CLASSIFICATION STUDIES. The County agrees to provide copies of classification studies or reports intended to be presented to the Civil Service Commission seven (7) days in advance of such presentation if the study(ies) directly affects classifications with the unit. The County agrees to meet with the Association upon request regarding any proposed class specification changes.
CLASSIFICATION STUDIES. The Human Resources Department conducts on-going classification and compensation studies pursuant to the provisions of the Civil Service rules. In the event MM/PROF wishes to request a classification or compensation study for an individual or a classification, it may do so by providing a written request to the Director of Human Resources. Written requests must provide significant justification to support the request for the study.
CLASSIFICATION STUDIES. The County agrees to give the Union, in respect to matters affecting supervisors in classifications it represents, copies of any studies or reports prepared by the Department of Personnel Services one (1) week in advance of presentation of such reports to the Civil Service Commission.
CLASSIFICATION STUDIES. 15.7.1 The District will maintain a schedule for comprehensive classification studies, whenever possible, every (10) years.
CLASSIFICATION STUDIES. 29.1 An employee who believes his/her position is not properly classified may submit a written request to the Department Director asking that a classification study be conducted. The Department Director will acknowledge the request in writing and review the request for accuracy, and forward it to the Director of Human Resources, or designee, for consideration and response. Classification studies will only be conducted twice a year in November and during the budget process; therefore, classification study requests shall be submitted October 1st for the November review and according to the Finance budget schedule. District’s management may also conduct classification studies at their discretion to ensure that the duties and responsibilities of all employees are appropriately allocated within the classification structure.
CLASSIFICATION STUDIES a. The County, when developing proposed new or revised class specifications which directly change the classification of positions occupied by employees represented by the Union, shall notify the Union of the new specifications proposals. The County shall meet with the Union upon request regarding such proposed class specification changes. The County shall mail the Union copies of the final draft of the new specifications at least seven (7) days in advance of scheduled agenda date for Civil Service Commission action.
b. Upon approval of the classification change by the Commission and the Board of Supervisors, the County shall meet and confer with the Union upon request regarding the salary of the class. The salary established by the County shall remain in effect unless modified by negotiation between the Union and the County. Neither the classification nor the salary shall be subject to determination by the grievance procedure.
CLASSIFICATION STUDIES. A. The State and Unit 20 agree to establish a Joint Labor/Management Advisory Classification Committee to review and make recommendations on updating existing classification specifications which do not reflect the current duties.
B. The Union will propose up to four (4) classifications for review by the Committee in a fiscal year. Each proposed classification revision may be submitted to DPA for review and update and further consideration by SPB after the conclusion of action by the Committee.
C. The Committee will consist of up to four (4) Union representatives and up to four (4) State representatives. The composition of the Committee may vary depending on the classification being discussed however, in no case shall the membership of the committee exceed 4 Union and 4 State representatives. Union representatives will serve on the Committee with no loss of compensation or benefits.
D. The Committee will meet for a sufficient amount of time to properly address the issues. Release time of Union representatives shall be determined by the State subject to operational needs.
E. Classification studies initiated by this Article shall be administered pursuant to Bargaining Unit 20's MOU, Article
14.1 (Classification Changes). Upon meeting and conferring with the Union, DPA and SPB approval, and certification of funds (Form 137) by all affected departments, the classification studies shall be implemented.
CLASSIFICATION STUDIES. 1. Up to 6 classifications will be reviewed in each of the remaining years of the current MOU. The EA and the District will each select up to three classification series.
2. Bargaining unit positions in selected job classifications will be audited to determine whether the positions are correctly classified.
3. Job classification descriptions will be thoroughly reviewed to determine whether they need to be updated to reflect changes to the work being performed in the positions assigned to those classifications, including the knowledge, skills and abilities, examples of duties, and qualifications required to perform the work.
4. Review of classifications may include a compensation analysis to determine if adjustment to the rate of pay for a classification is warranted based on external comparators and/or internal equity considerations.
5. No bargaining unit employee will be subject to a reduction in force, demoted, y-rated, or suffer a reduction in salary or benefits based on the results of an audit of his/her position, a review of the job classification description assigned to their position, or a compensation analysis.
6. In the event that a compensation analysis conducted pursuant to this Side Letter of Agreement indicates that an adjustment to pay rates is warranted, the Human Resources Officer shall prepare a report and recommendation for consideration by the Board of Directors as part of the annual budget preparation process.
7. All position audits, job classification description reviews, and compensation analyses conducted pursuant to this Side Letter of Agreement shall be performed by an external consulting firm mutually agreed upon by the parties.
8. The cost of any work performed pursuant to #7 shall be borne equally by the District and the Association, except that the Association’s costs for such work shall not exceed $15,000 per year.
9. However, neither party is required to designate classes in any year.
10. Aside mutual agreement in the form of a side letter, existing represented classifications shall remain in full force and effect without modification for the term of this MOU.
CLASSIFICATION STUDIES. A. Clinical Chemistry Classes CAPS and the State agree to form a joint labor-management committee to perform a classification study on the Agricultural Chemist (Range A/B), II, and III (Specialist), Public Health Chemist I, II, and III (Specialist), Petroleum Products Chemist I and II, and Textile Chemist I and II classes. The committee shall review and compare the scope of work, typical tasks, minimum qualification requirements, including knowledge and abilities, for the purpose of making recommendations to the classification structure. The committee shall be staffed with an equal number of labor and management representatives, not to exceed a total of six members and a Chairperson. The Chairperson will be a representative of the Classification and Compensation Division BU 10 (01-03) (CCD), Department of Personnel Administration (DPA). The Chairperson will provide guidance on the method of data collection and analysis. The committee will attempt to come to mutual agreement on determining data collection methods, and resolve issues. The chair of the committee shall only vote to break a tie. The study shall begin no later that February 1, 2002. The committee will issue a report no later than January 31, 2003, or if extended, a mutually agreed upon date between CAPS and DPA. At a minimum, the report will contain a summary of data collected and method used, classification considerations analysis and recommendation. If there is a cost associated with this study, it shall be subject to the availability of funds. If the State and CAPS do not come to mutual agreement on the issuance of a report and recommendation, the State and CAPS agree to meet and confer on the results of the study.
X. Xxxxxxxxx Materials Specialist and Hazardous Substances Scientist Classes CAPS and the State agree to the continuation of a joint labor-management committee to perform a classification study on the classes of Hazardous Materials Specialist, Associate Hazardous Materials Specialist and Senior Hazardous Materials Specialist (Technical) and the Hazardous Substances Scientist (Range A/B/C) and Senior Hazardous Substances Scientist.
