TIME FOR ASSOCIATION BUSINESS. Consultation and negotiation with the recognized employee bargaining unit will normally be conducted during regular working hours, with reasonable time being granted Association representatives without loss of benefits, in connection with officially requested or approved consultations or meetings with management officials. Upon prior notification to their work supervisors, Association representatives shall be allowed to participate in the following numbers and activities while on duty: NO. At the beginning of each fiscal year the annual amount of Association Leave Hours shall be mutually agreed upon prior to use. Association Leave shall be made available to the Association Representatives for purposes of conducting general Union business, attending Association meetings and employee relations conferences offered by colleges, universities, the international association of firefighters, or similar recognized institutions, associations and unions. Allocation of Association leave hours will be at the sole discretion of the VCPFA President. Authorization of such leave shall be conditional upon prior notification. Notification shall be made to the roster station and the employee’s supervisor as soon as reasonably possible. Association board members will make every effort not to disrupt regular company operations.
TIME FOR ASSOCIATION BUSINESS. The Association and its members shall be permitted to meet one (1) hour per month during normal working hours to conduct the business of the Association, scheduled at such time as not to interfere with school district needs. In addition, the Association shall be credited with ten (10) days each year to be used by officers or representatives of the CIEA with such use to be at the discretion of the CIEA. The CIEA agrees to notify the Board no less than forty-eight (48) hours in advance. The CIEA further agrees that such days shall not be used to support or to participate in any strike activity. Should a substitute be necessary, the Association agrees to pay for the cost of the substitute and, if a substitute cannot be obtained, the Superintendent may deny the absence.
TIME FOR ASSOCIATION BUSINESS. Consultation, grievance discussion and negotiations between the District and Association representatives normally will be conducted during regular working hours. Whenever possible, meetings will be attended without the assignment of replacement personnel. When operation requirements and/or the nature of the meetings require the Association representatives to be off duty during attendance at such meetings, reasonable time off will be allowed without loss of benefits.

The president of OSEA, Chapter 48 (or designee) and up to ten (10) delegates will have available temporary leave of up to two days, without pay, to attend one Association conference or convention each school year which is directly related to their occupational interests. Permission for such leaves will be considered on the basis of the following criteria:
a. Participation in the Association activity will be beneficial to the District and its program;
b. Elected delegates of OSEA Chapter 48 will be given priority;
c. Absence of the staff member will result in minimum disruption of the employee’s District assignment.

TIME FOR ASSOCIATION BUSINESS. All Association business shall be conducted outside the regularly scheduled working day except as follows:
A. Any Association member desiring to be absent for Association business shall submit a written request for such absence to the Superintendent. At the discretion of the Superintendent, such absences may be approved.
B. The delegate(s) to the Annual Retirement Assembly will be excused, in which event the District will pay for the substitute, but not the delegate(s)’ expenses.
C. Meetings of the Negotiations Committee may be held during the regularly scheduled work day.
D. When, in the process of negotiations, the Superintendent considers it desirable or essential that the proceedings be conducted or extended into the school day and/or that other appropriated provisions should be made, the participation of the Association negotiators will be permitted without loss of pay or leave.
E. When requested by the Administration, both parties recognize that it may be necessary for the Association President, or his/her designee, to be excused from regular assignment for consultation on contractual matters. It shall be the responsibility of the Administration to provide at least 24 hours’ advance notice of the meeting and shall provide class coverage with personnel other than the regular members of the teaching staff.
F. The Association President, or his designee, shall be granted 12 school days per year for Association business, with the provision that these specific days be approved by the Superintendent.

d. Act as a representative of the exclusive representative for employees within the bargaining unit for purposes of collective bargaining;
e. Attend labor-management meetings held by a committee composed of employers, employees and representatives of OSEA to discuss employment relations matters;
f. Provide information regarding this Agreement to newly hired employees at employee orientations or at any other meeting that may be arranged for new employees;
g. Testify in a legal proceeding in which the public employee has been subpoenaed as a witness; and
h. Perform any other duties agreed upon by the District and OSEA in this Agreement or any other agreement.
2. For the purposes of this Article, “designated union representative(s)” means chapter executive board officers, stewards, and work site organizers. OSEA will provide a current list to the District of designated union representatives by August 1 annually. OSEA trains designated union representatives throughout the year and will provide BSD with an updated copy of the list within ten (10) days of adding a new representative.

The exclusive representative for OSEA, or designee, shall request authorization for association activity as described in this section by notifying their supervisor or building administrator and the District’s Administrator for Personnel. TIME FOR ASSOCIATION BUSINESS. The District shall allow designated union representatives to engage in the following activities during the employee’s regularly scheduled work hours without loss of compensation, seniority, leave accrual or any other benefits:
3.7.1.1. Investigate and process grievances and other workplace-related complaints on behalf of the exclusive representative;
3.7.1.2. Attend investigatory meetings and due process hearings involving represented employees;
3.7.1.3. Participate in or prepare for proceedings that arise from a dispute involving this Agreement, including arbitration proceedings, administrative hearings and proceedings before the Employment Relations Board;
3.7.1.4. Act as a representative of the exclusive representative for employees within the bargaining unit for purposes of collective bargaining;
3.7.1.5. Attend labor-management meetings held by a committee composed of employers, employees and representatives of OSEA to discuss employment relations matters;
3.7.1.6. Provide information regarding this Agreement to newly hired employees at employee orientations or at any other meeting that may be arranged for new employees;
3.7.1.7. Testify in a legal proceeding in which the public employee has been subpoenaed as a witness; and
3.7.1.8. Perform any other duties agreed upon by the District and OSEA in this Agreement or any other agreement.
3.7.1.9. For the purposes of this Article, “designated union representative(s)” means chapter executive board officers, stewards, and work site organizers or other designees.
3.7.1.10. The District shall not reduce a designated union representative’s work hours to accommodate the performance of the activities referenced in this Section except to prevent an employee from working unauthorized overtime hours.
