Phase 1: Kick-Off Meeting for Study Vendors, Stakeholder Engagement Plan, and Data Collection Plan
A. Phase 1 Tasks Provider shall perform, at a minimum, the following Phase 1 tasks, at the discretion of the GLO:
1. Participate in an in-person or virtual meeting with GLO Project Managers and staff, GLO- designated partners and contractors, and other selected Study Vendors to discuss:
a) standardization of data collected during the Project studies;
b) selection of models for flood modeling (e.g. HEC-RAS, HEC-HMS, Hazus, and XXXXXX);
c) expectations for Deliverables that can be compared/analyzed across each Region; and
d) coordination of outreach amongst Study Vendors.
2. Conduct local partner/community assessments focused on the identification of available local resources and alignment opportunities. In performing the assessments, Provider shall:
a. identify all local, regional, non-governmental, and academic partners (others as available/identified) whose interests intersect with the Project study’s focus on water resources, infrastructure, and community planning;
b. identify appropriate city, county, state officials—including mayors, councilmen, county commissioners, county judges, state and federal legislature members—for each potential project study;
c. conduct preliminary stakeholder engagement with critical stakeholders;
d. distinguish and categorize community needs that arise during interactions and begin to identify current and future disaster recovery projects;
e. detect gaps in available resources and local training needs across the communities; and
f. develop a detailed stakeholder engagement plan for implementation in Phase 2A of the Project that, at a minimum, includes:
i. engagement opportunities for critical partners (identified in Phase 1 Tasks 2.a and 2.b, above);
ii. detailed timeline;
iii. proposed itemized budget with verifiable Deliverables;
