Management Engineering Services. The consultant agrees to provide management engineering services required for the execution of the work. These services shall include, but are not limited to the following: 1. Check construction activities to obtain compliance with plans and specifications. 2. Provide interpretation of plans and specifications. 3. Supervise and coordinate sub-consultant contracts for field inspection and testing. 4. Review shop drawings and certificates submitted by contractors for compliance with design concepts. 5. Review all final pay estimates and explanation of variation between contract and final quantities prepared by resident engineer. 6. Review weekly progress reports as prepared by resident engineer. 7. Review “Contractors Request for Extension of Contract Time” analysis made by the resident engineer and make recommendation to the owner. 8. Prepare and recommend approval of change orders. 9. Meet with the owner for consultation and advice during construction. 10. Schedule final inspection of all contracts and send notifications. Attend final inspection of construction. Make recommendations for acceptance of work. 11. Monitor that all testing required by the specifications is performed. Review and approve all materials reports prepared by the resident engineer. 12. Certify that all project work completed under inspection of the resident engineer is in substantial compliance with the plans, specifications and contract documents including any modifications by change order or otherwise, that all required tests were performed, and that such work is recommended for acceptance. 13. Maintain record drawings from redline or working drawings prepared by resident engineer as accumulated during the course of construction to show “as-built” conditions.

Management Engineering Services. The CONSULTANT shall perform the management engineering services necessary to verify that proper coordination of the activities of all parties involved in accomplishing completion of the projects is achieved; to maintain complete, accurate records of all activities and events relating to the projects; to properly document the significant changes to the projects; to provide interpretations of the plans, specifications and contract provisions; to make recommendations to the AUTHORITY to resolve disputes which arise in relation to the construction contracts; and to maintain an adequate level of surveillance of the contractor's activities. The CONSULTANT shall also perform any other management engineering services normally assigned to a Resident Engineer that are required to fulfill its responsibilities under the Agreement. All records and documentation will be in accordance with standard procedures, format and content, and the policies and procedures of the AUTHORITY. Services include, but are not limited to the following: 1. At the direction of the AUTHORITY, schedule and conduct a preconstruction conference for each project. Record significant information and decisions made at this conference and distribute copies of these minutes to the appropriate parties. 2. Maintain project files in accordance with the AUTHORITY's methods and utilizing the AUTHORITY's filing system. 3. Receive, review, and recommend acceptance by the Authority of the Contractor's Project Construction Schedule, prepared and submitted in accordance with the Contract Documents. 4. Maintain, on a daily basis, a complete and accurate record of the activities and events relating to the project and a record of the work completed by the contractor, including quantities of pay items in conformity with final estimate preparation procedures and specifications. The CONSULTANT shall immediately report apparent, significant changes in quantity, time, or cost as they are noted. 5. Maintain a roadway and bridge construction diary, including weather. 6. Maintain a log of all materials entering into the work with proper indication of the basis of acceptance of each shipment of material. 7. Maintain records of all sampling and testing accomplished and analyze such records as required to ascertain acceptability of materials and completed work items. Record all work completed by Contractor, including quantities of pay items in conformity with Final Estimates preparation procedures and specifications. The CONSULTANT shall immediately report to Division Engineer/City Engineer/County Engineer changes in pay items, project time or cost as soon as they become known to the CONSULTANT. 3. Complete and maintain Project Diaries and Inspector's Daily Reports as requested by the STATE. Said diaries and reports shall be kept up-to-date on a daily basis. 4. Maintain a project log of all materials entering into work with proper indication of basis of acceptance for each shipment of material. 5.
