Overtime DistributionThe Employer and the Union will discuss Departmental or agency specific overtime distribution policies at the Departmental or agency level. The Employer agrees to follow its existing overtime distribution policies until changed as a result of Employer/Union negotiation.

Overtime DistributionEmployees shall be canvassed annually to determine if they want to be offered overtime opportunities outside of their regular hours of work. Overtime eligibility lists shall be established based on seniority and the initial opportunities shall be offered based upon seniority. Thereafter, insofar as practicable, overtime shall be equitably distributed on a rotating basis by overtime hours worked among those who normally perform the work. Specific arrangements for implementation of these overtime provisions shall be worked out at the department level. Overtime rosters shall be purged at least every twelve (12) months. Such arrangements shall recognize that in the event the Appointing Authority or designee has determined the need for overtime, and if a sufficient number of employees is not secured through the above provisions, the Appointing Authority or designee shall have the right to require the least senior employee(s) on a rotating basis who normally performs the work to perform said overtime. The overtime distribution policy shall not apply to overtime work which is specific to a particular employee's work load or specialized work assignment or when the incumbent is required to finish a work assignment. An employee who is offered but refuses an overtime assignment shall be credited on the roster with the amount of overtime worked by the employee who accepted the overtime opportunity. An employee who agrees to work overtime and then fails to report for said overtime shall be credited with the amount of overtime hours accepted and the employee shall be considered absent without approved leave, unless the employee can prove that extenuating circumstances prevented the employee from reporting. In such cases the employee will be credited as if the overtime opportunity was refused. In the event of an emergency as determined by the City, the Appointing Authority or designee may assign someone to temporarily meet the emergency requirements, regardless of the overtime distribution roster.
Overtime Distribution. 29.01 In offering Overtime work, the Company shall first offer that work to the senior Incumbent. Failing his availability, the Overtime will be offered first to back up incumbents where they exist and then in descending order of Seniority to other Employees, followed by probationary employees, then by students and temporary workers, providing the Employee is capable of performing the work. 29.02 For the purposes of Article 29.01 only, an incumbent shall be defined as that Employee whose Job Description contains a specific reference to the offered work and who normally performs that work. 29.03 In offering Overtime for which there is no incumbent, the Company will offer such work in descending order of seniority, provided the requirements of 29.05 have been addressed. Overtime offerings will be made in such a way that the entire list of bargaining unit employees has been exhausted and then will revert back to the most senior employee. 29.04 An Employee who is absent from work on the day that overtime is being offered shall not be considered for overtime unless he specifically contacts his supervisor to indicate that he is available for overtime. 29.05 The Company will equalize the offering of overtime as far as practical when offering work for which no incumbent is available. The Company will post a weekly total of overtime hours worked. 29.06 Because of the special nature of their jobs Employees in the Maintenance Department will be exempt from the provisions of Article 29 in its entirety. 29.07 When two (2) days overtime is required on a schedule 2 shift, Monday days will be offered to day shift employees only and Friday afternoons will be offered to afternoon shift employees only. If only one (1) day of overtime is required, the overtime will be worked on Saturday. It will be distributed by senior incumbent, then junior incumbent. 29.08 In reference to SCHEDULE 3, when Saturday overtime is necessary for Drum Line Production, that Saturday shift will start at 11:00 AM.

Overtime DistributionOvertime will be distributed equitably among the employees in a particular job classification who have signified voluntarily that they will work overtime. The Company will prepare a list, which will be posted, of such employees, commencing with the most senior employee, and the overtime work will be rotated among the employees on that list commencing with the most senior employee. Employees should not be called in to perform work outside their job classification, except when there are no employees in that job classification available to do the work.
Overtime DistributionThe Parties recognize the following Sections for the purposes of this clause: Water/Wastewater Treatment and Compliance, Roads Operations, Winter Control, Fleet Services, Transit Fleet, Parks, and Environmental Services. There is a City Wide Geographic Area Section including such sections as line painting, metering, sign shop, traffic signals and facilities management. A Geographic Area is a designated work area, typically defined as a depot. The Employer is not limited to expanding or contracting Sections and can do so in accordance with its Employer rights under the Collective Bargaining Agreement. Overtime hours will first be made available as equitably as possible among the Permanent and Probationary Employees per Employee classification (including Part Time and Temporary Employees holding the classification on a limited posting) in the Section and Geographic Area where the work arises. Such overtime shall then be offered to other qualified Permanent and Probationary Employees in other classifications in the Section and the Geographic Area where the work arises. Such overtime will then be offered to qualified Temporary Employees in the Section and the Geographic Area where the work arises. Such overtime shall then be offered to other qualified Employees in other classifications in the Geographic Area where the work arises. Crews designated as City Wide are considered part of the Geographic Area Section containing their reporting depot, for purposes of this clause. In the case of Fleet, overtime is assigned per the above, but is offered in the Mechanical Shop where the work arises, and not by area section. In the event overtime is required in Winter Control, the above will apply, however overtime hours will first be offered to the Permanent and Probationary Winter Control Employee on the route where the work arises (including a Part Time or Temporary Employee holding a Limited Winter Control position on a Job Posting). Finally, overtime will be offered to any qualified Employee, on a rotation basis, after the equitable distribution above has been exhausted. The Employer will keep a list(s) in each Geographic Area which shall include the names of Permanent Full Time and Probationary Full Time Employees outside the classification but who are qualified to perform the work of the classification. Overtime Distribution. The Employer agrees to distribute overtime work as equitably as possible amongst employees performing work in the same classification at the same location. Employees who are requested to work overtime and fail to report to the assignment will be considered to have worked for the purpose of establishing records.
