Union Business Leave Bank. A. There is hereby created a Union Business Leave Bank which shall be administered by the State with a monthly report of the balance and withdrawals provided to the Union. The Bank shall be established by an automatic transfer of seven and one-half (7.5) hours of annual leave from each new bargaining unit member. Such bargaining unit members shall donate seven and one-half (7.5) hours of annual leave when the bargaining unit member's balance is at least seven and one-half (7.5) hours or more and such leave shall be transferred to the Bank. In addition, any bargaining unit member at his/her option may transfer annual leave in one (1) hour increments to the Bank. Transfers may be made at any time during the duration of the Agreement with no maximum limit on the number of increments except that a bargaining unit member may not transfer more increments of annual leave than are posted to the member's annual leave balance at the time of authorization. The bargaining unit member's leave balance will be reduced by the amount of leave transferred to the Bank. B. Leave assessments from new bargaining unit members to the unit and donated annual leave will be converted to its’ dollar value at the rate of pay of the bargaining unit member from whom the leave was received. Those dollars (with benefit costs) shall be placed in the Union Business Leave Bank. When business leave is used in accordance with the other provisions of this section, dollars will be withdrawn from the Union Business Leave Bank equal to the hourly rate (with benefit costs) of the bargaining unit member utilizing the leave times the hours of leave taken. C. 1. Withdrawal requests from the Bank will be for purposes of compensation of bargaining unit members for absences due to contract negotiations and formulation, meetings, conventions, training sponsored by the Union, attendance at arbitration or other hearings as witnesses for the Union, and other like purposes as may be determined by the Union. Requests for withdrawals from the Bank shall be made only by the Business Manager of the Union or such other person as designated by the Union to the Director of the Division of Personnel on forms mutually agreed to by the parties. The original leave slip shall be presented to the Union by the bargaining unit member and must accompany all requests for withdrawal from the Bank. All annual leave transferred to the Bank is final and not recoverable for recredit to an individual's annual leave account.

Union Business Leave Bank. In lieu of the personal leave day currently being provided to non-represented employees, the parties agree to establish a leave bank for use by Local 6070 Bargaining Unit Members for Union training, collective bargaining, payment of witnesses under the provisions of Article 6.5.
Union Business Leave Bank. A. There is created a Union Business Leave Bank which shall be administered by the MOA with a report of the balance and withdrawals provided to the Union Business Manager upon request. The Bank shall be established by a transfer of two (2) hours of cashable annual leave from each regular employee by the MOA on the second full pay period in January of each year; seasonal employees shall transfer one (1) hour of cashable leave for each season worked not to exceed two (2) hours per calendar year, and this will occur on the second pay period following hire. The Bank will be capped at 1200 hours. Time off on Union leave for negotiation purposes shall count as hours worked for the purpose of determining overtime eligibility within the workweek. Withdrawal requests from the Bank will be for purposes of contract negotiations, executive meetings, training sponsored by the Union, and other purposes as may be determined by the Business Manager. Requests for withdrawals from the Bank shall be made only by the Business Manager of the Union or designee to the Employee Relations Director. Cashable annual leave transferred to the Bank is final and not recoverable for re-credit to an employee’s leave account. B. The release of employees for Union leave from duty shall be handled on the same basis as release from duty for personal leave; however, such release shall not be unreasonably withheld by the supervisor. C. Shop Stewards may be granted leave without pay, not to exceed two (2) days each year for training purposes with prior approval of the department and the Employee Relations Director. D. During the course of this Agreement, the Union may make a once per year purchase of Union Business Leave hours, not to exceed 300 hours during the term of this Agreement, at an agreed-upon rate of $20.00 per hour.
Union Business Leave Bank. Employees subject to the provisions of this Memorandum of Understanding may donate vacation, compensatory time or in lieu holiday time into Union Business Leave Bank for the sole and exclusive use of the Union Stewards for attendance at meetings, seminars, conferences or conventions on behalf of the Union. The Union Stewards are expected to perform his/her duties as a representative of the Union on his/her on own time. However, it is recognized that occasionally it will be necessary to attend to Union business during normal working hours. Where such activities are necessarily or reasonably to be performed during normal working hours, the Union Business Leave Bank may be utilized.

The Union will be advised in writing upon request as to the balance of this account. Withdrawals from the account shall be made only by the Branch Agent of the Association or the Branch Agent's designee by initiating a request in writing to the System Director of the Alaska Marine Highway System. Withdrawals for employees using time off the job for Union business shall be at the hourly wage rate of the employee utilizing leave for Union business. Cash withdrawal requests by the Branch Agent must be approved by the System Director of the Alaska Marine Highway System, subject to the limitations stated above. All personal leave transferred to the UBLB is final and not recoverable for recredit to the individual donor's leave account. Use of the account for leave payment will not be duplicated if an employee is in a pay status with the Employer. (B) The Employer shall pay into the Union Business Leave Bank (UBLB) fifty dollars ($50.00) per month for each Engineer Officer and Port Engineer. Alternatively, a salary reduction of fifty- dollars ($50.00) per month will take effect at the direction of the Union. The Employer shall remit to the Union on a monthly basis all such monies allocated to the UBLB, beginning on July 1, 2000.

The Statewide Director of Labor Relations and the Local 6070 President may mutually agree in writing that a meeting, such as a labor management committee meeting or a health care benefits task force meeting, shall be considered work time rather than union business leave. A. The bank shall be funded by the deposit of the dollar value of eight (8) hours pay, or portion thereof based on the percentage of FTE, for each full time regular Local 6070 Bargaining Unit Member who is in the bargaining unit as of June 1 each year. This computation and deposit shall be made on July 1 of each year of this Agreement. B. The University shall establish and administer the bank with a monthly report of the bank's activity provided to the Union. C. Withdrawals from the bank shall be made by Local 6070 Bargaining Unit Members on the regular time reporting sheets provided by the University. The Local 6070 Bargaining Unit Member shall be responsible for furnishing a copy of the sheet to the Union President for approval. D. Any withdrawal by a Local 6070 Bargaining Unit Member which has been paid by the University and then is not approved by the Union President shall be charged as leave without pay for the Local 6070 Bargaining Unit Member.
