Leave for Union Activity. The Hospital agrees to provide leave of absence with pay for delegates of the Union to attend Union activities. A total of fifteen (15) days of such leave may be used each year of this Agreement. The total is an aggregate total for the entire negotiations unit. If additional days are necessary, a written request will be made to the Hospital’s Human Resources Department for consideration. This leave is to be used exclusively for participation in regularly scheduled meetings or conventions of labor organizations with which the Union is affiliated or for training programs for Stewards and Union Officers (to the extent that they are Hospital employees) and for which appropriate approval by the Hospital is required. Written notice, from the Union of the authorization of an individual to utilize such leave time shall be given to Human Resources at least twenty-one (21) days in advance of the date or dates of such meeting except in an emergency, less notice may be given. Granting of such leave to a staff member shall not be unreasonably withheld by the Hospital. Leave will be granted to individuals authorized by the President or the Secretary-Treasurer of the Union, but shall be limited to a maximum of ten (10) days of paid leave in a year period and five (5) days of paid leave for any single conference or convention for any individual staff member except in the case where special approval or an exception may be granted by the Hospital. In addition, the Hospital agrees to provide leave of absence without pay for delegates of the Union to attend Union activities approved by the Hospital. A total of ten (10) days of such leave of absence without pay is to be used under the same conditions and restrictions expressed in connection with the leave of absence with pay. This time limitation may be extended by written mutual agreement between the Union and Hospital.
Leave for Union Activity. The University agrees to permit a maximum of fifteen (15) days per year (July 1 – June 30) of paid leave for F.O.P. Representatives to attend F.O.P. activities. In addition, the University agrees to provide a maximum of five (5) days unpaid leave per year for the F.O.P. President to attend F.O.P. activities. The leave may only be used for participation in regularly scheduled meetings or conventions of labor organizations with which the F.O.P. is affiliated or for training programs for F.O.P. Representatives provided that approval has been granted by the Office of HR Labor Relations. A written request must be submitted by the F.O.P. to the Human Resources Department at the University at least twenty-one (21) days in advance, whenever possible, of the date or dates of such meeting. When mutually agreed upon by both the University and the F.O.P., additional time off without loss of pay shall be granted. Such request shall not be unreasonably denied.
Leave for Union Activity. With prior approval of the Director, Union members shall be granted release time without loss of pay or benefits to attend professional development sessions. Such sessions must relate primarily to the enhancement of job performance as a Union member or as an employee of the District and may be sponsored by the AFT-Missouri (AFL-CIO) or American Federation of Teachers (AFL-CIO). Unless prohibited by law or state statute, Union members shall be granted time off with pay to attend conferences, conventions, seminars, negotiations, and official union meetings. Unless prohibited by law or state statute, Union members, as a group, shall be provided an aggregate bank of one hundred (100) hours release time per school year to address union business with no loss of pay or benefits. Unless prohibited by law or state statute, leave for union activity shall be granted under the following conditions:
a. Request for leave shall be submitted not less than five (5) working days prior to the beginning of the leave
b. Not more than ten percent (10%) of union membership shall be entitled to such leave during the same time period.
Leave for Union Activity. The Employer agrees to provide leave of absence with pay for delegates of the Union to attend Union activities. A total of twelve (12) days of such leave for the entire negotiations unit may be used each year of this Agreement. This leave is to be used exclusively for participation in regularly scheduled meetings or conventions of labor organizations with which the Union is affiliated or for training programs for Stewards and Union Officers and for which appropriate approval by the Employer is required. Written notice, from the Union of the authorization of an individual to utilize such leave time shall be given to the Employer Personnel Office where the individual is employed at least thirty (30) days in advance of the date or dates of such meeting except in an emergency, less notice may be given. Granting of such leave to a staff member shall not be unreasonably withheld by the Employer.
Leave for Union Activity. A. The Employer agrees to provide time off without loss of pay for delegates of the Union to attend Union conventions, conferences or educational programs provided that the total amount of time without loss of pay shall not exceed a total of fifteen (15) days available annually during the term of this Agreement. A maximum of five (5) unused days may be carried over from year to year. The right of the carryover expires with the term of this Agreement.
B. The Union shall request, in writing, approval from the designee of the Vice President of Human Resources to use such Leave. Such request shall be made in writing no less than four (4) weeks in advance by the Union specifying the type of Union activity for which time off is sought, the individual(s) to be granted the time off and the maximum amount of time to be utilized.
C. The University under specified conditions will provide non-probationary employees designated by the Union to act as a full-time paid Union employee the option to take an unpaid leave of absence without pay or benefits, but without loss of seniority for Union business, subject to the following conditions:
1. Not more than two clerical and one technical employee shall be granted a leave of absence at any given time.
2. During the leave of absence period, the employee shall not engage in any activities for the purpose of organizing unrepresented University employees.
3. The leave of absence for Union business for any employee shall not exceed one year.
4. During the leave of absence, the employee shall not accrue any university service credit for any benefit purpose.
D. A request for a leave of absence to take full-time employment with the Union or for any other Union activity will be submitted by the Union directly to the Vice President of Human Resources or his designee for consideration. The request will be granted whenever practicable unless operations in the bargaining unit member’s department would be adversely affected by the absence.

The Employer may grant a leave of absence with pay, to a maximum of six (6) days paid per calendar year, for employees to attend official Union conventions, training sessions and education sessions provided the Employer receives at least four (4) weeks' notice in writing naming the employee(s) for whom leave is desired. Such requests will not be unreasonably denied by the Employer. The Employer will bill the Union within 30 days for the employee's regular salary or wages during the leave of absence, if the employee is replaced. Notwithstanding the previous paragraph, the Employer may grant additional leaves of absence for employees to attend official Union conventions, training sessions and education sessions provided the Employer receives at least four (4) weeks' notice in writing naming the employee(s) for whom leave is desired. Such requests will not be unreasonably denied by the Employer. The Employer will bill the Union within 30 days for the employee's regular salary or wages during the leave of absence. Such requests shall be sent to the Director of Human Resources. The Employer shall give due consideration to a request that is made with less than four (4) weeks’ notice. The President of the Union shall be allowed a reasonable period of time without loss of pay in order to fulfill obligations under this Agreement. Before leaving work for such purposes, the President of the Union shall obtain permission from his/her supervisor. Such permission shall not be unreasonably withheld.

A total of eighteen (18) days of such leave may be used each year of this Agreement. This total is an aggregate total for the entire bargaining unit. This leave is to be used exclusively for participation in regularly scheduled meetings or conventions of labor organizations with which the Union is affiliated or for training programs for Stewards and Union Officers and for which appropriate approval by the University is required. Written notice, from the Union of the authorization of an individual to utilize such leave time shall be given to the University Personnel Office where the individual is employed at least twenty-one (21) days in advance of the date or dates of such meeting except in an emergency, less notice may be given. It is intended to be fairly distributed among Institutions of the University. Granting of such leave to a staff member shall not be unreasonably withheld by the University. Leave will be granted to individuals authorized by the President or the Business Manager of the Union, but shall be limited to a maximum of fifteen (15) days of paid leave in a year period and five
Leave for Union Activity. (a) An employee who wishes to accept a position with the Union may apply for an unpaid personal leave under the terms of this Article. No more than one bargaining unit member will be eligible for such a leave at any one time.
(b) If notice is given prior to posting the schedule, up to three employees will be granted an unpaid leave of up to two weeks from work for the purposes of engaging in Union business, including but not limited to Union Conventions, meetings, conferences, and other activities, patient care permitting and these requests shall not be unreasonably denied. If, subsequent to the posting of the schedule, an employee can themselves find others to cover their shifts for up to the same two-week period which does not incur an overtime obligation, the employee shall be granted the leave. The employee shall not suffer any loss of seniority or other benefits as a result of such leave. This shall not be read to prohibit additional employees using PTO in accordance with PTO procedures to engage in Union activity.
Leave for Union Activity. 7.01 a) The parties recognize ten (10) Union delegates and their substitutes. The Union shall decide on the distribution of these delegates and will inform the University as provided in clause 7.01c).
