Duties of School Resource Officer. 5.1 To assist school officials with the enforcement of Board of Education Policies and Administrative Regulations regarding student conduct and to provide usual and customary police services to the SCHOOL DISTRICT. The role of school discipline shall remain with the school district administration. 5.2 To counsel public school students in special situations when requested by the principal or the principal' s designee or by the parents of a student; 5.3 To answer questions and conduct classroom presentations for students in law- related fields; 5.4 To perform such other duties as the parties may agree from time to time. 5.5 The SIRO shall not detain or question students regarding their immigration status.

Duties of School Resource Officer. 1. The SRO is a law enforcement officer of the Kenton County Police Department and is not an employee or agent of the School District. The SRO’s duties and functions while assigned to the School District are law enforcement. 2. The SRO will assist school personnel to prevent or respond to student unrest that poses a danger to the student or others. 3. The SRO shall serve as a role model and interact in a positive, professional manner with all students, parents, School District staff, and other persons who the SRO may encounter while on assignment in the School District. 4. The SRO will make a good faith effort to become familiar with community agencies that aid youths and their families such as mental health clinics and drug treatment centers. The SRO may make referrals to agencies when necessary to assist the School and students. 5. The SRO may assist the principal in developing plans and strategies to prevent and/or minimize dangerous situations that may result from student unrest. 6. Should it become necessary to conduct law enforcement related interviews with any student, the SRO shall adhere to the policies of the Kenton County Police Department, Kentucky Revised Statutes, and other legal requirements regarding such interviews. 7. The SRO may, by way of the exercise of his/her discretion as a sworn peace officer, take law enforcement action as he/she deems necessary consistent with Federal and Kentucky laws. Action undertaken by the SRO may or may not involve a custodial detainment and/or arrest, and the SRO’s discretion and decision-making shall be governed by and subject to the policies, procedures, and training of the Kenton County Police Department, and those laws of the Commonwealth of Kentucky, and the United States Constitution, and other Federal laws which govern law enforcement officers and peace officers. 8. Notwithstanding the above, it is the expectation of the School District that the SRO shall, consistent with the SRO’s training and the law, limit the exercise of his/her law enforcement powers in response to student misconduct to situations in which the student behavior constitutes a substantial and imminent threat to physical safety or serious crime or when law enforcement powers are authorized by State and/or Federal laws. Duties of School Resource Officer. The SRO shall not function as a school disciplinarian or security officer, shall not intervene in the normal disciplinary actions of the School, and shall not be used as a witness to any disciplinary procedures or actions at the School. The SRO shall at all times act within the scope of authority granted to the SRO by applicable law. The SRO shall perform duties including, without limitation, the following: a. the performance of law enforcement functions within the school setting; b. the identification and prevention of juvenile delinquency (including substance abuse) through counseling and referral services; c. the enhancement of student knowledge of the law enforcement function and of the fundamental concept and structure of law; d. the development of positive student concepts of the law enforcement community and promotion of positive interaction and enhanced relations between students and law enforcement officers; e. the provision of assistance and support for crime victims (including victims of abuse) identified within the school setting; and f. the presentation of educational programs concerning crime prevention and the rights, obligations and responsibilities of students as citizens.

Duties of School Resource Officer. SRO duties will include, but not be limited to, the following: A. To be a visible, active law enforcement figure on campus dealing with law enforcement matters and school code violations originating on the assigned campus. B. To act as the designee of the campus administrator in maintaining the physical plant of the assigned campus to provide a safe environment as to law enforcement matters and school code violations. This includes building(s), grounds, parking lot(s), lockers and other public school property. As to school code violations, the SRO will take the student to the BSSD Director of Safety and Security’s office for discipline to be meted out by school officials. C. To provide a classroom resource for law education using approved materials and curriculum. D. To be a resource for students which will enable them to be associated with a law enforcement figure and role model in the students’ environment. E. To be a resource for teachers, parents and students for conferences on an individual basis dealing with individual problems or questions, particularly in the area of substance control. F. To make appearances before student groups and other groups associated with the campus and as a speaker on a variety of requested topics, particularly drug and alcohol abuse, to include topics as follows: Drugs and the law – Adult and juvenile; Alcohol and the law – Adult and juvenile; Sexual assault prevention; Safety programs – Adult and juvenile; Assistance in other crime prevention programs as assigned. G. To document all on campus activities and as a compiler of a monthly report to be provided to the Sheriff’s Office and to the BSSD Director of Safety and Security of the assigned school. H. The SRO will be involved in school discipline, when it pertains to preventing a disruption that would, if ignored, place students, faculty and staff at risk of harm, the SRO will resolve the problem to preserve the school climate. I. IN ALL OTHER CASES, disciplining students is a School District responsibility, and the SRO will take students who violate the code of conduct to the principal where school discipline can be meted out. J. When appropriate, it will be the responsibility of the SRO to report all crimes originating on campus to the BSSD Director of Safety and Security. Duties of School Resource Officer. (a) The SRO may, whenever possible, participate in and/or attend school functions with costs to be covered by the FFCS. (b) The SRO shall not act as a school disciplinarian, as disciplining students is a school responsibility. It is agreed and understood that the principal and appropriate school staff shall be responsible for investigating and determining, in their discretion, whether a student has violated a school and/or Board of Education disciplinary codes of standards and the appropriate administrative action to take. However, this shall not be construed to prevent the SRO from sharing information with school administration/staff, which may aid in the determination of whether a disciplinary offence occurred. (c) The principal, school administration, or staff may advise the SRO of incidents or activities possibly giving rise to criminal or juvenile violations and the SRO shall then determine whether law enforcement action is appropriate with respect to those activities occurring on school property or at school sponsored functions. The SRO must use discretion when disseminating confidential information, particularly in light of FFCS policies with respect to student records and its mandates pursuant to the Family Educational Rights and Privacy Act (FERPA). (d) That it is expressly agreed that in the event that the SRO is requested to work outside of his/her normal hours (7:30am to 3:30pm) then his/her hours will be adjusted from school hours with an agreement between the SRO, principal and Sheriff's Office supervisor to ensure that his/her hours of work remain constant. FFCS will reimburse the County/Sheriff any additional fees or overtime in conjunction with this adjustment in hours. (e) Take part in any FFCS safety planning and drills. (f) Work with students and their families, on an as requested basis, to address issues of truancy. (g) Assist with professional development of staff, particularly in areas such as drug and alcohol recognition, victims of abuse, etc.
