ALTERNATIVE WORK SCHEDULES (AWS. SECTION 1. This article applies to employees covered under the CMLA as described by the Federal Labor Relations Authority (FLRA).
SECTION 2. Management may establish permanent or temporary AWS schedules for employees at their discretion. All forms of approved alternative work schedules may be used and are subject to the needs of the Employer in meeting mission in accordance with applicable regulations.
SECTION 3. Temporary suspension of, or change to, flexible/compressed work schedules.
a. When the activity is adversely impacted by either a reduction in productivity, diminished level of services, or an increase in the cost to activity operations, any form of alternative work schedule may be temporarily suspended or changed. This temporary change may impact a position, a work unit, or an organization.
b. Circumstances that may warrant such a change include, but are not limited to: a bona fide emergency, elevated threat conditions, hazardous weather conditions, and periods of unusually high workload when the presence of all employees in an organizational unit is needed to accomplish the mission; established or fluctuating seasonal peaks; or, when otherwise required to accomplish the mission.
c. Supervisor will provide as much advance notice as possible to employees and the Union if such a change is required. This notice will include the justification for the temporary suspension or change.
d. An employee may request an exception to a change in alternative work schedule for valid, serious personal hardship that would be created by changingto another schedule temporarily. Supervisors have the authority to approve or disapprove such requests without further review.
e. After the situation is resolved, employees on Alternative Work Schedules will return to their normal AWS at the beginning of the next pay period, if administrativelypossible.
ALTERNATIVE WORK SCHEDULES (AWS.
A. For the purposes of this section, an AWS means a regular schedule containing scheduled shifts of more than eight and 12 or less hours.
B. Upon proposal by the University and in consultation with the Union, bargaining unit employees may adopt a regularly scheduled alternative workweek that authorizes work by the affected employees for no longer than nine or 10 hours per day within a 40-hour workweek or 12 hours per day within an 80 hour two week period without the payment to the affected employees of overtime rate of compensation, with the exception of c and

These schedules provide a family-friendly work environment, and employees may use such schedules to improve productivity and the quality of life that encourages job orientation instead of time orientation. The Agency can improve productivity through reduced tardiness, short-term absences, achievement of quieter hours at the beginning and end of the workdays, reduced commuting times, and enhanced employee morale. Employees can improve their quality of life through control over their personal working situations. It also provides a greater opportunity for em- ployees to participate in the wellness program activities as well as community, family, and leisure activities. The employees have workday flexibility for childcare arrangements and emergency short-term absences that may be necessary when caring for sick children. Employees working alternative work schedules may participate in an approved telework program.
(1) COMPRESSED WORK SCHEDULE (CWS)
(a) 5/4/9: Employee establishes a schedule to work eight (8) nine (9) hour days, one eight (8) hour day, and designates one (1) fixed com- pressed day off.
(b) 4/10: Employee establishes a schedule to work eight (8) ten (10) hour days and designates two (2) fixed compressed days off.
(2) MAXIFLEX
(10) hours in length and must include all core hours on days scheduled to work. Employee requests to establish a schedule according to Section 10.4 below and may request to change the schedule as often as each pay period, choosing the time they will arrive each day no earlier than 5:30 a.m. and no later than 9:30 a.m.
ALTERNATIVE WORK SCHEDULES (AWS. Section 11.1. The AWS system includes a flexible work schedule (FWS) with an 8-hour day / 40-hour week (including credit hours), and a compressed work schedule (CWS) of 5/4/9 or 4/10 (see sections 11.4.1 and 11.4.2). Tour of duty hours will begin, in 15 minute increments, no earlier than 0600. Employees may request approval of an AWS from their supervisor. Participation in any AWS is dependent upon mission requirements. Employees working in shift operations are not allowed to participate in AWS.
Section 11.2. The parties recognize that the use of AWS can, in some cases, improve productivity and morale and provide greater service to the public.

1. COMPRESSED WORK SCHEDULE (CWS)
ALTERNATIVE WORK SCHEDULES (AWS. A. Subject to direct patient care needs, the Department will endeavor to offer RNs Alternative Work Schedules. Examples may include Baylor Plans, part-time or partial tour scheduling, job sharing, compressed tours, flexible scheduling, 72/80 scheduling, and other innovative scheduling options. See VA Handbook 5011, Part II, Chapter 3.
B. NNU local units may submit recommendations on other systems of scheduling work time or AWS, including but not limited to: self- scheduling or peer- negotiated scheduling, length of trial period, 12 hour rotational scheduling and pattern schedule for consideration by the Department.
C. RNs on AWS must be scheduled and work consistent with 38 USC 7456(a).
ALTERNATIVE WORK SCHEDULES (AWS. SECTION 1. AWS encompasses any schedule other than the traditional (eight hours per day, five days per week) work schedule. When used, alternative work schedules (AWS) must be in accordance with the 5 CFR Part 610, Subpart D. Authority to establish AWS or decline to participate is delegated to the Commander. AWS options are limited to those outlined below.
SECTION 2. Supervisors remain responsible for ensuring that organizations are staffed adequately to support and meet customer needs. Core hours are those time during the workday which all employee must be present for work or on approved absence. The core hours for the options outlined below are 0900 – 1500 hours unless otherwise specified for mission reasons. Employees may request a start time between 0630 and 0900 hours. Employees’ scheduled daily tours of duty will end no earlier than 1500 and no later than 1800 hours. (Outside of Exercises/Events)
SECTION 3. All employees will have a lunch period of at least 30 minutes. Normally lunch will be scheduled between 1100 and 1300 hours. Lunch periods are intended as breaks during the day and will not be added to the end or the beginning of the workday. In other words, employees can’t “work through” lunch to modify their work requirement.
SECTION 4. Participation in AWS is open to all full-time civilian employees at the discretion of the activity head and is strictly voluntary. If employees do not wish to participate, they must work the standard two 40-hour workweeks per pay period.
SECTION 5. Management may identify employees as ineligible to participate in AWS due to the nature of their positions or due to employee violations of the AWS policy. The reason(s) for the exclusion should be communicated to the employee.
SECTION 6. An employee’s bi-weekly AWS request shall be submitted to the supervisor for his/her approval/disapproval via the request form. The proposed schedule must be approved by the supervisor prior to employee participation. Once approved, changes will normally become effective at the beginning of the pay period following the date of approval by the supervisor and shall remain in effect until a new work schedule is implemented, the employee voluntarily discontinues AWS participation, or the employee’s AWS participation is terminated. There are two categories of AWS: Compressed Work Schedule (CWS) and Flexible Work Schedule (FWS).

ALTERNATIVE WORK SCHEDULES (AWS. An arranged tour of duty that varies from regular duty hours. There are two types of alternative work schedules: flexible work schedules and compressed work schedules.
ALTERNATIVE WORK SCHEDULES (AWS a. The parties agree that the policies, practices, and procedures established pursuant to the AWS will govern the identification of specific organizational locations, segments, work groups or employees where the institution of an AWS or a First 40 Hour Tour would be feasible or practicable.
b. Any agreements reached under this section must provide that such arrangements for such AWS may be terminated if the Employer determines that the arrangements for alternative hours of work are substantially disrupting the PAO/ Employer in carrying out its functions.
c. Should the Employer at any time determine that an AWS has had an adverse impact or has resulted in an increase in operating costs, the Employer will notify the Union 30 calendar days in advance of its intent to modify or terminate such existing AWS.
ALTERNATIVE WORK SCHEDULES (AWS a. It is understood the employer is authorized by law and regulation to establish AWS. Subject to the obligation to negotiate with the union, the determination to participate in the AWS programs identified in 7b will be made by the employer. The reasons for not participating in AWS will be based on adverse impact on the group mission or any other group‟s mission. The parties recognize that AWS programs will give employees greater control of their time, the ability to balance work and family responsibilities better, and take advantage of educational opportunities.
