Duties of School Resource Officers. The SRO’s duties will include, but not be limited to, the following: A. To be an extension of the principal’s office for assignments consistent with this Agreement. B. To be a visible, active law enforcement figure on campus dealing with law enforcement matters and school code violations originating on the assigned campus. As to school code violations, the SRO will take the student to the principal’s office for discipline to be meted out by school officials. C. To act as the designee of the campus administrator in maintaining the physical plant of the assigned campus to provide a safe environment as to law enforcement matters and school code violations. This includes building(s), grounds, parking lot(s), lockers and other public school property. As to school code violations, the SRO will take the student to the principal’s office for discipline to be meted out by school officials. D. To provide a classroom resource for law education using approved materials. E. To be a resource for students which will enable them to be associated with a law enforcement figure and role model in the students’ environment. F. To be a resource for teachers, parents and students for conferences on an individual basis dealing with individual problems or questions, particularly in the area of substance control. G. To make appearances before site councils, parent groups, and other groups associated with the campus and as a speaker on a variety of requested topics, particularly drug and alcohol abuse. H. To document activities of all SROs on and off campus and as a compiler of a monthly report to be provided to the Police Department and to the principal of the assigned school. I. The SRO will be involved in school discipline, When it pertains to preventing a disruption that would, if ignored, place students, faculty and staff at risk of harm, the SRO will resolve the problem to preserve the school climate. As to school code violations, the SRO will take the student to the principal’s office for discipline to be meted out by school officials.

The SROs shall act as an instructor for specialized, short-term programs at the School, when invited to do so by the principal or member of the faculty. c. The SROs shall coordinate all of his/her activities with the School principal and staff members concerned and will seek permission, advice and guidance prior to enacting any program within the School. e. The SROs shall develop expertise in presenting various subjects to the School students. Such subjects shall include basic understanding of the laws, the role of the police officer and the police mission. f. The SROs shall encourage individual and small group discussions with School students, based upon material presented in class to further establish rapport with the students. g. The SROs shall make himself/herself available for conference with School students, parents and faculty members in order to assist them with problems of law enforcement or crime prevention. h. The SROs shall become familiar with all School community agencies which offer assistance to youths and their families such as mental health clinics, drug treatment centers, etc. The SROs shall make referrals to such agencies when necessary, thereby acting as a resource person to the students, faculty and staff at the School. i. The SROs shall assist the School principal in developing plans and strategies to prevent and/or minimize dangerous situations which may occur on the School campus or during School sponsored events. j. The SROs shall take law enforcement action as required by law. As soon as practicable, the SROs shall make the principal of the School aware of such action. At the principal’s request and upon final approval by the County Sheriff, the SROs shall take appropriate law enforcement action against intruders and unwanted guests who may appear at the School and related School functions, to the extent that the SROs may do so under the authority of the law. Whenever practicable, the SROs shall advise the School principal before requesting additional police assistance on the School campus. k. The SROs shall not be asked to teach the Life Skills Drug Education Program on a full-time basis. c. The SROs shall make available to the high school faculty and students a variety of law related presentations. d. Any exceptions to the above must be mutually agreed upon by the Chief of North Port Police, the Superintendent of Schools, and the individual school principal. 2. Duties of School Resource Officers. The following duties to be performed at the school by the SRO shall be assigned through the Town Police Department chain of command, in cooperation with the Superintendent of Schools and/or the Superintendent's designee, and shall be performed consistent with law and regulations, and the policies of the Police Department and the Board of Education: 1. The SRO shall provide security and surveillance of the areas assigned, note and report irregularities, dangerous practices and conditions, accidents, fires, and other acts or circumstances, requiring police or other action, which affect the health and welfare of students and school personnel. 2. The SRO shall take law enforcement action as required. As soon as practicable, the SRO shall make the principal of the school aware of such action. At the Superintendent’s or any other administrator authorized by the Superintendent’s request, the SRO shall take appropriate law enforcement action against intruders and unwanted guests who may appear at the school and related school functions, to the extent that the SRO may do so under the authority of the law. When possible, the SRO shall advise the Director of Security and Safety and/or the Superintendent’s Office before requesting additional police assistance to the campus. 3. The SRO shall conduct investigations of criminal or delinquent activity occurring on school grounds according to established police department policy and procedures. 4. The SRO shall testify in court, and at school related hearings or proceedings, as needed. 5. The SRO shall complete monthly activity reports in a timely and accurate manner and submit the reports to both the Police Department and the Riverhead Central School District. 6. The SRO shall complete any and all reports required by the Police Department in a timely and accurate manner. 7. The SRO shall recommend measures to the Superintendent of Schools and/or to the School Board to protect school and personal property from damage and theft. 8. The SRO shall assist school personnel with emergencies and in an emergency may be directed to assist at another building. 9. The SRO shall assist with the supervision of security at school activities and public meetings as requested by District Administration and/or the School Board and in furtherance thereof shall consult with the Director of Security and Safety. 10. Duties of School Resource Officers. The following duties to be performed at the school by the SRO shall be assigned through the Village Police Department chain of command, in cooperation with the Superintendent of Schools and/or the Superintendent’s designee, and shall be performed consistent with law and regulations, and the policies of the Police Department, the Village and the Board of Education: 1. All enforcement actions will be taken in accordance with appropriate Federal, State, County and Local laws, and the Village’s policies and procedures. Absent an immediate public safety need to stop an illegal activity, effect an arrest, and/or seize evidence of a crime, the SRO will collaborate with the principal or his/her designee prior to a law enforcement action to assess the totality of the circumstances and applicable agreements/legal guidelines, and address the matter in a manner that is the best interest of the student and the welfare of the school community. If circumstances do not allow for consultation prior to a law enforcement action, the Parties will come together as soon as possible thereafter to address the matter. Every opportunity should be made to debrief especially critical incidents at the appropriate time to any issues. 3. The SRO shall recommend measures to protect school and personal property from damage and theft. 6. Act as an instructor for specialized, short-term programs at the campus sites when invited to do so by the school administration or members of the faculty. b. If requested by the Health and Physical Education Department of the schools, SRO shall teach the law-related part of ADAP (Alcohol Drug Awareness Program), general knowledge of Georgia traffic laws and any other subjects relevant to instructional progress of the class. d. Duties of School Resource Officers. While on-duty, each SRO shall perform, but not be limited to, the following duties: 1. Speak to classes on law, including search and seizure, criminal law, motor vehicle law, and other topics when assigned to speak by the principal, or his/her designee. 2. Act as a resource person in the area of law enforcement education at the request of the principal. 3. Conduct criminal investigations of violations of law on SCHOOL BOARD property. 4. Provide school security and maintain the peace on SCHOOL BOARD property. 5. Assist the school principal in the implementation of crisis intervention policies and procedures, including the execution of required emergency drills. 6. Make arrests and referrals of criminal law violators. 7. Appear at State Attorney investigations, depositions, trials and sentencing. 8. Upon arrest, provide transport to the Juvenile Assessment Center or jail. 9. Develop and institute special evidence-based programs to enhance the education of the student body (ex. SADD) 10. Provide counseling to students on law enforcement related topics. 11. Secure, handle and preserve evidence. 12. Recover SCHOOL BOARD property through working with other police agencies. 13. Make referral to social service agencies. 14. Conduct truancy investigations. 15. Coordinate investigation of bus stop incidents. 16. To perform such other duties as mutually agreed upon by the principal and the supervisor of the SRO, so long as the performance of such duties is legitimately and reasonably related to the SRO Program as described in this Agreement, and so long as such duties are consistent with state and federal law and the policies and procedures of the CITY. 17.
