Training and Career Development. A. The City and the Union Agree that training and employee career development can be beneficial to both the City and the affected employee. Training, career development, and educational needs may be identified by the City, by employees, and by the Union. The City will provide legally required and City-mandated training. Other available training resources will be allocated in the following order: business needs and career development. The parties recognize that employees are integral partners in managing their career development.
B. Labor-Management Committees per Article 23 will:
1. Review and problem-solve training needs for employees;
2. Determine how employees will be notified in a timely manner about training opportunities; and
3. Discuss how employees will have equal access to appropriate and relevant training.
Training and Career Development. An employee may be granted paid leave for the purpose of attending conferences, seminars, or training sessions related to improvement of the performance of duties upon the advance approval of the Superintendent.
Training and Career Development. 32.01 The Employer acknowledges the advantages of professional training. Without limiting the scope of this article, training may include among other things on the job training, intensive courses, attending conferences and may be given within or outside work environment.
Training and Career Development. SECTION A: The Union and Management agree that development of an employee’s knowledge, skills, and abilities through effective training is an important factor in maintaining efficient operations.
SECTION B: Management acknowledges its responsibility to provide training and career development opportunities for employees. Each employee is required to establish an individual development plan (IDP). An IDP is a flexible document jointly developed between supervisor and employee to be used as a roadmap for the employee’s professional and career development. The emphasis of the plans will be: first, to address the competencies (or knowledge, skills, and abilities) needed by the employee in his/her current position; second, to address the competencies needed for advancement; and third, to prepare employees for new career opportunities. Each plan will establish a series of goals and will state the responsibilities of each party to realize such goals. Elements of this plan should be formulated in conjunction with the annual employee performance review.
SECTION C: Management will determine employee development and training that is essential to meet work force needs and will provide such training subject to the availability of training and travel funds. NETL is committed to providing employees opportunities to upgrade and improve their skills and capabilities.
SECTION D: Management will reimburse appropriate costs for mandatory study and testing required to obtain and/or maintain certification and/or licensure related to an employee’s current position in accordance with federal regulations and subject to availability of funds. To the extent Management has established or establishes in the future a requirement that employees must be members of a particular professional society or organization, Management will reimburse employees for their dues subject to the availability of funds and in accordance with federal regulations. SECTION E: Selection for training will be in accordance with merit procedures when such training is given primarily to prepare employees for advancement and is required for promotion.
Training and Career Development. (a) The Parties recognize that improved equipment, methods, and procedures create changes in the job structure of the Hospital and Allied Services Component work force. The Parties further recognize that a skilled workforce is maintained through training sufficient to enable employees to perform their current employment duties. Subject to Master Agreement Article 22, the Employer shall determine the training necessary for employees to perform their current employment duties.
(b) The Parties also recognize the need to provide employees with the opportunity for career development by enabling them to prepare for promotional advancement and generally upgrade their present skills. The matter of career development shall be dealt with in a manner consistent with Clause 20.8 of the Master Agreement.
Training and Career Development. IV.A. EDUCATIONAL OPPORTUNITIES
Training and Career Development. SECTION A. Management and the Union (the Parties) agree that career devel- opment and training of employees is a matter of primary importance and a joint responsibility of the employee and Management. Employee training will be based upon Federal laws, rules, and regulations, and to the extent applicable under this Agreement:
1. Need related to actual job duties and performance standards and the Corporation's program and administration support requirements;
2. Employee needs identified in the approved training plans and Individual Development Plans; and
3. The Corporation's allocation of training resources reflected in approved training plans for individual offices.
SECTION B. Management recognizes its responsibility within budget limita- tions to provide training opportunities for employees without regard to pay band. Such training is designed to improve employee performance and provide job- related information so that employees may perform to their highest potential and meet the requirements of their positions. The Parties recognize that employees are responsible for applying reasonable effort, time, and initiative to improve per- formance through self-development and training. The Parties will encourage employees to take advantage of training and educational opportunities that could enhance their efficiency and improve productivity on the job.
SECTION C. When requested, Management will provide assistance to employ- ees in the development of Individual Development and Individual Training Plans included under the performance appraisal system.
SECTION D. Management agrees, where practicable, to provide on-going train- ing of a job-specific nature to all new employees. Management will make every reasonable effort, pursuant to Section B, to ensure that each employee is ade- quately trained in the technology they need to perform their official duties.
SECTION E. When possible, employees will be given timely, written confirma- tion of their registration in a training program for which they have applied.
SECTION F. When an institution of higher learning provides for accreditation of on-the-job experience, Management will provide documentation in obtaining such accreditation.
SECTION G. Employees shall be given reasonable opportunities to discuss training needs and opportunities with their supervisors, human capital special- ists, or other designated persons.

Training and Career Development. SECTION 1. Management and the Union recognize that the training and development of employees are essential to efficient operation. Recommendations and selections will be made without regard to race, sex, marital status, age, religion, handicap or national origin. The choice of subject matter, areas for training, selection of employees, and assignment of training priorities, is a function of Management. Training will not interfere with operational requirements as determined by Management. Training opportunities should be offered to employees within occupational or position groupings as equitably as is practicable, considering:
A. the training needs of the NWS in order to bring about more effective performance at the least possible cost;
B. the training needs of individual employees as they relate to overall NWS programs objectives (if stated); and,
C. the short and long-range occupational and program needs of the NWS. Management agrees to post DOC/NOAA Training Announcements as they are received.
Training and Career Development. The Agency and the Union agree to encourage employee development.
