Master Police Officer. The University agrees to establish an internal title of Master Police Officer (MPO) for which members in the bargaining unit will be assigned upon meeting all of the eligibility requirements as outlined in this Article.

Master Police Officer. On the 8th anniversary of full-time sworn police officer service with the City of Concord,(or 8 years of full- time sworn police officer service with a minimum of 3 years with the City of Concord), any officer below the rank of Sergeant may be bestowed the title of Master Police Officer. The officer must: A. At the time of appointment be in good standing with the police department. Good standing is defined as obtaining a satisfactory overall score on the officer’s most recent annual evaluation. B. Have obtained a score of 80% on the Sergeant’s Written Examination. Employees not obtaining a score of 80% shall be permitted to re-take the Sergeant’s Written Examination after thirty (30) days. A total of three re-takes, with at least thirty (30) days between test dates, shall be allowed before the Employee will have to wait until the next available testing date, as set forth in section D of this article. C. Employees are deemed to be eligible to take the Sergeant’s Written Examination commencing no sooner than 12 months prior to when they can become a Master Police Officer. D. If no Sergeant’s Written Examination has been offered during that time period, or if the employee was unable to take the test at the time it was offered, an examination will be administered during the month of October for those eligible. E. A duly qualified Master Police Officers shall receive an additional 4% of the Step 6/MAX annual base salary added to their hourly rate. This rate will increase to 5% on the first pay period following the 15th anniversary of full-time sworn police officer service with the City of Concord, (or 15 years of full-time sworn police officer service with a minimum of 3 years with the City of Concord) for those officers who have been bestowed the title of Master Police Officer. F. Once the Master Police Officer designation has been achieved, it shall not be removed by the City. However, in order to continue to receive the bonus, the Employee shall maintain good standing as defined above in Section 1. This position will have no more authority than any other officer. The position will serve to recognize the officer to all citizens, merchants, family and peers for their landmark achievement. In accordance with this title, the officer will wear a single silver stripe with a rocker stripe surrounding a single star on his/her shirt sleeve to be consistent with the practices of the Concord Police Department pertaining to the wearing of rank.

Master Police Officer. 14.1. Effective the first full pay period following ratification the City will establish a Master Police Officer (MPO) Program for employees that satisfy all of the following criteria, as determined by the Chief of Police: a. At least eight (8) years of civilian certificated law enforcement experience as a sworn peace officer with five (5) of those years with the MPD. b. Performance evaluation rating(s) of “meets standards” or better in all categories for the period most recently evaluated. c. Possession of an Advanced POST Certificate. d. Completion of forty-eight (48) months in a special assignment or collateral duty assignment with the City of Monterey, as defined below: • Special Assignment as defined in this MOU Section 13 Special Assignment Differential Pay o An MPO pay classification does not alter or provide any change to the “Personnel Assignments and Rotation Procedure” (MPD Procedure 10020 / MPD Policy 1002) or change the Special Assignment duration as defined in the “Personnel Assignments and Rotation Procedure” and in no way affects the ability for the Chief of Police to determine the actual term and the extension of all such special assignments. • Collateral Duty Assignment in the following collateral duty position(s): o Special Response Unit (SWAT Operator and/or Crisis/Hostage Negotiator) o Defensive Tactics Instructor o Firearms Instructor o Less Lethal / Taser Instructor o Integrating Communications, Assessment, and Tactics (ICAT) Instructor o Use of Force Instructor o First Aid Instructor o Active Shooter Instructor o Drone Operator 14.2. An MPO pay classification does not alter or provide any collateral duty assignment rights and in no way affects the ability for the Chief of Police to assign or remove people from collateral duty assignments at the Chief’s discretion. 14.3. To qualify for MPO pay the Officer must submit a Monterey Police Department MPO Application to the Chief of Police through the Chain of Command and meet the criteria therein, as determined by the Chief of Police. No payments shall be made until an MPO Application has been approved by the Chief of Police. 14.4. Employees who satisfy the criteria set forth above shall receive a five percent (5.0%) MPO pay incentive.

Master Police Officer. An Officer who attains and maintains the designation of Master Police Officer shall receive an annual base salary of $71,518, or an additional 7% pay differential to the base salary, if the current base salary is below $71,518, until full implementation of the pay scale. The standards for the designation of Master Police Officer will be developed by the Police Chief and based upon measurable standards and skills including, but not limited to academic, leadership, trainer, professional development, physical fitness and experience. The appointment or removal of Master Police Officer status and shift assignment is at the sole discretion of the Police Chief. Employees who through injury or illness are unable to perform their assignments, may, for a temporary period, be assigned to duties consistent with their physical condition. Section 1. The City desires to encourage its employees to enhance their knowledge, skills, and abilities relating to their official duties. Therefore, the City will pay for or reimburse an employee for any mandatory continuing education or training necessary for certification, recertification, or renewal of license(s) appropriate for the position held, subject to budget limitations. Further, local law enforcement funds shall pay all tuition and book costs for employees who are attending college classes for courses approved by the Chief of Police. Only two (2) courses per semester will be allowed, provided local law enforcement funds are available, and that said course takes place during the same budget year in which the request is made. Reimbursements shall be made at whatever the current rate is per semester hour at the University of South Florida. Section 2. Incentive training schools may be attended by the employee during working hours with the Chief of Police approval. Section 3. All reimbursements for tuition and books in connection with authorized classes are contingent on the employee submitting proof of receiving a passing grade in that course work. Section 4. Police Department Employment Program for Police Officer Trainee Position. A. In concert with Sections 943.16 and 943.131, Florida Statutes, the City has established its Police Department Employment Program (hereinafter referred to as the “Employment Program”) due to its critical need to increase the number of individuals qualified for employment by the City as police officers.
