Union Release Time. The appointing authority may grant to elected officers or appointed representatives of the Union time off for employee organization representation activities. No more than one employee in a department or Bureau of the Department of Public Works with a total of no more than six employees for all bargaining units (4, 14, 15 & 18) shall be allowed release time under this article.
A. The Union shall submit a written request for release of an employee to that employee’s Department Management, which shall include a list of all employees currently on release time for these Units. Such request shall be submitted at least 21 calendar days prior to the effective release date, specifying the starting and ending dates of release. The Union shall provide a copy of said request to the City Administrative Officer. The employee shall fill out any necessary paperwork required by Management for his/her release.
B. Whenever operationally feasible, the Department shall grant the time off request. When it is not possible to immediately grant the request, the Department shall provide an explanation in writing and specify a date when the employee can be released.
C. Release time shall be granted for a maximum of one year in any three-year period unless additional time is approved by the CAO and the affected departments.
D. Employees shall be paid the employee’s current salary by the City while the employee is performing these duties for the Union.
E. Employees shall retain all of their existing benefits, including, but not limited to medical, dental, deferred compensation plan, retirement benefits and seniority accrual in their civil service class.
F. The Union shall reimburse the City for all salary and benefits costs incurred as a result of release time, including but not limited to, vacation, sick leave, compensated time off, retirement, short-term disability, life insurance, medical, dental and workers’ compensation. The benefits cost shall be based on the benefits rates established by the City Administrative Officer as contained in the City Budget in effect during the period of release time, and the cost of other benefits approved by the Joint Labor Management Benefits Committee that become effective during this period.
G. Payment of any overtime worked while on release time shall be the responsibility of the Union.

Union Release Time. (a) It is acknowledged by the parties that all Union stewards and other Union representatives have regular duties to perform as employees of the University. Therefore, Union stewards and other Union representatives will not leave their duties without first obtaining the permission of their supervisor, or designate. Requests for Union Release Time, paid or unpaid, shall not be unreasonably denied. Notwithstanding the foregoing, the Parties recognize that from time to time minor issues that require only a few minutes of the Union stewards‟ or other Union representatives‟ attention will arise and/or that there will be circumstances where an employment supervisor is not available; in such cases employees will exercise reasonable judgment having regard for the needs of their
(b) When entering a department to attend to Union business, the Union xxxxxxx or other Union representative must first contact the supervisor of that department and advise her as to the general nature of the Union business.
(c) Subject to Article 5.03(a), release time shall be granted, with no loss of regular pay or benefits, from regularly scheduled hours, for the following purposes:
i. to represent the Union on committees and task forces that are created at the invitation of the University;
ii. to participate in Labour Management Committee meetings;
iii. to represent employees in grievances, including the investigation of a complaint;
iv. to attend meetings with the University; and,
v. the attendance of 1 delegate at the semi-annual meetings of CAUT Council (2 days per year).
(d) Subject to Article 5.03(a), any release time required by a Union xxxxxxx or other Union representative to attend to Union business other than for the purposes outlined in Article 5.03(c) will, if granted, be without pay or will be granted with an agreement that the time absent will be worked at a later date. The agreement will be between the employee and her supervisor and will be in writing, specifying the details of the time and date the missed work will be performed.
(e) All employees shall be entitled to 1 one hour paid leave each fiscal year for the purposes of attending the annual General Meeting of the Union.
(f) The Union shall provide the University with written notification of the date and time of its annual General Meeting 30 days in advance. Employees who plan to attend shall provide reasonable notice to their supervisor.
Union Release Time. Employee representatives of the Union’s bargaining team shall be allowed time to absent themselves from duties for a reasonable period without loss of pay, for the purpose of participating in contract negotiations and for Labor-Management Participation and Decision-Making Process (PDMP) meetings. Employee representatives of the Union’s bargaining team shall be extended the same privilege to participate in any meetings mutually called by the parties during the term of this MOU for review of grievances and contract compliance questions.
Union Release Time. The Board will allow the Union three days of leave with pay annually for the purpose of conducting Union business. These days may be taken in ½ day increments. These days shall not accumulate to the next year. Leave will not be used to engage in activities related to work stoppage, striking or political activities related to local elections.

Release time under this Article shall be allowed for no more than one (1) employee in a department or Public Works Bureau, with a total of ten (10) employees for all bargaining units (4, 8, 14, 15, 17, 18 & 36).
Union Release Time. The Union President and the Chief Xxxxxxx shall be on full-time union release. All other Officers and Stewards of the Union shall be permitted time to conduct union business as reasonably necessary to perform their duties after advising, and getting the permission of, a designee of the City for their need to be absent to conduct union business. The City shall not unreasonably withhold authorization for Union Officers or Stewards to conduct union business. In the event that Officers and Stewards, other than the President and Chief Xxxxxxx, need to be on union release for a full day to tend to Union business, the Union shall seek the prior approval of the Department of Human Resources. The Union President, Chief Xxxxxxx, Officers, Stewards, and alternate Stewards shall not receive payment for overtime while on Union business. It is the intent of the parties that Union release time will be utilized in the manner that will least interfere with City operations.
Union Release Time. 8.01 The Board shall provide a bank of eighteen (18) days each school year with pay for CSANE to carry out their duties of office. CSANE shall advise the Director of Human Resources in advance when days are required to be used by a teacher.
8.02 In addition to the days provided for in clause 8.01, the Superintendent may allow CSANE to allocate additional days to teachers to perform their duties of office provided that the Union pays to the Board the actual cost of the replacement teacher(s).
8.03 Days as provided for in clause 8.01 and clause 8.02 are days in addition to paid days claimed under clause 31.02 (iv) of the Teachers’ Provincial Agreement or when the Board or an agent of the Board requests a meeting with teachers.
(a) Up to five (5) days pursuant to clause 8.01 which are unused in one
(1) school year shall be carried forward to the next school year.
(b) Notwithstanding clause 8.04 (a), the maximum number of days above the bank in clause 8.01 which CSANE may accumulate for Union release time shall be five (5) days.
8.05 The Board and the Union shall work cooperatively to ensure that days used by the Union pursuant to this Article are used in such a way as to minimize disruption to students provided that, without the permission of the Director of Human Resources, no teacher may use more than ten (10) days in any school year.

(c) Subject to Article 5.03(a), release time shall be granted to the Union Representative or the Union Xxxxxxx, with no loss of regular pay or benefits, from regularly scheduled hours, for the following purposes:
i. to represent the Union on committees and task forces that are created at the invitation of the Employer;
ii. to participate in Labour Management Committee meetings;
iii. to represent Employees in grievances, including the investigation of a complaint;
iv. to attend meetings with the Employer which may include matters of absences due to illness or injury; and
v. to conduct Employee orientations in accordance with Article 25.
Union Release Time. 25.01 (a) The Centre agrees to provide to members of the NSTU-CRRC Executive up to twenty-five (25) teaching days per school year, with pay, as required to carry out duties of office within the Chignecto Central Regional Centre for Education region. The Union may carry forward any unused days in a given year up to a maximum of fifteen (15) days (non-cumulative).
Union Release Time. The Union will be entitled to up to one-hundred and twenty (120) hours of paid leave of absence each calendar year to be granted collectively to employees who are designated elected officials or stewards of the Union, subject to prior approval by employee’s Department Head, to attend seminars, conferences, or conventions away from the job site. The Department Head may, in his or her discretion, approve additional Union requests. Time spent on such Union business will be recorded with the appropriate code on time sheets.
