PHASE I - SCHEMATIC DESIGN. 3.1. Based upon the mutually agreed-upon Project program, schedule and budget by OWNER and DESIGN PROFESSIONAL, and after taking into consideration the comments and recommendations from CONSTRUCTION MANAGER @ RISK, DESIGN PROFESSIONAL shall prepare, Phase I - Schematic Design Documents in compliance with the Guidelines for approval by OWNER. OWNER’S acceptance of Phase I - Schematic Design Documents in no way relieves DESIGN PROFESSIONAL of its obligation to deliver complete and accurate documents necessary for successful construction of this Project.
3.2. DESIGN PROFESSIONAL shall work with the Program Manager, Maintenance Department, and other users of the Project to meet design requirements and identify the areas within the facility design, which offer the greatest potential for the elimination of unnecessary costs. OWNER’S design Guidelines shall not be eliminated as value engineering items.
3.3. DESIGN PROFESSIONAL shall prepare a master site plan that identifies future program changes impacting site development and physical expansion with particular emphasis on curriculum, accessibility (including all ADA requirements), growth trends, traffic separation, safety, facility improvements, community joint-use and potential placement of portables.
3.4. DESIGN PROFESSIONAL shall consult with CONSTRUCTION MANAGER @ RISK with respect to
(1) CONSTRUCTION MANAGER @ RISK’S development of Project construction cost estimates, (2) CONSTRUCTION MANAGER @ RISK’S development of an overall Project schedule and (3) CONSTRUCTION MANAGER @ RISK’S comments and recommendations concerning the Project design. DESIGN PROFESSIONAL shall approve or provide written comments within Fourteen (14) days of receipt of CONSTRUCTION MANAGER @ RISK’S comments and recommendations.
3.5. DESIGN PROFESSIONAL’S final Phase I - Schematic Design submittal and presentation shall include, but not be limited to, the Phase I requirements found in the Guidelines.
3.6. If the Project is at an existing facility, the DESIGN PROFESSIONAL shall prepare a minimum of three
PHASE I - SCHEMATIC DESIGN. 2.2.1 The Project Consultant shall confer with representatives of the Owner to verify and confirm the Program (as appropriate to the type of project), consisting of a detailed listing of all functions and spaces together with the square footage of each assignable space, gross square footage, and a description of the relationships between and among the principal programmatic elements. (If the project needs are so unique that a special analysis of the requirements is necessary to establish a more detailed program, such services may be authorized as Supplemental Services).
2.2.2 The Project Consultant shall, prior to commencing Phase I design activities, receive a fully approved and executed ATP and Purchase order (See 5.2.3), visit and inspect the site to verify if existing conditions conform to those portrayed on information as may have been provided by the Owner:
.1 Take photographs and make written documentation, sketches, notes or reports to confirm and record the general condition and age of the existing equipment and site with particular attention to the following building/site elements as appropriate to the Project:
.1 All above ceiling areas.
.2 Power supplies, switch gear, breaker panels, electrical room, electrical vault, transformers and mechanical room.
.3 Major components of existing HVAC systems including chillers, cooling towers, air handling units, and primary ductwork runs.
.4 Roofing, waterproofing and building envelope systems. .5 Site drainage systems and water retention characteristics. .6 Determine age and condition of fixed equipment.

2.2.2 The Project Consultant shall prior to commencing Phase I design activities, visit and inspect the site to verify if existing conditions conform to those portrayed on information as may have been provided by the Owner:

.2 Power supplies, switch gear, breaker panels, electrical room, electrical vault, transformers and mechanical room.
.3 Major components of existing HVAC systems including chillers, cooling towers, air handling units, and primary ductwork runs.
.4 Roofing, waterproofing and building envelope systems.
.5 Site drainage systems and water retention characteristics.
.6 Determine age and condition of fixed equipment.
.7 Life safety, fire alarms, public address, generators and emergency lighting.
PHASE I - SCHEMATIC DESIGN. 2.1.1 The Architect/Engineer shall review and analyze the Project provided by the Owner to ascertain the requirements of the Project; shall arrive at a mutual understanding of such requirements with the Owner; shall commit such understanding to writing; and shall provide a copy of said writing to the Owner for approval before proceeding with the preliminary designs.
2.1.2 The Architect/Engineer shall provide a preliminary evaluation of the Project, schedule, and construction budget requirements, each in terms of the other, subject to the any limitations set forth in this Agreement.
2.1.3 The Architect/Engineer shall provide services to investigate existing conditions of facilities and/or to make measured drawings thereof.
PHASE I - SCHEMATIC DESIGN. 2.1.1 The Architect shall review and analyze the Project provided by the Owner to ascertain the requirements of the Project; shall arrive at a mutual understanding of such requirements with the Owner; shall commit such understanding to writing; and shall provide a copy of said writing to the Owner for approval before proceeding with the preliminary designs.
2.1.2 The Architect shall provide a preliminary evaluation of the Project, schedule, and construction budget requirements, each in terms of the other, subject to the any limitations set forth in this Agreement.
2.1.3 The Architect shall provide services and/or work to investigate existing conditions and/or facilities, and/or to make measured drawings thereof.
2.1.4 The Architect shall review with the Owner, any alternative approaches to the design and construction of the Project.
2.1.5 Based on the mutually agreed upon construction requirements, schedule, and budget, the Architect shall prepare, for approval by the Owner, Schematic Design documents consisting of drawings and other documents illustrating the scale and relationship of the Project components.
PHASE I - SCHEMATIC DESIGN. 3.03.01 Consultant shall confer with representatives of the Contract Administrator to verify and confirm the Program (as appropriate to the type of project), consisting of a detailed listing of all functions and spaces together with the square footage of each assignable space, gross square footage, and a description of the relationships between and among the principal programmatic elements.
3.03.02 Consultant shall, prior to commencing Phase I design activities, inspect the site to determine if existing conditions conform to those portrayed on information as may have been provided by the Contract Administrator. Upon discovery of such differing conditions, Consultant shall notify Contract Administrator. If no record (photographs and other written or graphic documentation) of existing facilities was made during Predesign Phase, Consultant shall:
(A) Take photographs and make written documentation, sketches, notes or reports to confirm and record the general condition of the existing site with particular attention to the following building/site elements as appropriate to the Project:
1) All above ceiling areas.
2) Power supplies, switch gear, breaker panels, and transformers.
3) Major components of existing HVAC systems including chillers, cooling towers, air handling units, and primary ductwork runs.
4) Roofing, waterproofing and building envelope systems.
5) Site drainage systems and water retention characteristics.
6) Site vegetation, appurtenances, existing site improvements and access points from adjacent streets.
7) Adjacent properties and those facing the project site across streets or other roadways.
8) On site structures requiring demolition or other “unauthorized” use of the site by third parties which require removal (and/or other disposition) prior to commencement of work on the Site.
(B) Conduct site investigations and inspections. Access to concealed areas shall be non-destructive except where destructive investigations, tests or means of access are authorized in advance by the Contract Administrator.
3.03.03 In the event that Consultant believes that the Project scope, schedule or budget is not achievable, Consultant shall immediately notify the Contract Administrator in writing as to the reasons one or all of them are unreasonable or not achievable immediately upon discovery.

OWNER’S acceptance of Phase I - Schematic Design Documents in no way relieves DESIGN PROFESSIONAL of its obligation to deliver complete and accurate documents necessary for successful construction of this Project.
PHASE I - SCHEMATIC DESIGN. All services shall be complete on, or before: 08/26/24 Attachment / Exhibit C - Schedule Form rev. 04/2024 Page 1 of 1 The purpose of this Williamson County Vendor Reimbursement Policy (“Policy”) is to provide clear guidelines to vendors on Williamson County’s expectations and requirements regarding allowable reimbursable expenditures and required backup. The Policy will also minimize conflicts related to invoice payments and define non-reimbursable items. This Policy is considered a guideline and is not a contract. This Policy may be altered, deleted or amended, at any time and without prior notice to vendors, by action of the Williamson County Commissioners Court. Unenforceable provisions of this Policy, as imposed by applicable law, regulations, or judicial decisions, shall be deemed to be deleted. Any revisions to this Policy will be distributed to all current vendors doing business with the County.
PHASE I - SCHEMATIC DESIGN. (a) Based upon the mutually agreed-upon Project program, Project Schedule and Total Project Budget by Owner and A/E, and after taking into consideration the comments and recommendations from the CM, A/E shall prepare Schematic Design Documents from the programming phase documents, which further define Owner’s program and which shall consist of plans, sections, elevations, outline specifications and any other details necessary to define the program.
(b) The A/E shall coordinate the development with the CM and Owner to meet design requirements and identify the areas within the design that offer the greatest potential for elimination of unnecessary costs.
(c) A/E shall consult with CM with respect to (i) CM’s development of the Construction Cost Estimate, (ii) CM’s development of an overall Project Schedule, and (iii) CM’s comments and recommendations concerning the Project design. A/E shall approve or provide written comments to CM and to the Project Director within ten (10) business days of receipt of CM’s comments and recommendations.
(d) The A/E shall provide and distribute copies of the Schematic Design Documents, as required by the Project Director, for review and comment.
(e) The Schematic Design Documents are subject to Owner’s review and approval. A/E shall respond in writing to Owner’s review comments within fourteen (14) calendar days of receipt and responses shall be forwarded directly to Owner’s Project Director. A/E shall revise the Schematic Design Documents as required by Owner in order to obtain Owner’s written approval and authorization to proceed to the Phase II – Design Development Phase.
(f) Owner’s acceptance of the Schematic Design Documents in no way relieves A/E of its obligation to deliver complete and accurate documents necessary for successful construction of this Project.
(g) At the completion of Stage III: Phase I – Schematic Design, the A/E and CM shall:
(1) Provide a second Letter of Commitment and School Board presentation publicly, if requested, stating that the Schematic Design is in conformance with the Project Scope of Work and that the Owner’s:
i. Project Schedule continues to be appropriate;
ii. Project level of quality is being achieved; and
