CHARTER WORK. Employees are eligible to sign for charters as outlined under the following requirements: In-Town Movement Drivers – must have three (3) months seniority as of the first day of October for each year.
12.1 The Employer will notify all Regular Drivers of the posting of charter Lists for all drivers interested in performing charter work with the first pay after start up in September. All drivers interested in signing up shall do so before October 30th of each year. The lists will be in effect from November 1st to October 30th of the following year. Any driver can absent themselves from the lists for the summer school break.
12.2 A charter is defined as work performed for a hiring party who requires the bus for exclusive use. A charter shall consist of departing base, picking up passengers, driving passengers to their destination and, either picking up passengers at destination, or leaving passengers at destination and returning to base. If a charter party requires the employer to return passengers at another time when the charter driver has already returned to base this retrieval of passengers shall be deemed part of the original charter and will be done by the same driver.
12.3 The Employer agrees that employees will be called for charter work on a rotating basis in accordance to seniority as defined in Article 10.
12.4 The charter board shall work as follows: each November 1st the charter board shall start its new rotation. The names will be placed in descending order of seniority – the most senior driver to be placed first on the list and the least senior driver to be placed last on the list.
12.5 Charter work shall be assigned and posted on the Charter Board forty eight (48) hours in advance except for weekend charters, which shall be assigned and posted on the Charter Board seventy two (72) hours in advance. Charters that occur on the same day will be chosen by seniority, subject to Article 12.3.
12.6 If a driver refuses three (3) charters in any posting year, they shall be removed from the charter list until the next sign up. No charter will pay less than the driver’s AM/PM run.
12.7 When more than one (1) charter is scheduled on the same day, such charters shall be allocated by highest paying charter to the driver according to their rotation status on the list.
12.8 When a new charter is booked after that day’s work has already been assigned and posted the new trip will be assigned to the next driver in rotation.

CHARTER WORK. (new) Out of Town Work
CHARTER WORK. The Employer shall have the right to contract for charter work as determined in the best interests of the organization.
1. Charter work shall be consistent with the definition contained in the Employer’s Special Service Policy, to include, but not be limited to, the following characteristics:
a. Charter Service shall be in operation on temporary routes for conventions, conferences, and other private events;
b. The event must be sponsored by a local government agency or a non-profit organization and the Employer must be a participant;
c. The organization wants exclusive use of the vehicle; service is private and not open to the public;
d. Service will take place entirely within the Employer’s service area; and
e. The Employer charges for the service.
2. The Employer will post a sign-up list for any operator who is interested in working the charter assignment. Selection for each assignment will be made on a strict seniority basis (combined coach and van) from among those who signed up. However, the following operators will not be eligible to sign-up:
a. Anyone whose shift overlaps with the hours of the charter assignment; and/or
b. Anyone whose next shift reports less than eight (8) hours after the end of the charter assignment.
3. Sign-ups will be on a purely voluntary basis; no bargaining unit member will be forced to take this charter work. In the event there are no volunteers, the Employer may assign non-bargaining unit employees to work the charter.
4. The Employer agrees to provide supervisory personnel on-duty during the entire duration of the charter assignment.
5. The Employer agrees to a two (2) hour minimum guarantee for all charter assignments.

CHARTER WORK. School Bus Charters Assignment School bus charters will be allocated on the basis of the school served by seniority. All employees serving an individual school will have charters allocated to them based on the seniority of the employees serving that school. The school served will be the final destination school. If a charter is going to interfere with the normal school runs, seniority will not govern the allocation of the charter. If the charter will not allow the senior employee to io the also return in time to do or run, then the charter will be allocated of manner to replace the a.m. run. the with the a.m. or school run, school bus drivers will be given preference for the work by seniority, by rotation, by region. If a driver refuses four (4) charters during the three (3) month period, his name will be removed from the list for the remainder of the period, except in the case where there are no available drivers on the sign-up list. In that case, the dispatcher will assign the work as efficiently as possible to any driver who will accept. When more than one charter is being assigned at one time, the next driver whose name is on the current rotation list will be offered the charter work of choice. Drivers will be paid a minimum of one hour, including vehicle preparation time, for all “in between school runs” charter trips. On school charters that do not originate at the A.M. destination school, drivers will be paid fifteen (15) minutes for vehicle preparation. On out of town charters drivers will be paid fifteen 5) minutes before and fifteen 5) minutes after the charter for vehicle preparation and interior cleaning. Sign-up list for charter and extra driving work, effective for a three (3) month period, will be posted on the bulletin board on the first Monday of the month in which it becomes effective (September, December, March.) For summer sign-ups only the list will be posted by June 15th. The sign-up list will remain open until it becomes effective on the third Monday of the month. The names of those who have signed up will be arranged in order of seniority on a rotation list. At the completion of the sign up period, rotation continues from leave off point of previous sign up list between school bus runs, evenings, and weekends. CHARTER WORK. A charter with booked time of three (3) hours or less shall be allocated to a depot by the Booking Clerk in the Transportation Operations Office. Charters shall be offered to the Spares at the depot specified, and when necessary, to the Spares at the other depots. All charters with booked time of over three (3) hours are to be made available to the senior qualified Spare requesting such work regardless of the depot booked from. It is the responsibility of the Dispatcher on duty at all depots to make sure the work is made available provided the regular work can be covered by that depot. All charter work shall be listed on the Spare Board at all depots and shall be booked by Regular Spares in order of seniority. If all Spares turn down the charter or charters, the Dispatcher, if necessary, shall hold the last Spare or Spares for this work.
CHARTER WORK. A. All Charters
1. All charters of eight (8) hours duration or more shall be assigned to operators the day before, beginning with the operator at the top of the extra board. However, in the case of a charter contracted for after the board is posted, such charter assignment will be given to the first operator on the extra board in his/her cycle. If no extra operator is available, the job will be assigned to an available regular operator. In the event more than one (1) regular operator is available, the job will be assigned according to seniority. An operator may refuse such a charter and take position on the extra board. If a charter is cancelled after being assigned, the operator will take position on the extra board and shall not have any claim to work that he or she may have missed. His/ her position for the day will be following the last show-up prior to the pullout time of the charter and no operator on show-up can pass work to this operator. All other extra operator work provisions, including a thirteen (13) hour cycle, will apply to this operator.
2. All charter operators will be required to load and unload customers’ baggage. On transfer moves such as between the airport and hotels, a three dollar ($3.00) baggage handling charge will be paid. On one-way summer camp moves, a three dollar and fifty cents ($3.50) baggage handling charge will be paid. On two-way moves seven dollars ($7.00) will be paid for baggage handling.
3. When a number of buses are ordered on a charter operation, and some are found to be not needed after the buses are sent out, operators will be sent in according to their extra board seniority for that day. Operators will be informed upon receiving their charter work of their position for that day and change buses to maintain their seniority.
4. Operators will be compensated for allowable expenses on charters.
5. No regular operator shall exchange his/her runs for the intention of performing charter work.
B. Local Charters A charter within a sixty (60) mile radius of the garage will be designated as a local charter.
1. The rate of pay on local charters will be the prevailing line rate plus all provisions for overtime pay and spread time. Provisions for meal allowance will not apply to local charters.
2. Local charters will be paid overtime after eight (8) hours.
C. Over The Road Charters A charter beyond a sixty (60) mile radius of the garage will be designated as an over the road charter.

CHARTER WORK. (a) School Bus Charters & Assignment School bus charters will be allocated on the basis of the school served by seniority on a rotation basis. If the charter does not interfere with the a.m. or p.m. school run, school bus drivers will be given preferences for the work by seniority, by rotation, by region. If a driver refuses four (4) charters during the three (3) month period, his name will be removed from the list for the remainder of the period, except in the case where there are no available drives on the sign-up list. In that case, the dispatcher will assign the work as efficiently as possible to any driver who will accept. Note: Any charter that is given out with less than forty-eight (48) hours notice, and is refused by a driver, shall not be considered to be a refusal or turn.
(b) When more that one (1) charter is being assigned at one (1) time, the next driver whose name is on the current rotation list will be offered the charter work of his/her choice.
(i) Drivers will be paid a minimum of one (1) hour, including vehicle preparation time, for all “in between school runs” charters.
(ii) On school charters that do not originate at the A.M. destination school, drivers will be paid fifteen (15) minutes for vehicle preparation.
(iii) On out of town charters drivers will be paid fifteen (15) minutes before and fifteen (15) minutes after the charter for vehicle preparation and interior cleaning.
(iv) When it is necessary to split a charter for an emergency, the return trip shall not count as a piece of work for that driver.
CHARTER WORK. The purpose of this Agreement is to modify the Labor Agreement and to outline the wages, hours and working conditions for Regular Charter Drivers and School Bus Drivers performing Charter work. All other provisions of the Labor Agreement will remain in effect and will apply to Regular Charter Drivers and School Bus Drivers where appropriate.
