Incentive Awards Program. 1. The Agency recognizes the importance to reward those employees that consistently excel in the performance of their duties. Therefore, the Agency will implement and maintain an Incentive Awards Program to recognize employee efforts. The Agency agrees that the Union will have a full voting member on the Incentive Awards Committee, and shall be provided a copy of the final results as approved by TAG.
Incentive Awards Program. Section 1. The civilian awards and recognition program will be conducted in accordance with current Department of the Air Force and Air Force-specific directive publications concerning the management of the Civilian Recognition Program, as amended by this article. The Employer recognizes its obligation to provide to the Union any subsequent changes to the program and allow appropriate negotiations over it.
Section 2. The Employer, by internal communication and other available means, will urge supervisors to recognize employees who sustain a level of performance significantly above reasonable expectations. Such recognition will be in accordance with regulatory guidelines. Supervisors will be urged to use Letters of Appreciation, Letters of Commendation, and other honorary awards to the maximum extent possible in such recognition.
Section 3. Quality Step Increases (QSI), Performance Awards, and Time Off Awards should be used to recognize individuals or groups for meritorious personal efforts, acts, services, or scientific achievement performed within or outside assigned job responsibilities.
Section 4. Management will identify available funds for civilian monetary awards. Normally, the Wing commander will allocate to each Group commander an amount of money in proportion to their respective share of wing labor costs. The Group commanders may further distribute the money to their subordinate squadron commanders.

The Agency will include a Union representative on the Incentive Awards Committee, to include during annual determinations on the estimated budget available for awards during the coming fiscal year. In order to have a quorum and conduct business, the Incentive awards Board must have a Union representative present as a full voting member, unless the Union declines to participate.
2. Upon request, and after final approval by the Adjutant General (or his/her designee) of an incentive awards board recommendation, the Agency shall provide to the Union an electronic list in spreadsheet format (i.e., file type .xlsx) of all Agency employees (regardless of bargaining unit status) who received an award IAW applicable law, rule, regulation, and this Agreement. The list shall contain the following separate data columns: last name, first name, employing agency (i.e., Department of the Army or Air Force), email address, duty telephone number, position title, position description number, pay plan, occupational code, grade or level, step or rate, name and location of position’s organization, veterans preference, tenure, veterans preference for RIF, duty station, immediate supervisor name, type of award, and monetary amount or, for time-off awards (TOA’s), number of hours received. For dual status technicians, the list should also include the following data columns: service branch, rank, occupational specialty code (i.e., MOS or AFSC, as applicable), and military unit of assignment.
Incentive Awards Program. (1) The Parties agree that an Incentive Awards Program is a necessary and useful mechanism through which employee accomplishments may be recognized.
(2) The Employer will continue to xxxxxx and administer an on-going program which shall:
(a) Insure consistency and equity in the application of standards and criteria established for making awards;
(b) Act promptly on employee contributions so as to encourage maximum employee participation; and
(c) Utilize management review processes to identify program or operational areas in which superior work results warrant the consideration of employees for awards.
(3) The Employer has determined that, absent budgetary constraints, it will distribute awards as follows:
(a) 1.15% of the total bargaining unit salary for the previous year will be distributed for the first year in which this collective bargaining agreement is effective;
(b) 1. 25% of the total bargaining unit salary for the previous year will be distributed for the second year in which this collective bargaining agreement is effective; and
(c) 1. 35% of the total bargaining unit salary for the previous year will be distributed for the third year and the remainder of time during which this collective bargaining agreement is effective.
(4) Award pools will be created in each FNS Region and Headquarters with awards funding allocated proportionately to each FNS Region and Headquarters based on the percentage of the total bargaining unit employee salary for that Region and/or Headquarters.
(5) The Employer will dedicate no less than eighty-five percent (85%) of the total awards budget as set forth in Section 17.02 (3) to be used to fund annual performance awards.
(6) The Employer will dedicate not more than fifteen percent (15%) of the total awards budget, as set forth in Section 17.02 (3) to be used to fund all other discretionary awards (e.g., Spot Awards, Suggestion Awards, Superior Accomplishment Awards, Monetary Extra Effort Award (formerly known as “Special Act or Service Awards”)).
(7) Beginning in the second year of this agreement, in the event non-bargaining unit employees receive an increased percentage for awards distributed in any year during the pendency of this agreement, the percentage of the total salary (base and locality included) awards pool for bargaining unit employees shall be increased by the same percentage.

Incentive Awards Program. S ECTION 1. Incentive awards program will be implemented IAW SDNG XXX 451. Management agrees that the Union will be permitted to have a member on the Incentive Awards Committee. 5. Upon request from the Union, the Employer will provide the Union with a report of all Technician Workforce Personnel (Supervisors and Employees) who received an Incentive Award the previous calendar year. The report should include the name, branch of service, and type of award (monetary or time-off)

Section 2. The Employer and the Union agree that incentive awards will be granted only on the basis of merit and neither maximum nor minimum quotas will be established.
Section 3. The Employer agrees to provide the Union a monthly report of all cash awards and all time off awards distributed to unit members by department, code, type of award, and amount. The Employer also agrees to provide the Union data on monetary compensation resulting from the Defense Performance Management and Appraisal Program.
Section 4. Beneficial Suggestions submitted by bargaining unit members relating to employee benefits or services, working conditions, parking, normal or routine safety procedures, or other negotiable conditions of employment, which the Employer wishes to implement, will be referred to the Human Resources Office, to be handled per the Federal Service Labor Management Relations Statute, and are ineligible for awards. The Suggestion Board or Code 1102 may ask the bargaining unit employee to clarify his/her suggestion, if necessary, and the Employer will contact the Union if any face-to-face meetings will take place. The Suggestion Board or Code 1102 will not meet or work with unit members to further develop suggestions pertaining to conditions of employment towards implementation, or in any way negotiate directly with any bargaining unit member over such suggestions, or imply in any way that any such suggestions will or may be adopted.
Section 5. Award payouts that have been specifically negotiated by the Employer and the Union and are “legally required” will be paid even if the Employer’s awards budget is frozen or exceeded, unless to do so would violate the Anti-Deficiency Act or other applicable law.
Section 6. The Employer agrees the Awards program will be administered in accordance with law, rule, and regulation.
