Consulting Teachers (CT). A. A Consulting Teacher is a teacher who provides assistance to a Participating Teacher pursuant to the PAR Program. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures, provided that the following shall constitute minimum qualifications:
(1) A credentialed classroom teacher with permanent status and at least three consecutive years of employment with the Contra Costa County Office of Education.
(2) Shall have substantial recent experience in classroom instruction.
(3) Shall demonstrate exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts.
B. In filling a position of Consulting Teacher, each applicant is required to submit three references from individuals with specific knowledge of his or her expertise, as follows: • A reference from a Principal, Program Administrator, or Vice Principal. • A reference from two classroom teachers as defined in Section above. • All applications and references shall be treated with confidentiality.
C. Consulting Teachers shall be selected by a majority vote of the Joint Committee following classroom observations by members of the Joint Committee.
D. A Consulting Teacher shall be provided release time as needed to work with participating teachers. The terms of the Consulting Teachers will be staggered with a minimum of two years of service. The Joint Committee will establish initial and continuing terms of appointment. A teacher may not be appointed to an administrative position in the Agency while serving as a Consulting Teacher.
E. Functions performed pursuant to this Article by Consulting Teachers shall not constitute either management or supervisory functions. The Consulting Teacher shall continue all rights of Bargaining Unit Members. In addition to his/her regular annual salary and all other benefits by this contract, Consulting Teachers shall be compensated with a stipend of $4,000 per academic year for all work beyond the regular workday. Stipends shall be reduced in a prorata fashion for service of less than an academic year.

Consulting Teachers (CT). 22.4.1 A Consulting Teacher is a teacher who provides assistance to a Participating Teacher pursuant to the PAR Program. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures, provided that the following shall constitute minimum qualifications:
(a) A full time credentialed classroom teacher with permanent status. For the purposes of this position, full time is defined as four (4) out of five (5) periods at the secondary level, and eighty percent (80%) of the day at the elementary schools. For the purpose of this position, a classroom teacher is defined as a regularly employed teacher at a site.
(b) Consulting Teachers shall have six (6) years of full time teaching experience within the last ten (10) years with at least three (3) full years of experience in the District.
(c) Consulting Teachers shall demonstrate exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts.
(d) Exceptions to Article 22.4.1 can be made when unusual circumstances arise. All or parts of this agreement may be waived if the PAR Panel unanimously agrees to do so.
22.4.2 In applying for a position of Consulting Teacher, each applicant is required to submit three references from individuals with specific knowledge of his or her expertise, as follows:
(a) A reference from a building principal or immediate supervisor.
(b) A reference from an Association representative.
(c) A reference from another classroom teacher.
22.4.3 All applications and references shall be treated with confidentiality by PAR Panel members.
22.4.4 Consulting Teachers shall be selected by the PAR Panel following classroom observations by the PAR Panel. The PAR Panel may or may not observe teachers who are applicants for Program Consultants.
22.4.5 A Consulting Teacher shall be provided up to two days of release time per Participating Teacher per semester. A Consulting Teacher working with a Referred Participating Teacher may request additional release time subject to the approval of the site supervisor. The term of the Consulting Teacher shall be two

Consulting Teachers (CT). 1. The qualifications for the Consulting Teacher shall, at a minimum, include:
1.1 A credentialed classroom teacher with permanent status.
1.2 At least five (5) years recent experience in classroom instruction.
1.3 Demonstrated exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, knowledge of District curricular goals and standards, the California standards for the Teaching Profession, and mastery of a range of teaching strategies necessary to meet the needs of the pupils in different contexts.
1.4 Ability to work cooperatively and effectively with other teachers and administrators, demonstrated effective leadership skills, and experience in working on school or District committees.
1.5 Ability to effectively communicate orally and in writing.
2. Each application to serve as a Consulting Teacher must be supported by three references from individuals with specific knowledge of his or her qualifications, as follows:

2.3 A reference from another classroom teacher. All applications and references shall be treated with confidentiality. References shall be submitted directly to the Joint Committee by the author of the reference.
3. Consulting Teachers shall be selected by a majority vote of the Joint Committee following classroom observations by the Joint Committee. A Consulting Teacher cannot be a member of the Joint Committee.
4. The term of the Consulting Teacher shall be one (1) year with annual renewal for up to three (3) years. A teacher may not serve in the position for more than three

d. Ability to work cooperatively and effectively with other teachers and administrators, demonstrated effective leadership skills, and experience in working on school or District committees.
e. Ability to effectively communicate both orally and in writing.
2. Each application to serve as a Consulting Teacher must be supported by three references from individuals with specific knowledge of the applicant's qualifications, as follows:
a. A reference from a building principal or immediate supervisor.
b. A reference from an Association member.
c. A reference from another classroom teacher at the same school as the applicant. All applications and references shall be treated with confidentiality. 3. Consulting Teachers shall be selected by a majority vote of the Joint Committee based upon the application, reference letters, an oral interview and a classroom observation by the Joint Committee. A Consulting Teacher shall not be a member of the Joint Committee.
4. The term of the Consulting Teacher shall be not more than four (4) years. At the conclusion of his/her term, the teacher shall return to a teaching position for two (2) years in order to be eligible again to be a Consulting Teacher. The term of the Consulting Teacher may be extended by mutual agreement of both the District and the Association. For purposes of contract administration relating to this paragraph E., the 2005/2006 school year shall be considered the "first year of the program."

1. Stagger the terms of Consulting Teachers to three (3) years or less in order to ensure Program continuity.

a. Provide assistance to a RT, BT, or VT.
b. Currently teaching in the District with at least 3 years of experience in the BESD.

Demonstrated exemplary teaching ability in accordance with the California Standards for the Teaching Profession. • Extensive knowledge and mastery of subject matter, teaching strategies, instructional techniques, and classroom management strategies necessary to meet the needs of pupils in different contexts.
d. Demonstrated: • Leadership ability. • Interpersonal skills. • Ability to work cooperatively and effectively with other teachers and administrators. • A commitment to their own professional growth and learning.
e. Willingness to engage in a formative assessment process in relation to California Standards for Teaching Profession.
f. Ability to communicate effectively both orally and in writing.
g. Ability to work within established timelines.
2. CTs will be trained to offer both peer assistance and to understand the specific functions of the Xxxxxx PAR Program.
3. CTs provide assistance to RTs, BTs, or VTs for improving instructional performance in the areas of subject matter knowledge, teaching strategies, classroom management, or teaching methods and instruction and other areas as defined by the California Standards for the Teaching Profession.
a. CTs will assist PTs in developing an action plan to meet their individual professional needs.
b. CTs will be compensated an annual stipend of $1000 (depending on the annual budget) per CT for each PT served per year.
