or higher.

Bega Cheese may approve any reasonable request for time off work without pay for attendance at such training including examinations and study leave. Requests for time off with pay should utilise any available Annual Leave.

Reimbursement is on an annual basis and subject to the presentation of reports of satisfactory progress in the course of study. The Company on a case-by-case basis will consider the approval of such reimbursement.
