ROLES AND RESPONSIBILITIES OF PARTNER ORGANIZATIONS. School Resource Officer School Resource Officer (“SRO”) is defined in § 9.1- 101 of the Code of Virginia as “a certified law enforcement officer hired by the local law enforcement agency to provide law enforcement and security services to Virginia public elementary and secondary schools.” SROs who are assigned to schools should operate under this Memorandum of Understanding (MOU) that outlines the roles and responsibilities of the law enforcement agenciesy and, the school division, as well asand personnel from both. Loudoun County Sheriff’s Office/Leesburg Police Department Roles and Responsibilities In developing and implementing law enforcement policies and practices that may affect schools, the Loudoun County Sheriff’s Office/Leesburg Police Department (PD/SO “SO/PD”) will consult with and take into consideration the views of the School Division (“SD”). The PD/SOSO/PD and the SD will designate a direct points of contact between each agencythe PD/SOSO/PD and the SD. The PD/SOSO/PD points of contact will address any operational and administrative issues and will serve as a consultants for school safety and security issues including assessments and critical incident response planning. The PD/SOSO/PD points of contact will maintain a working knowledge of school rules, regulations, and laws regarding student safety and conduct. The PD/SOSO/PD points of contact will establish and maintain effective relationships with school personnel at the division and school levels. The PD/SOSO/PD will be responsible for the selection, assignment, scheduling, training, supervision, and evaluation of school resource officers (“SRO”s). In their performance of law enforcement functions, the SRO will remain at all times under the control, through the chain of command, of theirhis/her employing law enforcement agencythe PD/SOSO/PD. The PD/SOSO/PD will ensure the SRO meets the training standards for SROs established by the Virginia Department of Criminal Justice Services (“DCJS”) for SROs as outlined inpursuant to Virginia Code §§ 9.1-101(54) and 9.1-114.1 of the Code of Virginia. The Loudoun County Sheriff’s OfficeSO/PD Leesburg Police Department will continue to ensure that all the SROs employed by their respective agencies receive the below listed training prior to or within 60 days of assignment in a school whenever feasible. ROLES AND RESPONSIBILITIES OF PARTNER ORGANIZATIONS a. Police Department Responsibilities i. The APD will designate a direct point of contact between APD and the ACPS. The point of contact will address any operational and administrative issues and will serve as a consultant for school safety and security issues including assessments and critical incident response planning. The designee will maintain a working knowledge of school rules, regulations and laws regarding student safety and conduct. The designee will establish and maintain effective working relationships with school personnel at the division and all school levels, and seek opportunities to build positive relationships with parents and students through informal meet-and-greets and other means. The designee will ensure that SROs are meeting APD requirements as noted within the MOU. ii. Selection, assignment, scheduling, training, supervision, and evaluation of school resource officers (SROs) will be the responsibility of the APD. However, each of these actions will take into account the input of school personnel, and identified needs and conditions of schools. The SRO shall remain at all times under the control, through chain of command, of the law enforcement agency. As of July 1, 2020, DCJS SRO certification training is required. ACPS requires that this training be completed by SROs, before any work in a school is allowed. iii. In developing and implementing law enforcement policies and practices that may affect schools, the APD will consult with and take into consideration the views of the ACPS and the school community. iv. The APD will ensure the SRO receives relevant training prior to any assignment in a school and ongoing joint training with school administrators. The training should be aligned with the MOU and DCJS curriculum and in consultation with the ACPS. v. APD will provide payment for SROs that attend certain school staff meetings and for after-hours police investigations.

It is the responsibility of school administrators to facilitate effective and timely communication between the SR🅓 and school staff and to support the goals ofthe partnership. 3. The school administrator will work with the SRO to support and reinforce his/her . responsibility to investigate criminal activity on campus, during school-sponsored events, and on any DPS vehicle being used for pupil transportation. 4. Each secondary school principal shall provide the SRO with an office equipped with a telephone, Internet service and secure printing capabilities. SROs will also have access to electrical outlets for their computer and access to the County Intranet site. The office should allow for private and confidential meetings between the SROs and faculty, parents, and students. 5.
