Normal Work Week and Work Day. As indicated in the City Pay Plan, a normal work week for regular full time employees shall consist of: A forty (40) hour work week in five (5) consecutive eight (8) hour work days, Monday through Friday, or, a thirty-five (35) hour work week in five (5) consecutive seven (7) hour work days, Monday through Friday. For pay purposes, the workweek commences at 12:01 a.m. on Monday and runs through midnight the following Sunday.

It is understood that the use of compensatory leave time shall not result in any other overtime costs. The compensatory leave time must be taken within a two-week period from the date of the accrual, and may not be cashed out. If such compensatory leave time cannot be taken within the two-week period, the supervisor may extend the two-week period by an additional two weeks. If the compensatory leave time has not been taken within the appropriate period of time, it shall be forfeited. This provision for compensatory leave time applies only in situations where an employee is required by their supervisor to work through a full lunch hour. This Section shall in no way be construed as a guarantee by the City of any amount of work in any period of time or as a limitation on the City's right to schedule work in excess of the normal workday or the normal workweek. This Agreement is subject to the express understanding that the City may in its sole discretion implement Monday night hours up to 7:30 p.m. to be assigned first on a volunteer basis (senior volunteer first) on a rotating basis and if necessary by requiring the least senior qualified employee to work. No overtime premium payments will be made for Monday night hours. The normal work day for employees will either be a forty (40) hours per week, eight hours per day with a 30 minute unpaid lunch, or a thirty-two (32) hours per week schedule with a 30 minute unpaid lunch. The employer shall have the right to schedule full-time employees to work from 32 hours per week up to 40 hours per week. Should it be necessary, in the County judgment to establish a schedule departing from the normal work day, or work week, or to temporarily change the normal work week schedule of an employee or employees, the County will give, if practicable, at least seventy-two (72) hours advance notice of such change to all employees directly affected by such change. If the County desires to permanently alter employee work weeks, work days or work schedules, the County shall where practicable, inform the Union of any such proposed change no less than thirty (30) days prior to implementation. The Employer will, upon request, discuss the effects of such changes with the Union in a Labor Management meeting. However, under no circumstances shall the union’s request prohibit or delay the Employer from implementing such changes. If the Village makes select changes to the normal work schedule, it shall notify the affected employees in writing in advance of the changes. Regarding overall manpower, one (1) patrol sergeant must be scheduled on each patrol shift. In overall department staffing considerations, patrol sergeants are considered as part of the overall manpower for the department. In conjunction with such 3-2/2-3/2-2 work schedule, the following shift schedule for patrol shall be utilized: For sergeants, a total year worked is 2,184 hours annually (91 hours per semi-monthly payroll). Regular time worked will be 2,082 hours annually (86.75 hours per semi-monthly payroll). However, 2,080 hours will serve as the basis for calculating a sergeant’s hourly wage. The remaining 102 hours annually (4.25 hours per payroll) can be taken as overtime by the sergeant, or accrued as compensatory time, as described in Section 7.3, at their discretion, which would then be subject to compensatory time rules for use as benefit time or payout. In the event of a vacant shift and a sergeant is held over, the most any sergeant can work in any given shift is 16 hours.
