PAID DETAILS. Details will be paid as per the department policy. Members shall be paid within the current pay period following completion of detail. The rates shall be as follows: Town Rate- $50 Private Rate- $55 Holiday Rate- 1.5 times applicable rate Firefighters shall be paid a guaranteed minimum of four hours, six hours after four hours worked, and eight hours after six hours worked. Details worked in excess of eight hours shall receive holiday rate on an hourly basis. The method for detail selection shall be determined by the Chief of the department. The Town and Chief will post the current Detail policy and method for selection in a conspicuous place in both East and West stations at the start of each Fiscal Year.

PAID DETAILS. Section 26.1 The following provisions shall govern the assignment of paid police details for the Division of Environmental Law Enforcement, Executive Office of Environmental Affairs. Such provisions shall be utilized in conjunction with the “Memorandum of Understanding between the Commonwealth of Massachusetts and the Coalition of Public Safety, Unit 5, Regarding Law Enforcement Details” contained in this Agreement. A. Effective ten days from the signing of this contract, the rate of pay shall be $32.00 per hour. If a higher rate is paid to any other law enforcement officer working or offered work at the job site involved than the Environmental Police officers shall be paid that higher rate. When assigned to a paid detail for a state agency, other than DEM, the rate of pay shall be time and one-half the hourly rate for such employees. B. There shall be a minimum of four (4) hours work for each assignment. C. Additional compensation at the rate of time and one-half the applicable Detail rate will be paid for all assignments in excess of eight (8) hours. D. The rates set forth in this Article may be increased by mutual agreement of the parties, but in no event less than thirty (30) days from the signing of this Agreement. E. All employees will signify in writing their desire to accept or not accept paying police Details, and a current file in this subject will be maintained by the agency head or designee. F. Except as otherwise indicated, officers on full duty status may work Paid Details. An officer who utilizes such leave for their regularly scheduled shift shall not be eligible to work a Detail on that same day. G. No employee may work more than a total of sixteen and one-half (16.5) hours in any twenty-four (24) hour period. No employee shall work more than forty-two (42) hours in any seventy-two (72) hour period. Work shall be defined to include regularly scheduled duty, overtime, court time and Paid Details. No employee shall accept a Paid Detail if doing so would require that the employee not work regularly scheduled time or time for other work obligations (such as court appearances) of which the employee is aware. No employee shall receive any compensation for any hours worked in excess of the limits provided herein unless such hours of work have been approved, in writing, by the Director. H. PAID DETAILS. A. Paid details are work assignments, beyond the regularly scheduled workweek of an employee, for which the primary or originating source of funding is from outside the University of Massachusetts. B. Paid details shall be distributed fairly and equitably. Details shall be voluntary and shall be posted and averaged on a continuing basis. D. Effective the date of the execution of this Agreement the Department of Public Safety shall require a notice of cancellation of a detail as defined in this Agreement from the requestor to the Department of at least eight (8) hours prior to the time the detail was scheduled to begin and the University shall make all reasonable effort to provide officers assigned to a detail at least four (4) hours notice in the event of a cancellation. If the requestor fails to notify the department within the above specified time limit, any officer assigned to that detail shall be entitled to four (4) hours pay at the detail rate to be paid by requestor. PAID DETAILS. The following provisions shall govern the assignment of extra paid details to Police Officers where the detail is to be paid for by an outside individual, group, corporation or organization. Details shall be assigned by the Chief of Police or his representative on a voluntary basis to regular officers first and shall be distributed as evenly as possible. A record shall be retained by the representative of the Chief of Police of such assignment and said record will contain an indication as to the detail and dollar value of same that has been accepted and also a detail and dollar value of same if refused. Said record will be posted on a continuing basis in the Police Station. Details worked for other Town Departments shall be at a time and one-half rate when such work is in excess of a regular tour worked on any day or in excess of a regularly scheduled workweek in any payroll week. There shall be a four hour minimum for details. For details worked in excess of four (4) hours, but less than six (6) hours, a six (6) hour minimum shall apply. For details worked in excess of six (6) hours, but less than eight (8) hours, and eight (8) hour minimum shall apply. Effective on or about July 1, 2000, for details worked in excess of eight (8) hours but less than ten (10) hours, a ten (10) hour minimum shall apply. For details worked in excess of ten (10) hours but less than twelve hours, a twelve (12) hour minimum shall apply. Prior to implementation of the above change to detail minimums, the Chief shall review and revise applicable orders to eliminate multiple minimums applying for the same detail and will consult with the union regarding any revisions. The parties agree that this provision does not apply to Town details. Details not canceled at least one hour before the scheduled starting time shall be paid for in accordance with the minimum. The Chief of Police shall designate a person known as the Head of the Paid Detail List who will be his representative. Said person will be charged with the responsibility of keeping record of all assignments and distributing the same as set forth above. PAID DETAILS. All assignments for paid details will be made by an officer designated by and responsible to the Chief of Police. All paid details are to be awarded on a fair and equitable basis according to past practice. All regular full time police officers will have the right of first refusal on all paid details. In the event regular officers are not available or are not desirous of working a paid detail, reserve officers may be offered the detail. Any employee who refuses a detail shall not be removed from the detail list. All police officers on extra pay details shall be subject to the direction and control of their Supervisors and shall abide by and comply with the Police Department’s Rules and Regulations. If an extra detail assignment, requested by a party other than the Town, is cancelled within two (2) hours of the scheduled start of the detail assignment, and if the officer does not accept another extra duty detail for that time period, the officer will receive a cancellation fee of four (4) hours.
