Release Time for Association Business. 4.4.1 To secure release time for Association and/or CSEA Chapter business, a Unit Member shall first secure approval for release time from the Association and/or Chapter. Upon Association and/or Chapter approval, the Unit Member shall submit a request for approval of release time to the Unit Member’s immediate supervisor seventy-two (72) hours in advance. Leave request must state reason for and duration of release time. The request for release time may be denied if it is determined the request would adversely affect department operations. 4.4.2 Providing it does not require the hiring of a substitute employee the Employer will provide release time to Unit Members to attend the CSEA Annual Conference for five (5) days annually. If the Unit Member is in paid status, the Employer will pay the salary and benefits for two (2) Unit Members attending said conference and the Chapter will reimburse the Employer for the cost of salary and benefits paid to all other attendees. 4.4.3 Should the Association and/or Chapter desire the release of Unit Members to attend trainings or other union business the procedure set forth in 4.4.1 above shall be complied with. The Association and/or Chapter shall confirm in writing its agreement to reimburse the Employer for the cost of salary and benefits paid by the Employer to Unit Members who have been provided the requested release time.

Release Time for Association Business. For the duration of this Agreement the President of the Association shall be granted leave for up to 3 hours (class periods for Middle and High School teachers) per day and up to fifteen (15) days during the school year, provided that: (a) acceptable adjustments can be made for continuity of instruction or for service provided by the President to the District; (b) the Association will submit the name of its President and inform the District about the amount of leave to be granted; (c) during the leave, the President will receive the pay and benefits he/she would have received, with salary advancements and adjustments, had he/she remained in his/her last position with the District; and, (d) the Association will reimburse the District the cost (salary and benefits, if applicable) of the replacement teacher who enters the classroom of the President. For fifteen (15) full day release days, a twenty-four (24) hour notice will be given to the District. Sick days and personal days will be the equivalent of a full-time teacher. All other District provided benefits shall be the same as offered to all other teachers. During the term of this Agreement the president will continue to advance one step on the salary schedule and will be granted an equivalent number of years toward retirement. At the end of the term of office, the President has the right to resume full-time teaching in the same assignment, or equivalent position. Association leave will be approved for the number of official delegates verified for the Association’s bi-annual representative assemblies. The association will notify the Assistant Superintendent of Human Resources by May 15 of the prior school year of the dates and number of staff in the subsequent school year who will be attending the representative assemblies. Additional days of professional leave requested by the Association for Association business will be granted if the Association reimburses the district for the cost of the substitute teacher and the Superintendent of his/her designee approves such request.
Release Time for Association Business. In the event release time is not appropriate for assignments in this Article, upon request of the Association president, Association representatives shall be granted an equivalent paid credit-based assignment for the purpose of fulfilling such responsibilities, providing appointments of part-time faculty requiring a temporary contracted position shall be made in accordance with Article 25.2. The Association will reimburse the College for actual costs, as defined in Article 11.4.3.
Release Time for Association Business. ‌ 3.1 The District will allow release time for Association related professional business. This includes, but is not limited to, president-elect workshops, WEA rep assemblies, special training workshops, conferences, national or state Association business, or other business mutually agreed to by both parties. A maximum of forty-five (45) total release days per school year will be available to the Association provided that no more than five (5) employees use this leave in one day. Requests for Association leave must be made in writing by the Association president to the supervisor of the individual requesting the release time and approved by the superintendent at least two (2) days prior to its intended use, whenever possible. Thirty (30) of the forty-five (45) days are to be exclusively for the use of the president of the Association and will be used at an average of one day per week during the school year. The Association will pay the cost of the substitute(s) to the District within twenty (20) days of the release time.
Release Time for Association Business. 4.6.1 The exclusive representative (president or his/her designee) shall have up to a maximum of fifteen (15) days for Association business at the Association’s expense with the following provisions: 4.6.1.1 The request must be submitted with five (5) days’ notice. Approval is subject to the availability of substitutes. Notice shorter if certificated substitutes can be found. 4.6.1.2 All Association representatives must be designated by the Association president. 4.6.1.3 Special occasions and extraordinary events such as impasse, fact finding, mediation or grievance may require additional release time. 4.6.1.4 No more than five (5) Association representatives are to be released on any one (1) given duty day. 4.6.1.5 Release time shall not be used for the purpose of withholding service.

The Association President, members of the grievance committee, and members of the Association negotiating team shall be provided release time to conduct union business. Such release time shall not exceed the equivalent of one hour per week cumulative quarterly during the year without the express approval of the proper administrative official. Time sought by the Superintendent or other appropriate administrator shall not count in the above total. [The combined total number of grievance committee members eligible for paid release time provided for herein shall not exceed the number eligible for paid release time under the former DEA and PATMR contracts.] The Association shall provide the Board with the names of the members of the grievance committee and update the Board as changes occur. The submission of a Form B is not required when utilizing the release time provided for herein. The use of the above time shall be only if necessary and is subject to reasonable notice given to insure client coverage. b. The release time provided in subsection a., above, is in addition to the time provided for representation pursuant to Section F.16. of this Article, negotiations pursuant to Section G. of this Article, grievance hearings pursuant to Article II, Court Leave pursuant to Article V, Section D., and attendance at OEA/NEA seminars and meetings pursuant to subsection c., below. The submission of a Form B is not required when utilizing the release time herein, except as provided in subsection c., below. c. Attendance at OEA/NEA seminars and meetings shall be in accordance with past practice. Association members who attend OEA/NEA seminars and meetings in accordance with subsection b., above, must complete a Form B and submit it to his/her supervisor. The new category "OEA/NEA seminars and meetings" under the category of "Union Release" should be checked. The notice, approval and challenge procedures contained in Article V, Section A., Sick Leave, shall be followed. Notice for attendance at OEA/NEA seminars and meetings should be given by the Association President to the Superintendent or designee as soon as possible and no later than three (3) days in advance, except in an emergency. The leave shall be considered approved upon completion of the Form B unless challenged as set forth herein. Release Time for Association Business. 27 The Chapter President and/or designated representative(s) will be allowed, without loss of pay to a 28 maximum six (6) workdays per year for the purpose of conducting Association business or to attend 29 regional or State PSE events. The Chapter President and or designee shall provide the Superintendent 30 and the employee’s supervisor at least five (5) workdays notice of each employee’s use of Association 31 leave. No more than two (2) employees district-wide may utilize such leave on any given day. 33 The Association shall reimburse the District for the cost of a substitute for each day of Association 34 Business Leave, should one be required. If the Association uses more than the agreed to number of 35 days, the Association shall reimburse the District for the full cost of the employee’s wages and 36 benefits, plus the cost of a substitute, if one was required.

Release Time for Association Business. Designated Association representatives shall be allowed, as long as there is no disruption in work, a reasonable amount of release time off without loss of pay for purposes of participating in meetings and conferring or meeting and consulting sessions with City representatives on matters within the scope of representation. Such Association representatives shall first obtain permission through the appropriate management channel before leaving the work or work location.
Release Time for Association Business. 1. The President of the RSU 23 Education Association or his/her designee(s) shall be allowed a total of four (4) days for Association business. Additional days may be granted by the Superintendent. The RSU 23 Education Association President shall notify the Superintendent or designee, at least two (2) days in advance of use of these release days. In the case of an emergency, the Superintendent or designee may waive the two (2) day notice. 2. Teachers may be released at the close of student days in order to attend committee meetings of the RSU 23 Education Association. Teachers are responsible for arranging coverage for regularly assigned duties. 3. Whenever any representative(s) of the Association or any teacher is mutually scheduled by the parties to participate during working hours in negotiations, grievance proceedings, mediation, fact-finding, arbitration, conferences or meetings, he/she shall suffer no loss in pay. A forty-eight (48) hours’ notice will be given to each principal to arrange for coverage.
Release Time for Association Business. 1. Up to ten (10) days of paid leave per year shall be granted to the Association President or designee for the purpose of Association business. Requests for release time shall be initiated by the Association President and directed to the Director of Human Resources, at least twenty-four (24) hours prior to the requested release time. This requirement of twenty-four (24) hours advance notice may be waived by the Director of Human Resources, to accommodate unanticipated events requiring more immediate attention. The request shall be considered as granted upon approval by the Director of Human Resources, contingent upon availability of substitutes. Release time must be taken in increments of no less than one-half (1/2) day per Association representative released, unless the employee being released does not require a substitute. Additional release time may be arranged for through mutual agreement of the Association President and the Director of Human Resources. All expenses and costs for substitutes over and above ten (10) days shall be paid by the Association. Release time under this Agreement shall not be used for any activity which violates this Agreement. 2. Release time may be granted to STA members for the purpose of attending CTA/NEA sponsored activities. All expenses and costs for substitutes shall be paid by the Association.
