Description of the Assignment. (a) The Assignment shall be carried out in compliance with the Schedule of General Instructions at Annex 1 and, in particular, the Brief and in accordance with the procedures from time to time laid down by the Education Bureau.
(b) The basis of the fee shall include for the following Services :
(i) Pre and post-contract cost planning and cost control services;
(ii) Preparing tender documents;
(A) All tender documents shall be prepared as Bills of Quantities;
(iii) Preparing reports on tenders;
(iv) Preparing contract documents;
(v) Valuations for interim certificates;
(vi) Preparing accounts of variations upon contracts and agreeing Final Contract Sum(s);
(vii) Assisting in settling items presented as contractual claims in respect of Clause No. 27 of the Agreement and Schedules of Conditions of Building Contract for use in Hong Kong (2005 Edition), Clause No. 63 and 64 of the General Conditions of Contract for Building Works (1999 Edition) or any similar approved clause relating to an alternative form of Contract agreed by the Employer; and
(viii) ssisting in substantiation for subvention as required by the Employer's Representative. The information necessary for the substantiation is listed in Annex 2 to this Brief and should be submitted to the Employer's Representative upon the settlement of the final account.
(c) The following are not included in the Assignment but, if required, shall be instructed by the Employer as additional Services :-
(i) Preparing reduction of tenders;
(ii) Preparing supplementary agreements;
(iii) (Note used); and
(iv) Involvement in formal adjudication, mediation, litigation and arbitration proceedings.
Description of the Assignment. 4.1 The Consultant shall be the consultant providing architectural services and shall act as the lead consultant and, at his own expense, enter into separate domestic agreements with a structural engineering Sub- consultant, a building services engineering Sub-consultant and any other specialist Sub-consultants such as civil engineering consultant, geotechnical consultant, acoustic consultant, landscape consultant, interior design consultant (except a quantity surveying consultant) he may deem necessary in order for him to perform his duties as per the Brief. A quantity surveying consultant shall be appointed separately by the Employer. The Assignment shall include services for the following design, planning, detailing, documentation and periodic supervision of construction for the following as detailed under Section 6.0 of this Brief:-
(i) all architectural and building service engineering. Standards and Quality The Consultant shall adopt the most appropriate, updated, current and advanced technologies and standards in the design to the satisfaction of Employer’s Representative. The design shall take consideration of the following (not exhaustive):-
(a) statutory requirements;
(b) performance requirements;
(c) site constraints;
(d) energy conservation/saving and renewable energy;
(e) cost effectiveness but without sacrifice of the performance requirements;
(f) minimizing operational and maintenance cost;
(g) adopting most current and reliable technologies;
(h) noise and vibration control;
(i) environmentally friendly;
(j) greening features; and
Description of the Assignment. 4.1 Providing a good quality environment is crucial to reinforcing Hong Kong as a global city. Hong Kong also needs to respond to its regional and global environmental responsibilities. We need to recap and review the required environmental targets for this Assignment in order to achieve a good quality environment meeting people’s rising aspiration, and to meet the regional and global environmental responsibilities.
4.2 Given the growing aspiration for a livable environment, the Government has been promoting a basket of measures, including the implementation of Air Quality Health Index (AQHI), Air Quality Objectives (AQO), A Food Waste & Yard Waste Plan for Hong Kong 2014-2022, Hong Kong Blueprint for Sustainable Use of Resources 2013-2022 and a Clean Air Plan for Hong Kong. It is necessary to take into account those new environmental initiatives while assessing our environmental capital or budget for use as a basis, among other factors, for deriving development options.
4.3 The Convention on Biological Diversity (CBD), a multi-national treaty on the conservation of biodiversity, has been extended to Hong Kong since May 2011. The CBD recognizes impact assessment as a significant tool for helping to ensure that development is planned and implemented with appropriate consideration of biodiversity. Hong Kong is formulating a city-level BSAP in light of local needs and priorities based on the principles of CBD. This SEA shall take into account Hong Kong’s biodiversity strategies in BSAP and examine the interface issues, if any, with BSAP.
4.4 Strategic evaluation methodologies/tools shall be used to examine the overall spatial development and conservation strategy for Xxxxxx and the preferred option(s) of the Main Study in respect of their environmental sustainability implications and strategic environmental impacts. (a) Phase I – Investigation and Reference Design Phase: Engineering Feasibility, Environmental Review, Technical Assessments and Reference Design;
(b) Phase II – Tender Phase: Tender Document Preparation, Tender Evaluation and Contract Document Preparation;
(c) Phase III – Design, Construction and Commission Phase: Design, Construction, Installation, Testing, Commission and Performance Monitoring and Reviews.
Description of the Assignment. 4.1 The Consultants shall formulate and conduct the Assignment in such a way as to ensure that the objectives defined in Clauses 3.1 to 3.15 above are fulfilled. The key tasks to be undertaken in the course of the Assignment can be summarized as follows:
4.1.1 review available information;
4.1.2 establish data requirements and design the monitoring programme;
4.1.3 field surveys, sampling and associated testing to characterise environmental conditions;
4.1.4 effluent plume dispersion and water quality modelling (Clause 6.13 refers);
4.1.5 evaluate the impact of the effluent discharge on the receiving environment.
4.2 The study area shall comprise the geographical area delineated on the attached Figure 1 covering the territorial waters and foreshores between Castle Peak, Lautau Island, the Western Harbour and the southern approaches to the Ma Wan Channel and the Rambler Channel. The study area shall include marine and inshore waters within the North Western, Western Buffer and Southern Water Control Zones. An assessment shall also be made of the severity of impact in any adjacent waters likely to be impacted by the effluent discharge.
4.3 The Assignment shall take into account the findings of previous studies of relevance and also the results from any other relevant monitoring programmes (Appendix A refers). The study shall principally comprise assessment of the following elements:
4.3.1 beneficial uses of the receiving waters and sensitive receivers within the study area that may potentially be affected by the effluent discharge and other water pollution sources in the study area;
4.3.2 baseline conditions prior to commissioning of the outfall;
4.3.3 physical condition and operational performance of the outfall diffuser systems in terms of achieving design criteria;
4.3.4 dispersion characteristics of the effluent plume in the near and far field so as to establish its zone of influence i.e. the geographically defined volume of water beyond which the influence of the effluent discharge on ambient conditions is undetectable. Determination of the zone of influence shall be based on a list of parameters to be proposed by the Consultants and agreed by the Director's Representative and shall include substances of interest such as Biochemical Oxygen Demand (and its interaction with dissolved oxygen), suspended solids, nutrients, E.coli and trace contaminants of concern;

Description of the Assignment. The client is seeking to procure a qualified supervision firm to provide supervision services that include but not limited to:
(a) Review the proposed project designs and approve contractor’s initial works schedule and the additional construction program for compliance with the completion requirements specified in the clients requirements and the relevant construction contract. And, if necessary, recommend to the client and the Contractor any amendments which may be necessary. In addition, in consultation and collaboration with the Client’s Engineer, prepare the coordinated work schedule for the whole project. Monitor the progress of the construction works against the approved construction program and report any variance, promptly give written notice of the variance to the Contractor and the client.
(b) Xxxxx out construction works supervision and contract administration services in accordance with the power and authority to be delegated by the Client as stipulated in his contract;
(c) Provide any technical or managerial assistance to the client concerning variations and claims which are to be ordered/issued at the initiative of the Client. Advise the client on resolution of any dispute with the Contractor;
(d) Issue instructions, approvals of submittals, request for information (RFI) and notices as appropriate subject to prior consultation with the Client;
(e) Provide recommendations to the Client for acceptance of the Contractor's performance security, advance payment security and required insurances;
(f) Assess adequacy of all inputs such as materials, labor and equipment provided by the Contractor;
(g) Check and approve the Contractor's method of work, including site organization, program of performance, quality assurance system, safety plan, method statements of safety, and environmental monitoring plan so that the requirements set forth in the applicable laws and regulations, the specifications or other parts of the contract are to be duly respected;
(h) Regularly monitor physical and financial progress, and take appropriate action to expedite progress if necessary, so that the time for completion set forth in the contract will be duly respected by the Contractor;
(i) Explain and/or adjust ambiguities and/or discrepancies in the Contract Documents and issue any necessary clarifications or instructions. Issue further drawings and give instructions to the Contractor for any works which may not be sufficiently detailed in the contract documents, if any;...
