EDUCATION, TRAINING AND DEVELOPMENT. The Agency agrees to offer on an on-going basis to employees, the training program developed by Oregon OSHA entitled “Violence in the Workplace,” or some other suitable Agency program, as determined by the Agency. Employees authorized to attend the training during their scheduled shift will be on paid release time not to include overtime. ARTICLE 121T--EDUCATION, TRAINING, AND DEVELOPMENT (Temporary Employees) Mandated training time is considered work time.
EDUCATION, TRAINING AND DEVELOPMENT. Section 1. Each university shall make available educational and developmental opportunities to support the training and professional development for all employees at least once per year. Such opportunities may include but not be limited to: on-the-job training, developmental work assignments, participation in mentoring programs, appointment to committees, cross-training, education stipends and participation in professional conferences, institutes and workshops. Assistance to the employee may include registration or tuition fees, educational leave with pay, travel and per diem at prevailing rates. A denial of an employee’s written request to access these opportunities shall be in writing, listing the reasons for denial.
Section 2. The Employer will provide normal promotional path and career development counseling for bargaining unit employees. Counseling will include review of the minimum qualifications necessary for potential classifications. Bargaining unit employees are encouraged to contact their appropriate university’s Human Resources Office to secure promotional path counseling within their university. The Union will notify bargaining unit employees of the career counseling services.
Section 3. At each university, two (2) university employee Union representatives and two (2) Employer representatives will meet, if requested by either party, to discuss application of this Article.
Section 4. Each university shall encourage its employees to avail themselves of educational opportunities presented by the institution for which they work. Subject to the operating requirements of the university, each university shall make reasonable efforts to provide

Where employees are directed to attend educational courses or training sessions, they shall be released from other duties without loss of pay or other benefits and will be reimbursed for travel and per diem at prevailing rates and for tuition and material costs. Travel time to and from such courses and training shall be paid in accordance with applicable federal Department of Labor and state Bureau of Labor and Industries laws and/or regulations. Section 2. Employees who are directed to attend job-related training and/or education programs, whether during regular working hours or not, shall have necessary travel expenses paid and the time shall be counted as time worked.
Section 3. The Agency recognizes the need and desirability of professional training. To that end, and subject to the availability of resources, the Agency agrees to subsidize training and educational opportunities which a regular status staff and Management agree are appropriate. Participation in approved training opportunities which occur outside regular work hours/days shall be reason for employees to flex their workweek or receive time and one- half compensation in the form of time off with management approval. Regular status part-time employees shall be paid for time spent in approved training opportunities on a pro-rated basis.

EDUCATION, TRAINING AND DEVELOPMENT. 2.6.1 Barnardos is committed to providing quality early childhood education services. Therefore, the employer supports the establishment of the Diploma of Teaching (ECE) as the benchmark qualification for early childhood education and notes the government’s policy for regulated staff in every teacher- led service to be required to be certificated teachers. Specific policies relating to employees gaining teacher education qualifications, teacher registration and teacher certification will enable Barnardos to achieve this policy goal and associated targets.
EDUCATION, TRAINING AND DEVELOPMENT. For the purpose of this Article, training, in most cases, refers to an activity that is needed to develop or enhance an employee’s skill set in order for them to perform their current job. Education is generally a more formal course of instruction not required by the Employer, or mandated by an employee’s current job requirements.
Section 1. The Employer may provide professional career development consistent with the needs of clients, programs and the employee’s career enhancement within the Agency, as the budget will allow.
Section 2. The Employer will pay incurred tuition/registration and reasonable travel-related expenses, and salary when the Employer directs employees to attend training.
Section 3. Employees may request Employer-paid training and/or education. Such requests will be considered based on the career development plan mutually developed by the employee and their supervisor.
Section 4. The Employer shall make available to any employee upon their request, the requirements and/or qualifications for any positions within the Agency.
Section 5. Employees may need training to perform tasks required by the Employer as a result of an involuntary change in assignment or workload. Employees so identified by the Employer shall be afforded an opportunity to participate in career-related training upon approval of the Employer, without loss of pay or benefits.

When job-related education and training is requested by an employee and approved in writing by management, the Agency may provide books, pay part or all of the tuition costs, leave and/or necessary travel and mileage expense except as limited by Article 21 (Travel, Mileage and Moving Expense Reimbursement).
Section 4. When in the judgment of management it is in the best interest of the State and is consistent with the operating requirements and budgetary constraints of the Agency, the Agency will provide:
1. Developmental assignments and job rotation assignments for employees.
2. Training for employees for the purpose of upward mobility and job enrichment.
Section 5. Upon employee request, cross-training within same bargaining unit classification may be allowed based on operational workload. Specific terms of the reassignment will depend on individual requests and must be mutually agreed upon by both the employee and supervisor. Agreed upon arrangements may be interrupted and rescheduled, if necessary. Cross-training is developmental and is without additional compensation.
