SHIFT ARRANGEMENT. Section 1: Employees shall be at their designated reporting site ready to commence work at their starting time and shall be diligent in their work assignments up to the designated quitting time. Deviations to this will be subject to the rest breaks and lunch period provisions within this Agreement. Unless otherwise determined by the CITY, the workweek shall be defined as from 12:01 a.m. Monday through Midnight the following Sunday. Graveyard shift employees will record their full shift hours on the day that the majority of their hours fall on. For example, employees working a graveyard schedule that begins on Sunday night and more than fifty percent (50%) of their shift hours fall after 12:01 am Monday, they will record their entire shift hours on Monday and follow that process for the remainder of the workweek. Current schedules are:
(a) 38-hour employees: work a regular schedule of four (4) consecutive nine and one-half (9.5) hour shifts with three (3) consecutive days off.
(b) There shall be no split shifts defined as working a partial shift, being released from work and then being required to return to finish the shift at a later time during the same workday.
Section 2: Whenever deviations from regular shift hours or schedule are necessary, the supervisor shall provide employees with sufficient notification prior to such deviation. Sufficient notification is deemed to be a minimum of forty-eight (48) hours. Such notice shall not be required for emergency work.
(a) It is understood that a shift or schedule change with forty-eight (48) hour notification, or shift or schedule change due to an emergency, will not result in any additional compensation unless it exceeds the normal workday or workweek.
(1) An employee required to use their personal vehicle for City business will be reimbursed for mileage per City policy. The CITY reserves the right to alter shifts or schedules to: • Accomplish Training Of New Employees; • Further Train Existing Employees; • Improve Department Operations Through Cross Training; Not To Exceed Six (6) Months In A 12-Month Period; • Accomplish Shift Bid Movements; • Cover Temporary Supervisory Assignments; • Vacation Coverage;
(b) Concerns related to the CITY’s use of this provision should be discussed promptly in the appropriate labor/management meeting.

SHIFT ARRANGEMENT. Section 1: Fifty-Six (56) Hour Fire Station Shift Arrangement
(a) Fire stations shall be staffed using a shift arrangement of a fifty- six (56) hour workweek, consisting of two (2) twenty-four (24) hour shifts for a total of forty-eight (48) hours on duty, then ninety-six (96) hours off duty.
(b) Any changes from the present method of shift arrangement shall be subject to negotiation.
(c) To accommodate training or workers' compensation-related assignments, the normal workweek may be changed from fifty- six (56) to thirty-eight (38) hours at the CITY'S discretion.
(d) In a declared state of emergency pursuant to state law, the CITY may modify the fifty-six (56) hour work schedule to accommodate increased demand on emergency services.
Section 2: Fifty-Six (56) Hour Operational Support Officer (OSO) Shift Arrangement
(a) Three (3) Fire Captains shall be assigned to a fifty-six (56)- hour workweek assigned as an OSO.
(b) Fire Captains assigned as OSOs may be required to work additional hours, as Fire Captains within the operations branch of the fire department. Such hours will be considered overtime and paid at the rate of time and a half (1.5).
Section 3: Thirty-Eight (38) Hour EMS Training Paramedic Shift Arrangement
(a) One (1) employee that is a licensed Paramedic of any classification and possesses certification as a EMS Instructor I shall be assigned to a thirty-eight (38) hour workweek in the EMS Division. The normal workday shall be nine and one-half (9.5) hours.
(b) For the employee temporarily assigned to a thirty-eight (38) hour workweek from a fifty-six (56) hour workweek, sick and annual leave will continue to accrue at the fifty-six (56) hour rates. Leave banks will not be converted or altered.
(c) The employee assigned to the EMS Division may be required by the respective Division Chief to work additional hours, beyond thirty-eight (38) hours per week. Such hours will be considered overtime and paid at the rate of time and a half (1.5). If overtime worked is within the operations branch of the fire department, the employee will be paid at the fifty-six (56) hour rate.
Section 4: Thirty-Eight (38) Hour Fire Training Captains and Engineers Shift Arrangement

SHIFT ARRANGEMENT. Section 1: The work schedule shall consist of four (4) consecutive ten-hour shifts. Corrections Sergeants and Corrections Lieutenants may work schedules that consist of six (6) twelve-hour work days with one (1) eight-hour work day per bi-weekly pay period.
(a) Whenever deviations from regular shift hours are necessary, the supervisor shall provide HPSA Members with sufficient notification prior to such deviation. Sufficient notification is deemed to be a minimum of 48 hours. Such notice shall not be required for emergency work.
(b) The CITY reserves the right to alter or temporarily change the work schedule, shift and/or hours of an HPSA Member to accommodate the HPSA Members attendance at:
(1) Training as provided out of the City or State
(2) In-house training longer than four days
(3) Special assignments not to exceed one year unless mutually agreed upon by the Chief of Police and the HPSA Member concerned.
(c) HPSA Members working graveyard shifts shall record 100% of their work hours for payroll purposes on the day where they work 51% or more of their regular hours. PERS eligible holidays require specific time recording codes to comply with PERS regulations.
Section 2: There shall be no split shifts or split schedules unless covered under Section 1 above or by mutual Agreement.
Section 3: Any unusual circumstances causing deviation from the aforementioned hours shall be discussed by the HPSA and the CITY.
Section 4: The policy regarding time change during the Spring and Fall shall be as follows:
(a) HPSA Members on a four day work week scheduled to work graveyard shift during the spring time change shall work nine (9) hours but be paid for ten (10) hours. HPSA Members in the Corrections Facility working a twelve (12) hour shift during the Spring time change shall work eleven (11) hours but be paid for twelve (12) hours.
(b) HPSA Members on a four day work week scheduled to work graveyard shift during the fall time change shall work eleven (11) hours but be paid for ten (10) hours. HPSA Members in the Corrections Facility working a twelve (12) hour shift during the Fall time change shall work thirteen (13) hours but be paid for twelve (12) hours.
SHIFT ARRANGEMENT. The City reserves the right to alter or temporarily change the workweek, shift and/or hours of an employee to accommodate an employee’s attendance at:
(1) Initial Orientations
(2) POST Academy
(3) In-House training
(4) Training provided out of the City or State Whenever deviations from regular shift hours are necessary, the supervisor shall provide employees with sufficient notification prior to such deviation. Sufficient notification is deemed to be a minimum of fourteen (14) calendar days, unless the employee agrees to a shift deviation with a shorter notification period. If the new schedule needs to be changed or readjusted for any reason, it will require the employee to be notified a minimum of fourteen (14) calendar days in advance, unless the employee agrees to a shift deviation with a shorter notification period.
SHIFT ARRANGEMENT. Where shift work is required, shifts will be based on a continuous 12 hour shift rotating arrangement averaging 42 hrs per week. The roster will be reviewed on at least an annual basis and agreed between employees and Management. In circumstances where a new project is commenced where a continuous roster as outlined above is not required, a new roster will be developed with the work team to meet operational requirements.
SHIFT ARRANGEMENT. It is agreed that the annualised all purpose shift work package is provided on the basis of all work undertaken as directed and that employees operate the roster and guarantee operational and emergency coverage of the Operations 24 hours per day, 7 days per week. The roster as agreed and shown as Attachment 3 shall be reviewed on at least an annual basis and agreed between employees and Management. The roster provides for a continuous 12 hour shift rotating arrangement averaging 42 hrs per week. In circumstances where changes to the work pattern are required to meet operational requirements which require fixed day or afternoon shift, the Company, employees and union representative will consult as to the duration, time and pay rates for such arrangements. Any agreement as to these requirements shall be documented and added as a schedule to this agreement.
SHIFT ARRANGEMENT. 19.5.1 The parties recognise that it is in the best interests of both the Company and employees that a degree of stability be assured to those employees working the roster to permit more effective long term planning of operations, resources and personal affairs.
19.5.2 To facilitate these requirements, the following arrangements shall apply:
a) The expected duration of the shift shall be communicated to the employees as soon as practicable prior to the shift commencing.
b) It is expected that employees rostered on to work a rotating roster shall work the full duration of the shift period.
c) Employees removed from a particular shift for any reason (e.g. Annual Leave, Personal Leave, deferral to work shift for a period etc.) shall whenever possible re- join the same shift crew on their return to shift work.
19.5.3 Selection for shift work will be from among suitably qualified volunteers.
