Judicial Council’s Requirements and Description of the Work. 2.1 Contractor shall provide a hosted website platform to stage a ‘proof-of-concept’ website. Features and functions include at minimum: 2.1.1 A content/asset repository 2.1.2 WYSIWYG page editing 2.1.3 Page preview and publishing 2.1.4 Forms builder function within product or via integration 2.1.5 Metadata tagging 2.1.6 Editing and publishing workflows 2.1.7 Site search 2.1.8 Access and permission management 2.1.9 One iteration of front-end visual design refinement with the option of further refinements at a specified rate. For this proof of concept, there are no mandatory feature and functions. There are no specific compliance requirements at this time. Contractor shall maintain a minimum term of 10-months to have the ‘proof-of-concept’ platform active and supported during all phases of other ongoing research and experimentation. After 10-month term, all development and content are the property of Judicial Council and should be transferred to Judicial Council. All rights to all content, approaches, and designs will be owned by Judicial Council.
Judicial Council’s Requirements and Description of the Work. Contractor is experienced in the Web Content Management space to analyze, document, and deliver an enterprise strategic plan that will support the design, architecture, and implementation of a scalable multi-site web content management and publishing system. 2.1 Develop a map of the current content ecosystem. This map should be informed by an inventory of self-represented litigant content on current branch Web properties and a situation analysis of current publishing processes. Approaches should include interviews and facilitated workshops with Judicial Council business units and representative trial courts. Include findings in the Final Findings and Business Requirements Report (See 2.2). 2.2 Develop a set of hypotheses to test the viability of federated content production models and workflows with the Digital Services Pilot Team and the conceptual design vendor. 2.3 Based on an understanding of the challenges and opportunities of current content production in the branch, formulate an ‘enterprise’ systems approach for supporting federated online communication and publishing needs. Synthesize research and findings from other ongoing user research and digital services activities, currently being undertaken by the Judicial Council 2.4 Deliver a Final Findings and Business Requirements report summarizing a) user interviews and research and content ecosystem map, and b) a Web Publishing Plan that will include requirements and recommendations for a subsequent enterprise Web Content Management System (WCMS) procurement. Components of the plan should include recommended approaches for federating content management across the Judicial branch; information architecture, multi-site administration, and align with end-to-end digital services currently in development.

This online education must be self-directed education courses for Judicial Council staff education and continuing professional development, available on an on-demand basis, with each employee having their own individual account and log-in details. Contractor shall: provide a customizable (in terms of the number of courses and range of content) library of courses, which can be created and updated to meet the professional development needs of Judicial Council staff. The content of these courses should be updated periodically where relevant to ensure they remain current; the customized course content should be relevant and specific to the Judicial Council of California; provide core courses that are aligned with JCC standards, including the following list of required compliance courses: provide additional courses for JCC employees to support their ongoing professional development with courses in topics areas which may include, but are not limited to: Communication Skills Employment Law Environmental/Workplace Health and Safety General/Professional Skills Personal Development Supervisory/Leadership Skills provide courses which contain assessment and/or review elements, both to ensure participants can get feedback and be evaluated on their learning, as well as to allow the organization to determine completion of courses and provide education credit accordingly. (Scored/graded assessments are needed for compliance courses etc.); provide highly responsive on-going customer/technical support. utilize effective methodology and instructional design in their courses which reflects a learner-centered, interactive approach to education; provide a reporting system which can be integrated into the JCC’s Human Resources and Education Management System (HREMS). This reporting system must be flexible and customizable to provide data which can be uploaded to the JCC’s proprietary learning management system (LMS); have a customizable (to the JCC) LMS on which courses are hosted; be ready to deliver courses and be integrated with existing JCC systems by 2/1/2019, in order to be functional for the beginning of the organization’s new education cycle.

Program interviews consist of between 50 and 2,000 questions and populate from 5 to 35 forms per program. Support approximately 300,000 assemblies per year statewide using HotDocs Server®. Assembled form sets typically contain between 4 and 75 sheets of paper. Provide developer program management screens that allow users to view all programs, including key metadata, such as creation date and last modification date. Enable users to access the programs from the program management screen, as well as delete programs. Provide support for user management including middleware that allows HotDocs programs to be hosted on the HotDocs server. Provide 36 hours of phone and email support to Judicial Council program developers annually. Maintain the library of HotDocs templates; ensure that it remains compatible as HotDocs software is updated. Allow non-registered users to access interviews and print documents. Support registered users with secure login and password assistance. Enable users to register at the beginning or end of the session. Maintain answers generated by interviews in a confidential cloud-based site for at least 12 months from the date that they are generated. Provide capability for e-filing the documents, and XML data created by HotDocs and/or entered directly into the system via the e-filing workflow. Provide credit card payment processing. Provide prompt support to end users via email and live chat. Track support tickets and ensure 100% resolution of tickets. Provide quarterly reports in Excel or flat form format regarding usage of programs by key indicators. Judicial Council’s Requirements and Description of the Work. The Contractor will design and upgrade the Judicial Council’s standard definition video studio to a 3G-SDI high definition video studio and integrate it with existing infrastructure. The upgrade to the studio should include the following but not necessarily be limited to: 3 3G-SDI high definition studio cameras complete with lenses with servo controller kit, teleprompters, HD viewfinders with tally lights, pedestals, camera control units and control panels. The video switcher, waveform/vectorscope monitors, teleprompting computer, closed-captioning encoder, character generator and Clear-Com system will need to be replaced. The new equipment will need to be integrated with the existing hard drive recorders and other equipment. The upgraded studio will need to be consistent with current industry standards and provide for video production with a minimum resolution of 1080p. SCOPE OF WORK A. The contractor will provide Design and Integration Services, which includes design, assessment, procurement, assembly, installation, integration, testing, removal of obsolete cables and equipment, and project management. B. Provide all labor, materials, transportation and equipment to complete the design and installation resulting in a 3G-SDI high definition television studio. WORK TO BE PERFORMED A. B. Replace the three SD studio cameras with three 3G-SDI high definition studio camera packages, which should include camera body, lens with servo controller kit, teleprompters, and HD viewfinders with tally light, pedestals, camera control units and control panels. The Emergency Planning and Security Coordination unit, within the office of Facilities Services, provides certain security services to the Superior Courts of California, including services related to electronic security systems. California courts occupy all 58 counties in the state. Most courthouses have some level of electronic security in place, including security video, access control, duress, and intercom systems. The systems vary greatly in age and condition. In order to plan and budget for necessary system replacements or refreshment, the consultants shall assist with the evaluation of the electronic security systems currently being used in the California courthouses and provide expertise in complex electronic security systems to provide consultation services necessary to evaluate the condition of and provide recommendations and options for refreshment or replacement of electronic security systems in court facilities throughout California. The responsible consultant shall be licensed to do business in California. All work shall be performed under and approved by an established, qualified, and experienced representative firm. Consultants team shall be comprised of staff familiar with electronic security systems, including but not limited to, security video, electronic access control, intercom, and wireless duress alarm systems. Consultant shall be familiar with the integration of the security systems described in this description of work.
