Evaluator Training. The Employer shall make available training opportunities for evaluators regarding the Employer's performance evaluation program and shall, upon request, share and discuss the contents of such training programs with the Union.

Evaluator Training. 4.3.1 The District’s Human Resources Department shall provide Report of Job Performance training to current District employees who are responsible for Report of Job Performance reviews (i.e., management, supervisor) for classified employees covered by this Agreement. Prior to evaluating a unit member, the evaluator is required to participate in training regarding the Report of Job Performance review process. 4.3.2 The District agrees to hold Report of Job Performance review training sessions on a semi-annual basis in order to provide timely training for new supervisors and managers.
Evaluator Training. Evaluators shall participate in training relevant to and/or required by WAC related to their evaluation responsibilities for certificated classroom teachers and other certificated staff.

Training shall include the following: 1) The New York State Teaching Standards, and their related elements and performance indicators and the Leadership Standards and their related functions, as applicable; 2) Evidence-based observation techniques that are grounded in research; 3) Application and use of the student growth percentile model and the value-added growth model; 4) Application and use of the teacher or principal rubric(s), including training on the effective application of such rubrics to observe a teacher or principal’s practice; 5) Application and use of any assessment tools that the school district or BOCES utilizes to evaluate its classroom teachers or building principals, including but not limited to, structured portfolio reviews; student, parent, teacher and/or community surveys; professional growth goals and school improvement goals, etc.; 6) Application and use of any locally selected measures of student achievement used by the district to evaluate its teachers or principals; 7) Use of the Statewide Instructional Reporting System; 8) The scoring methodology including how scores are generated for each subcomponent and the composite effectiveness score and application and the use of the scoring ranges prescribed by the Commissioner for the four (4) designated rating categories used for the teacher’s or principal’s overall rating and their subcomponent ratings; and 9) Specific considerations in evaluating teachers and principals of English language learners and students with disabilities.

The District will utilize TST BOCES lead evaluator training and certification in accordance with SED procedures and processes. Initial certification trainings with TST BOCES span a school year, meeting 5 times for full day (6 hour) sessions. Lead evaluator training will include training on the nine elements required by Regents rules Section 30-3.10 (b) Independent evaluators will attend at least one full day of training. Evaluator Training. West Canada Valley CSD will ensure that all lead evaluators/evaluators are properly trained and certified to complete an individual’s performance review. Evaluator training will be conducted by certified HFHO BOCES Network Team personnel. Evaluator training will occur regionally and will replicate the recommended SED model certification process incorporating per the 3012c regulations. This training will include the following Requirements for Lead Evaluators: • New York State teaching Standards and ISSLC Standards • Evidence-based observation • Use of Statewide instructional Reporting SystemScoring methodology used to evaluate teachers and principals • Specific considerations in evaluating teachers and principals of XXXX and students with disabilities. West Canada Valley CSD will work with the HFHO BOCES Network Team to ensure that lead evaluators maintain inter-rater reliability over time and that they are re-certified on an annual basis. All evaluators shall successfully complete a training course that meets the minimum requirements prescribed in Chapter 103 and Section 30-2.9 of the regulations there under. Such training shall include application and use of the State-approved teacher practice rubric(s) selected by WCV for use in evaluations. Once an evaluator has successfully completed a training course meeting the minimum requirements prescribed in the law and regulations, he/she shall be deemed to be certified by BOCES as a lead evaluator. Evaluation of union members must be performed by an individual employed by the District in the capacity of Building Principal or Superintendent of Schools. Said administrators must possess appropriate New York State Certification and may not be a member of the Association. All professional staff subject to the district’s APPR will be provided with an orientation and/or training on the evaluation system that will include: a review of the content and use of the evaluation system, the NYS Teaching Standards, the district’s teacher practice rubric, forms and the procedures to be followed consistent with the approved APPR plan and associated contractual provisions. All training for current staff will be conducted prior to the implementation of the APPR process. Training will be conducted within thirty (30) calendar days of the beginning of each subsequent school year for newly hired staff.
