Section 2. The University reserves its rights to alter, amend, modify, and make additions or deletions to the University Standards and guidelines on promotion, the award of tenure and salary increases, after (a) consultation with the Association on changes in criteria and (b) agreement with the Association on changes in procedure.
Section 3. Except as provided for by the "Portland State University Policy and Procedures for the Evaluation of Faculty for Tenure, Promotion, and Merit Increases," and the University Standards it implements, the University will not employ tenure-track faculty members, on 0.50 FTE or more, for more than seven (7) FTE years without the awarding of tenure.
Section 4. The University will not arbitrarily reduce the FTE of any faculty member for the express purpose of avoiding its obligation not to employ a faculty member, on 0.50 FTE or more, for more than seven (7) FTE years without the awarding of tenure.
Section 5. For the purpose of this Article, faculty members include only members of the bargaining unit assigned to an academic program or department; a division, school, or college; and the Library
Promotion and Tenure. The candidacy of minorities and women shall be given particular attention. However, all candidates shall be judged on the merits of their professional performance.
Promotion and Tenure. No internally selected Academic Administrator shall receive tenure or promotion as a condition of employment in administration. The consideration of promotion and tenure of such Academic Administrators during their term of office shall be in accordance with Articles 12 and 13 of this Agreement.
Promotion and Tenure. Section 1. Tenure Considerations in Academic Year 2018-2019
A. Promotion and/or tenure applications submitted in the academic year 2018-2019 will be evaluated using the procedures, process, and criteria in the 2015-2018 CBA.
Promotion and Tenure. Such a Probationary Appointment is made with the Member's understanding that consideration for Tenure shall occur within the term of the Member's Probationary Appointment at the rank of Associate Professor.
Promotion and Tenure. 12.3.1. Promotion and tenure are among the most important decisions a university makes and must be based on the expectation that the candidate is an engaged and effective teacher and mentor; is an active scholar; is contributing to their profession; is a valued contributor to the life of the university through service; and is participating in their community and profession by providing professional service. All Bargaining Unit Members are evaluated annually and at the time of tenure/promotion on teaching/librarianship/advising/, scholarship, and service in relation to university goals and needs and contributions to the discipline.
12.3.1.1. Success in achieving tenure and promotion requires that candidates present evidence making a strong case that they have achieved the criteria articulated in this contract, relative to the academic rank sought. While faculty Work Plans are evaluated on an annual basis, the Promotion and Tenure Portfolio provides a holistic view and demonstrates a body of work over a period of time.
12.3.1.2. All evaluators, both for annual evaluations and promotion and tenure decisions, are trained in the role of evaluation as well as all evaluation policies and procedures, including teaching observations.
12.3.2. Time to Tenure and Promotion
12.3.2.1. At the time of hiring, the University at its discretion may give the new Bargaining Unit Member credit towards promotion and tenure for prior years of collegiate teaching, but it shall be under no obligation to do so.
12.3.2.2. Credit for prior experience may be reduced at the request of the individual Bargaining Unit Member. This request can be made at any time before the sixth year of PSU employment.
12.3.2.3. Instructors in tenure-track lines are not eligible for tenure at the rank of Instructor. Instructors will not be promoted to Assistant Professor without the terminal degree in their fields. Instructors will have no more than two academic years from the date of appointment to complete and obtain a terminal degree. Once such degree is obtained, the instructor shall automatically be appointed to assistant professor.
12.3.2.4. Assistant professors must apply for tenure and promotion during their sixth year of full time bargaining unit service at PSU unless credit toward tenure was granted when originally hired. Promotion and Tenure. Promotion to Associate Professor shall occur at the same time that Indefinite Tenure occurs. Promotion to the rank of Associate Professor prior to tenure may be awarded in cases of outstanding teaching and research or other extraordinary contributions to the faculty member's discipline. Indefinite Tenure shall become effective at the beginning of the sixth year of full time service. A faculty member may be considered for promotion to Associate Professor after three years of continuous service as Assistant Professor at this University or other colleges. In the event that Indefinite Tenure is not awarded, the faculty member shall be offered a final, one year, non-renewable contract for the sixth year of service. The College Xxxx, at her/his discretion, may choose to recognize the sixth year as a final probationary period after which the faculty member shall be re-evaluated. The awarding of Indefinite Tenure prior to the fifth probationary year is possible in extraordinary cases of outstanding teaching, research and scholarship, or when eligibility for early consideration has been stipulated in the initial hiring contract. Failure to achieve early tenure shall not result in the offering of a final, one year, non-renewable contract for the next academic year.
