SPECIALTY ASSIGNMENT PAY. A. In addition to the base rate of pay, determined under this MOU, employees engaged in specialty assignments shall receive Specialty Pay as herein defined. To be eligible for Special Assignment Pay, an employee must be assigned by the Fire Chief to perform the function. The Specialty Pay is to be included in all computation of overtime or other benefits. B. Hazardous Materials Series: 1. Hazardous Material Technician – 2.5% of additional pay over his/her current step. 2. Hazardous Material Specialist – 2.5% of additional pay over his/her current step. C. Fire Prevention – 2.5% of additional pay over his/her current step. D. Employees must possess current certifications and complete all ongoing required training as determined necessary by the Fire Chief. The qualified employee shall notify the Fire Chief upon any change in status within five (5) business days. E. All Specialty Assignment Pay is cumulative. However, no employee shall receive more than 5% of Base Pay in total Specialty Assignment Pay. Where job classifications require any of the above, Section B and C will not apply.

SPECIALTY ASSIGNMENT PAY. A. Except for Field Training Officers (FTO), Patrol officers assigned to any specialty position will, in addition to their base pay, receive one thousand dollars ($1,000) annually. B. Permanent detectives will, in addition to their base pay, receive one thousand five hundred dollars ($1,500) annually. C. Patrol officers working as FTO’s will receive one hour of pay at an overtime rate for each day in which they are training a new officer assigned to a FTO training phrase. D. Patrol officers being reassigned from the Detective Bureau or any other specialty position, will then receive only those wages established in Appendix A within the proper classification.

The parties agree, to the extent permitted by law, the compensation in this section is special compensation and shall be reported as such pursuant to Title 2 California Code of Regulations, Section 571.

Employees assigned to patrol or traffic enforcement for less than 14 consecutive days shall not be eligible for Uniform Assignment Pay.

The premium and special pays herein will be reported to CalPERS as special compensation. 14.2 UNIFORM ASSIGNMENT PAY - Employees in the classifications of Police Lieutenant who are regularly assigned to uniform automobile/motorcycle patrol, helicopter bureau or traffic enforcement shall receive uniform assignment pay (2.5% of base salary). Employees, assigned to patrol or traffic enforcement for less than 14 consecutive days shall not be eligible for Uniform Assignment Pay. 14.3 BILINGUAL PAY - Applicable only to employees in the job classifications determined by the City Manager and when so assigned using their bilingual abilities as part of their regular job assignment: 5% of the top step base salary for the Senior Police Officer classification. Employees who are approved and assigned by their Chief of Police to utilize bilingual skills, which includes Spanish, Vietnamese and any other language approved by the Administrative Services Director, must be certified by the Chief of Police and may be tested by Personnel annually to verify their language proficiency in order to maintain eligibility for said compensation. The City shall establish a second level of proficiency, designed for employees who are capable of “speaking only” and shall receive 2.5% of the top step base salary for the Senior Police Officer classification. Testing procedures will be determined and administered by the City. This level of proficiency is not intended to replace “higher” level of proficiency nor to “demote” employees currently receiving that level of benefit, providing they maintain appropriate proficiency. The following standard of spoken Spanish is followed for the 2.5% Certification: a. The applicant has the ability to create with language, recombining and adapting learned material to express personal meaning and can handle simple situations and transactions in the course of his/her work such as explanation of procedures, obtaining personal information, instructions to victims and onlookers, among others. b. SPECIALTY ASSIGNMENT PAY. Specialized assignments of Police Officers shall be governed by the Menlo Park Police Department Policy Manual Section 1029. Officers regularly occupying a special assignment, as approved by the Chief of Police, shall receive five percent (5%) Specialty Pay, calculated upon base pay, for each biweekly period of said assignment.

This MOU represents the entire agreement between the Parties. The Parties agree they are not relying on any promises or representations other than what is stated in this MOU.

SPECIALTY ASSIGNMENT PAY. The Department shall compensate Tactical Response Team Officers, Airplane Commanders, Deputy Airplane Commanders, Technical Services Investigators, Commercial Vehicle Enforcement Officers and Crime Scene Investigators at a minimum of Salary Level 3 at the officer’s applicable years of service, or salary commensurate with rank, whichever is higher. TRT officers shall receive Salary Level 3 beginning the effective date of the agreement until these officers vacate their present assignment. All other officers assigned to these positions prior to the effective date of the agreement, shall be compensated at their current salary level, until these officers vacate their present assignments.

SPECIALTY ASSIGNMENT PAY. 6.10.1 A full time officer who has been assigned a specialty assignment shall be entitled to the specialty assignment differential of 5% of the officer’s base pay. Specialty assignment include: 6.10.2 Assignments are made at the discretion of the Chief of Police. The required P.O.S.T. Certified training for the related assignment must be completed before the assignment commences.
