PAID TIME OFF/EXTENDED ILLNESS BANK.
Section 9.2: Extended Illness Bank (EIB).
a. EIB can be accessed immediately in the following situations: • From the first day of employee hospitalization, or outpatient surgical procedure where moderate sedation is used; • From the first day off due to an employee’s accident or illness eligible for Workers’ Compensation benefits.
b. A combination of PTO hours and EIB hours are used to continue an employee’s pay in the event of illness or injury in accordance with applicable laws. PTO hours will be used for the first two (2) workdays off due to the same illness or injury. If no PTO is accrued, the first two days absent will be without pay. Beginning with the third workday absent, accrued EIB hours are used in place of accrued PTO hours. (Employees scheduled to work 10-hour shifts may use EIB for illness or injury after the first 30 hours absent.) Starting the first full pay period after December 31, 2019, no further EIB accrual will occur. All existing EIB accruals for then-current employees shall be frozen as of that date and shall be placed in a bank for each respective employee. Employees hired on or after ratification will not accrue or participate in EIB. For a period of one (1) year (through Dec. 31, 2020), accrued EIB may be used for the following purposes:
1. Top-up short-term disability/paid parental leave pay to 100%.
2. Top-up Workers’ Compensation pay to 100%
3. Use to care for a family member when out on an approved FMLA, after a waiting period of missed work that is equal to the short of the equivalent of three regularly scheduled work shifts or twenty-four (24) scheduled hours
4. EIB may be utilized during the elimination period prior to short-term disability leave. Starting the first full pay period after December 31, 2019, the Employer will provide a Short Term Disability and Paid Parental Leave benefit. Short Term Disability and Parental Leave will be paid at 65% of the employee’s base rate of pay plus shift differential plus certification premium, if applicable. Participation shall be subject to specific plan eligibility requirements and timely submission of benefit election. Beginning January 1, 2020, employees may also be eligible for paid family and medical leave benefits through the state-administered Washington Paid Family and Medical Leave Act. Vacation, holiday and personal time hours are accrued as PTO (Paid Time Off) hours. Time off for illness is accrued as EIB (Extended Illness Bank) hours. Section 12.2 Employees with an FTE status of .5 or above are eligible to accrue PTO and EIB hours. New employees accrue but may not use PTO or EIB days during the first ninety (90) days of employment except unless a recognized legal holiday falls in this period. In this case new employees may use PTO time for the holiday. PTO or EIB is not earned or accrued when employees are on leave of absence or layoff (unless required by Federal or State Law).

15.2 Accrual:
a. b. Regular nurses will accrue EIB at the rate of .0270 hours per paid hour, not to exceed 56 hours per calendar year. Accrual will cease when a nurse has 1,040 hours of unused EIB accrual.
15.3 Pay: PTO and EIB pay will be at the nurse’s straight-time hourly rate of pay, including regularly scheduled shift differentials provided under Appendix A, at the time of use. PTO and EIB pay is paid on regular paydays after the PTO and/or EIB is used.
15.4 Length of employment in Section 14.2 above is based on the nurse’s most recent date of continuous employment with the Hospital, in any capacity.

10.2 PTO Accrual. PTO and EIB hours are accrued on all hours paid (i.e. paid PTO and/or EIB hours accrue hours), up to a maximum of eighty (80) hours paid in every pay period (2,080 hours per year). Part-time employee’s accrual will be pro-rated on hours paid (excluding standby) up to eighty hours. Employees may not accrue PTO/EIB on “standby on-call hours.”
