Lead Agency Responsibilities. A. Pre-Application Coordination: The Lead Agency will notify Participating Agencies of proposed Qualifying Projects in a timely manner and facilitate a pre- application meeting for prospective applicants and relevant federal and state agencies and Tribes to communicate key issues of concern; explain applicable processes; outline the data requirements and applicant submissions necessary to complete the required Federal Agency Reviews in a timely manner; and establish schedules. Upon the request of the applicant, the Lead Agency will coordinate with Participating Agencies and will provide appropriate follow-up information to the applicant within 60 days of the meeting.
B. Consultation with Cooperating Agencies: The Lead Agency will consult fully with the Cooperating Agencies throughout the Federal Agency Review Process to improve coordination, identify and obtain relevant data in a timely manner, set schedules, and identify and expeditiously resolve issues or concerns. If disputes remain unresolved, the dispute resolution process described in section IX.J may be used.
C. Schedule: The Lead Agency will consult with DOE, the Qualifying Project applicant, other affected parties, and Cooperating Agencies to establish an efficient project schedule. The Cooperating Agencies will work diligently to comply with the agreed-upon timeline, to the extent consistent with applicable law. Cooperating Agencies will make necessary decisions, within their respective authorities, regarding federal approvals in accordance with the following time- lines: 1) when an environmental assessment and finding of no significant impact is determined to be the appropriate level of review under NEPA, within one year of acceptance of a completed application, or 2) when an Environmental Impact Statement (EIS) is required pursuant to NEPA, within 1 year and 30 days after the close of the public comment period for a draft EIS. If a Participating Agency is unable to meet an applicable deadline, it will promptly notify the Lead Agency, Cooperating Agencies, the applicant and other relevant parties, explain the reason for delay, and propose a new projected completion date. If the Lead Agency determines that such delay will result in a substantive change to the project schedule, the Lead Agency will justify such change in writing to DOE.
Lead Agency Responsibilities. 1. As recognized in this MOA, the navigational dredging projects that comprise the Enhancement Work will be implemented by the NBHDC, under the supervision of MassDEP. The NBHDC will procure the project contractor(s) and retain an independent contractor to conduct daily oversight of the Work and to assist the NBHDC in the management and oversight of the Work. Accordingly, the NBHDC will be responsible for preparing a Statement of Work (“SOW”) and a draft Workplan for each project, subject to MassDEP’s review and approval. Upon its approval of such documents, MassDEP will, in turn, submit them to EPA to make the “consistency determinations” specified below.
2. For each project to be implemented as part of the Enhancement, MassDEP shall submit to EPA New Bedford Harbor Superfund Site Project Managers (“EPA Project Managers”) a Statement of Work (SOW), prepared by the NBHDC and approved by MassDEP, that is sufficient for EPA to make a determination that the Work proposed in the SOW is conducted entirely onsite for the purposes of §121(e) of CERCLA and does not conflict with nor is inconsistent with the remedy, and is otherwise acceptable to EPA as an enhancement under Section 300.515(f)(1)(ii) of the NCP, (“the SOW consistency determination”). EPA shall issue the SOW consistency determination within thirty (30) days of receipt of the SOW.
3. MassDEP shall also provide a copy of the SOW to the Regulatory Agencies for review and comment.
4. After receiving EPA’s SOW consistency determination, MassDEP, in coordination with the NBHDC, USACE and the Regulatory Agencies, shall meet (“coordination meeting(s)”) to determine the Performance Standards that apply to the Work for each project and shall incorporate those Performance Standards into a draft Workplan, prepared by the NBHDC and approved by MassDEP, for each project of the Enhancement. MassDEP shall provide EPA Project Managers with a copy of each draft Workplan at least sixty (60) days before beginning the Work. Within thirty (30) days of receipt of the draft Workplan, EPA Project Managers shall issue a Workplan consistency determination to ensure that the Workplan does not conflict with nor is inconsistent with the remedy (“Workplan consistency determination”). If both parties agree, certain tasks in the Workplan may be initiated upon approval by EPA prior to issuance of the consistency determination.

Lead Agency Responsibilities. In assisting the Participating State Agencies in implementing their tasks and activities described in the State’s Race to the Top-Early Learning Challenge application, the Lead Agency will:
1) Provide overall project leadership including staffing the Governor’s State Early Childhood Office and managing Race to the Top-Early Learning Challenge Project Teams;
2) Work collaboratively with, and support each Participating State Agency in carrying out its Participating State Agency Scope of Work, as identified in the customized section of Exhibit I of this agreement assigned to them;
3) Award in a timely fashion the portion of Race to the Top-Early Learning Challenge grant funds designated for each Participating State Agency in the State Plan during the course of the project period and in accordance with each Participating State Agency’s Scope of Work, as identified in the customized section of Exhibit I assigned to them, and in accordance with each Participating State Agency Budget, as identified in section VIII of the State’s application;
4) Provide feedback on each Participating State Agency’s status updates, any interim reports, and project plans and products;
5) Inform each Participating State Agency of the status of the State’s Race to the Top-Early Learning Challenge grant project and seek input from each Participating State Agency, where applicable, through the governance structure outlined in the State Plan;
6) Facilitate coordination across Participating State Agencies necessary to implement the State Plan; and
7) Identify sources of technical assistance for the project.
Lead Agency Responsibilities. In assisting the Subgrantee in implementing its tasks and activities described in the Preschool Development Grants--Expansion Grant application, the Lead Agency will:
1) work collaboratively with the Subgrantee and support the Subgrantee in carrying out the Subgrantee’s Scope of Work, as identified in Exhibit I of this agreement;
2) award in a timely manner the portion of Preschool Development Grants–-Expansion Grant funds designated for the Subgrantee in the Plan during the course of the project period and in accordance with the Subgrantee Scope of Work, as identified in Exhibit I, and in accordance with the Subgrantee’s Budget, as identified in Exhibit II;
3) provide feedback on the Subgrantee’s status updates, any interim reports, and project plans and products;
4) keep the Subgrantee informed of the status of the State’s Preschool Development Grants--Expansion Grant project and seek input from the Subgrantee, where relevant to the portion of the State plan that the Subgrantee is implementing;
5) facilitate coordination across Subgrantees necessary to implement the State Plan;
6) identify sources of technical assistance for the project; and
7) monitor Subgrantee’s Implementation of High-Quality Preschool Programs.
Lead Agency Responsibilities. A. Provide leadership, coordination and oversight of Coordinated Entry processes.
B. Ensure that all Partners are involved in and informed of evaluation and reporting aspects of this Agreement.
C. Seek out funding to help with costs associated with the continued development and implementation of this Partnership.
D. Ensure that all requirements (programmatic and fiscal) for grant funds received to underwrite any part of expenses associated with the continued development and implementation of this Partnership.
E. Provide training and technical assistance to Partners to ensure standardization of information, assistance and referral offered to potential households.
X. Provide training and technical assistance to all Partner staff administering the VCEH Screening & Referral Tool, and the VCEH Housing Barriers Assessment Tool.
G. Promote the process and outcomes of Coordinated Entry to the public; local officials; state and federal agencies, officials and other interested parties.
H. Convene local CE Partnership meetings.
I. Ensure the evaluation of the local CE Partnership.
X. Xxxxxxx with the VCEH Coordinated Entry Committee, or delegate participation from the AREA Partnership.
K. Act as a local clearinghouse for persons experiencing or at risk of homelessness and in search of support to find or retain housing.
L. With Partnership committee support, maintain a local inventory of homeless assistance resources.
M. Follow up with clients referred by Referral Partners within 3 days (target).
N. Complete VCEH Housing Barriers Assessment for households experiencing or at risk of homelessness, prior to enrolling clients in the programs/projects in Attachment A. O. Ensure that all Agreements and Partner Staff Confidentiality Agreements are signed and kept in a secure central location; to be kept on file for a minimum of five years.
Lead Agency Responsibilities. As lead agent for the Consortium and secondary institution, Alliance Media Arts, with the support of its nonprofit partner, Alliance College-Ready Public Schools, commits to administer the grant funds and submit the required reports to account for the use of grant funds. The lead agent also assumes responsibility for the performance of any services provided through funds awarded under this grant by the partners, consultants, or other organizations. (See part e – Community Partner Responsibilities - for more information regarding the specific roles and responsibilities of Alliance College-Ready Public Schools.)
Lead Agency Responsibilities. The Lead Agency assists Management with the recruitment and selection of Tenants for the PSH Units. The Lead Agency has the primary responsibility to help identify the need for supportive services, and implement the means to access them. Duties include, but are not limited to:
A. Act as a provider, coordinator or referral agent for the range of community services available for Tenants.
B. Refer potential applicants to Management for PSH Units.
C. Assist potential applicants for PSH Units in the waiting list application and application process, directly or in collaboration with a Service/Referral Partner.
D. Help assess PSH Tenant needs and develop a plan for supportive services needed to live independently and successfully in a PSH Unit, directly or in collaboration with a Service/Referral Partner.
E. Provide direct services to PSH Tenants, or help them apply for and access other community services.
F. Act as the point of contact with Management over the life of the project.
G. Assist Management and PSH Tenants in resolving problems or issues that could lead to evictions, directly or collaboration with a Service Partner.
Lead Agency Responsibilities. A. For further administrative, coordinating, and supervisory purposes, the City Manager of the City of DeKalb shall appoint a Study Director from within the Lead Agency, conditional upon the approval of the appointment by three-fourths of the Policy Committee voting membership. The Study Director shall act as the lead staff person assigned to work with DSATS, and shall be responsible for the ongoing supervision, management, and coordination of the planning and administrative assistance provided to the DSATS. Pertaining to the management of the DSATS program and the completion of assigned tasks, the Study Director shall report to the DSATS Policy Committee for direction.
B. Responsibilities of the DSATS Staff shall be identified within Article VII of the DSATS Bylaws.
Lead Agency Responsibilities. As part of the Lead Agency and Project Manager role as described in Section 2.a, Wheat Ridge shall be responsible for delivery of complete construction plans, bidding and awarding of a construction contract in accordance with the Lead Agency’s policies for competitive bidding, preparation of pay estimates, performance of all construction inspection, construction staking, testing, and all related construction management and contract administration services. For-Bid construction plans for the Street Improvements shall be approved by Arvada in writing prior to Wheat Ridge advertising the Street Project for bid. In addition, Arvada will be given the opportunity to review and comment on the form of the construction contract proposed for the Street Project prior to the advertising the project for bid, and Wheat Ridge shall use reasonable efforts to incorporate Arvada’s comments into the final contract. Wheat Ridge shall not award a construction contract and issue a Notice to Proceed without prior written approval of the bid results by Arvada. Any construction contract shall include a minimum one-year warranty on the improvements.
Lead Agency Responsibilities. As the lead agency, United Way agrees to convene and oversee the implementation of the MDPP pilot as outlined in the work plan/scope of work submitted in the grant. Specifically, UWRV agrees to:
A. House the partnership and provide fiduciary oversight, financial management, administrative services, and back-office functions related to the grant.
X. Xxxx, train, manage, and evaluate project coordinator and other relevant staff involved, and provide office space and technology needs for staff.
C. Lead with multiple partner support: the smooth flow of information between the different groups within the partnership, the development of key messages and materials for external audiences, including target families/neighborhoods, secure funding and resources necessary to advance the work, provide logistical support to bring together the necessary community partners to support the project.
D. Work with VTCRI and other early childhood data partners to guide partner data collection for assessments, and analysis. Greenvale School, Inc. (hereinafter “Greenvale School”) will be responsible for collecting data as relevant to this project and all other responsibilities set forth in its Memorandum of Agreement, a copy of which is attached to and made a part of this Agreement.
E. Work directly with the core group of MDPP partners (TAP Head Start, RCPS, DSS, Greenvale School) on the logistics of selecting the children to participate, braiding the available funding for slots, and implement the necessary activities to help the MDPP classroom meet quality standards.
X. Xxxxxxxx the multi-year funding commitment to Greenvale School for its Early Education Achievement program (July 2015 – June 2018) to support the implementation of the Roanoke MDPP.
G. Through Smart Beginnings Greater Roanoke, provide leveraged resources of $00/year for curriculum materials, training, data analysis, and technical assistance from a variety of existing grant sources, including local Quality Improvement funding administered in a partnership with Roanoke City DSS, VDSS VQ Regional implementation funds, VECF Innovative Partnership Grant, and donor directed funds.
H. Providing 10 hours/week of staff time from various levels of the organization to directly support this effort, valued at $00/year.
