DISTRICT FUNCTIONS. A. It is recognized that the Board has and will continue to retain the rights and responsibilities to operate and manage the school system and its program, facilities, properties, and on-the-job activities of its employees, except as limited by this Agreement and applicable law. The Board's operational and managerial responsibilities include: o The right to determine location of the schools and other facilities of the school system, including the right to establish new facilities and to relocate or close old facilities. o The determination of the financial policies of the District, including the general accounting procedures, inventory of supplies and equipment procedures and public relations. o The determination of the management, supervisory or administrative organization of each school or facility in the system and the selection of employees for promotion to supervisory, management or administrative positions. o The maintenance of discipline and control and use of the school system property and facilities. o The determination of safety, health and property protection measures where legal responsibility of the Board or other governmental unit is involved. o The right to enforce the rules and regulations now in effect and to establish new rules and regulations from time to time not in conflict with this Agreement. o The direction and arrangement of all working forces in the system, including the right to hire, suspend, discharge or discipline, or transfer employees. o The right to relieve employees from duty for poor or unacceptable work or for other legitimate reasons. o The creation, combination, modification or elimination of any teaching position deemed advisable by the Board. o The determination of the size of the working force, the allocation and assignment of work to employees, the determination of policies affecting the selection of employees, and the establishment of quality standards and judgment of employee performance. o The determination of the layout and the equipment to be used, and the right to plan, direct and control school activities, and the determination of the processes, techniques, methods and means of teaching and the subjects to be taught. o The right to establish and revise the school calendar, establish hours of employment, to schedule classes and assign work loads; and to select textbooks (in accordance with ORS 337.120), teaching aids and materials. o The right to make assignments for all programs of an extra curricular nature...

To decide upon the means and methods of instruction, in accordance with member evaluation procedures. Textbooks and other teaching materials, and the use of teaching aides of every kind and nature, will be selected by the Superintendent/Principal and members with District approval. 5. To determine class schedules, and the duties, responsibilities, and assignments of members and other members with respect thereto. 6. The unqualified right to establish the school calendar in accordance to district policy. 7. To determine the services, supplies and equipment necessary to continue its operation and to determine the methods, schedules and standards of operation, the means methods and processes of carrying on the work including automation thereof or changes therein, the institution of new and/or improved methods or changes therein. 8.
