BACKGROUND AND JUSTIFICATION. UNICEF Nepal is committed to continue engaging families, children and youth as key actors in their own development and exploring innovative approaches and technologies to address major child-related issues which, if successful, can be scaled up to the national level. A key part of this work is testing and applying innovative approaches and methodologies such as SMS and real-time monitoring methods in collaboration with key partners. RapidPro is an open source software platform that allows organizations and governments to easily design, pilot, and scale services that connect directly with a mobile phone user using SMS text messages. RapidPro allows to manage data, complex workflows, and group coordination using a simple, interactive online dashboard – providing officials and community members alike with a tool to disseminate real-time information and feedback loops for the issues that matter most to them. RapidPro has been successfully implemented for real-time monitoring, two-way communication with communities, and citizen engagement initiatives. Since 2012, UNICEF Nepal has been piloting and using mobile technologies based on RapidPro in support of multiple projects across sectors and in collaboration with key partners. This includes supporting the implementation of RapidPro to provide real-time monitoring of the Child Grant – one of five government-led social cash transfers targeting children under five years of age – which being supported as part of the RapidPro Scale-Up Global Initiative with technical and financial support from Innovation Unit in New York. In addition, interest has been shown from other sections including education, health and C4D in using RapidPro for testing and applying innovative approaches based on RapidPro to support engagement with youth and strengthening of existing monitoring systems. For the Rapid Pro platform to function a local service provider is required to provide a toll-free SMS short code services that is functional across all major networks in Nepal. Note that UNICEF Nepal already owns two short-codes, which are currently being managed by the current contractor (Focus One). In order to ensure continuity of service, and maintain consistency in communication channels with UNICEF’s partners and wider constituency in Nepal, it is preferable that the short code remains the one already exclusively allocated to UNICEF and partners.
BACKGROUND AND JUSTIFICATION. Ukrainian rail transport is a leading player in the transportation system of Ukraine, with its 82% coverage of freight and almost 50% passenger transportation out of all transportation modes. Ukraine’s railway network covers nearly 22 thousand kilometres with 45 % of those being electric. With its freight volumes transported, Ukraine is the 4th busiest railway on the Eurasian continent, outrun only by China, Russia and India. The territory of Ukraine is crossed over by three Rail Transport Corridors No. 3, 5 and 9. Pan-European Transit Corridor No. 7 following the Danube River is linked to Ukraine through the Ukrainian ports of Ismail and Reni. At present, the length of national rail transit corridors of Ukraine is 3162 km. Mainly, these are hi tech double-track electrified ABS railways. Moreover, transportation along with the international transit TRACECA corridor ("Transport Corridor "Europe-Caucuses-Asia") continues to be developed. With the enlargement the EU set new goals in terms of building new transport zones and development of international transport corridors. The new Trans European Transport Network is underway in Europe, covering all modes of transportation and a new wide scale development plan for Trans European Transport Network (TEN-Т) is to be implemented by 2020. This plan envisages unification of transport networks of all new EU member-states due to the need to create a bigger, stronger Single European Market. In the Transport White Paper 2011, the guidance document for the development of transport in the EU, establishment of a Single European Railway Area with a network of rail corridors with multimodal connections is set as one of the major objectives. Railways will be one of the key elements of the TEN - T core network. Overall the Multiannual Financial Framework foresees that this EU TEN T core network will be (co)financed over the coming years through EU contributions of EUR 28 bn. This will effectively act as "seed capital" to stimulate further investment by Member States to complete difficult cross-border connections and links which might not otherwise get built. It is estimated that the cost of implementing the first financing phase for the core network for 2014–2020 will be €250 billion. BACKGROUND AND JUSTIFICATION. The Amazon Cooperation Treaty Organization (ACTO), through its Permanent Secretariat (SP), has been executing the Regional Project for the management, monitoring and control of wild fauna and flora species threatened by trade (Bioamazon Project), the which is part of a commitment between ACTO and the German Government, with non-reimbursable financial cooperation funds channeled by German Development Bank (KfW). The objective of the Bioamazon Project is to contribute to the conservation of Amazonian Biodiversity and especially of the species included in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), by increasing the efficiency and effectiveness of the management, monitoring and control of species of wild fauna and flora threatened by trade in ACTO Member Countries. The project is implemented through 3 components: 1) National and regional information and knowledge management systems; 2) Strengthening and regional harmonization of national mechanisms / systems / processes for the issuance of electronic permits and 3) Strengthening initiatives for sustainable / sustainable management and traceability mechanisms for Amazonian species. On the other hand, CITES, based on the agreement reached between the governments of the parties, ensures that international trade in specimens of wild animals and plants does not constitute a threat to the survival of the species1. The international wildlife trade is estimated to be in the billions of dollars annually and affects hundreds of millions of animal and plant specimens. The trade is very diverse, from live animals and plants to a wide range of wildlife products derived from them, such as food products, leather goods from exotic animals, musical instruments made from wood, wood, souvenir items for tourists and medicines. The levels of exploitation of some animals and plants are high and their trade, together with other factors, such as habitat destruction, is capable of considerably reducing their populations and even putting some species on the verge of extinction. Many of the species in trade are not endangered, but the existence of an agreement to ensure the sustainability of trade is essential in order to preserve these resources for generations to come1. BACKGROUND AND JUSTIFICATION. On February 1, 2021 the City Manager authorized the initial Professional Services Agreement with Rep Serve LLC for consulting services related to the design, construction, and commissioning of electric utility facilities and substation upgrades for the City’s Electric Utility in the amount not to exceed $50,000. Additional services provided under this agreement include but not limited to; field visits, attendance at contractor project review meetings, reviews of payment submittals, submittals of as-built drawings and documentation, receipt/review of related operating manuals and commissioning documents, receipts/review project closeout documents and other related advisory services. The Consultant shall make recommendations to the City on opportunities for cost control, safety, operability, scheduling, logistics and other matters as may be warranted to ensure successful projects completion. Rep Serve possesses a unique skill set obtained in the 20 years of constructing, managing and commissioning of large-scale electric utility and substation projects. Under the City’s procurement code, section 2-112(c), which authorizes the selection of a consultant to provide professional services with a distinctive field of expertise without competitive selection, the City finds that the Consultant possesses unique construction experience and a distinctive field of construction expertise to provide the identified consulting services to the City. During the past year, the City’s Electrical Engineering Department has been working through the design, material procurement, construction and commissioning of several large-scale substation projects. Projects under the initial Agreement and scope of work included; 7th Ave N substation, Main Yard Control House, 138kV Canal Switchyard and Canal 8-Bay Distribution Substation. The bulk of Rep Serve’s time under this initial agreement was allocated to construction oversight of the 7th Ave N Substation, review of the 138kV Canal Substation design and design review and construction oversight of the new Main Yard Control House foundation. To date, Rep Serve has provided project management and construction management services to assist the City in making these projects a success. BACKGROUND AND JUSTIFICATION. A landlocked country in Central Africa, Chad is characterized by a hot continental climate with a highly variable annual rainfall and is significantly prone to drought. Xxxx covers 1,284,000 sq. kilometers and has 11,175,915 inhabitants including 49.3% men and 50.7% women—Ref. GCPH 2, 2019. The majority of the population (78%) accounts for rural populations mainly living from agriculture, animal husbandry, fishing, xxxxx trade and handicrafts. This part of the population is the poorest and most exposed to food insecurity. Although women and girls represent half of the Chadian population, they face inequalities for accessing to health care, education, and the labor market. In agriculture, both women and youth represent the labor force for cash and food crops, from sowing to harvest. However, women and youth do not benefit equally from the income of harvest. Agricultural productivity among women remains low due to their limited access to means of production (land, inputs, agricultural equipment, training and loans). Xxxx has ratified international conventions or treaties on gender equality and adopted laws at the national level to promote gender equity and equality, which is fundamental to sustainable development. Despite a legislative framework favorable to women's rights, gender-based inequalities remain significant in Xxxx. Ignorance of the texts, their poor application and the coexistence of customary and religious rights limit the effectiveness of the principle of equality enshrined in the Constitution and the ratified international conventions or treaties. Added to this are certain traditional and religious practices that contradict the regulatory provisions. To address the challenges which jeopardize the socio-economic empowerment of women and other disadvantaged groups in Xxxx, it is necessary to develop the ProPAD Gender Strategy for facilitating access to agricultural research and development resources, opportunities and products for socially-marginalized and vulnerable groups such as women, youth, the elderly, and people living with disabilities, during the implementation of the project.
