PROFESSIONAL EDUCATION PROGRAM. Section 1. The Employer and the Association recognize the need for a Professional Education Program that can be made available on an equitable basis to all permanent employees in the unit. Section 2. After completion of the probationary period, any full-time permanent employee in this bargaining unit may apply for up to three (3) professional business/education days as defined in Section 3 below. Permanent part-time employees who are scheduled to work at least 50% time shall be eligible to apply for professional business/education days as defined in Section 3 below on a pro-rata basis. The granting of a professional business/education day shall be at the sole discretion of the Employer. Section 3. Professional business/education days shall be used for the purpose of: (a) Visitations to view other instructional techniques or programs. (b) Conventions, conferences, workshops, seminars and/or courses conducted by colleges, universities, or professional associations or to visit other schools. (c) Self-initiated conferences. Attendance at the following will not be considered professional business/education days as defined in this Section and will not require the use of self-initiated funds referenced in Section 6 of this Article: (1) Division of Correction Education sponsored training. (2) Regional Assessment Support Team (RAST) training specifically approved by the Division of Correction Education. (3) Department of Corrections training approved by the Division of Correction Education. (4) Training required by any federal or state grant or contract and approved by the Division of Correction Education. Section 4. Professional business/education days are not applicable to organization or preparation for collective bargaining or any business of the Association that deals with collective bargaining. Section 5. It is understood that the granting of professional business/education days does not include approval of payment of associated fees, expenses and/or travel expenses. Section 6. After completion of the probationary period, each employee in this bargaining unit may apply for reimbursement up to a maximum of $500 per fiscal year for professional business/education days. The $500 may be used for excess tuition, if the excess tuition exceeds the published state university cost per graduate credit, but may not be used to pay any fees, books or mileage related to participation in college or university courses. PROFESSIONAL EDUCATION PROGRAM. Section 1. The Employer and the Union recognize the need for a Professional Educational Program that can be made available on an equitable basis to all employees in this unit. a. In this Article, in-service training refers to that training conducted by the Employer on the Employer's premises to assist employees in acquiring the knowledge and skills to perform their duties as professional employees more effectively. b. Out-service training may include workshops, conferences, correspondence courses, on-line (internet-based) training and seminars which are conducted by professional, private, or public organizations and which are directly related to the employee's current job duties. Section 3. In order to facilitate attendance of employees on an out-service training basis, the Employer agrees to extend to each employee within the unit five educational leave days per contract year for the period July 1, 2016 through June 30, 2019 for attendance at out-service training approved by the Employer in accordance with Section 2.b. above. In addition, the Employer agrees to reimburse each employee for the amount actually expended not to exceed $1000 per contract year for the period July 1, 2016 through June 30, 2019, for out-service training within the Commonwealth of Pennsylvania. However, the Employer retains the right to deny requests for out- service training if equivalent programs are offered at a location closer to the employee's worksite. The Employer, in its sole discretion, may send employees to out-service training at a location outside of the Commonwealth of Pennsylvania. The cost of such training shall be deducted from the allowance provided under this Section. Reimbursement for expenses under this Article shall be in accordance with the Commonwealth's Travel Expenses Regulations (Management Directive 230.10). Section 4. Full-time employees shall be eligible for tuition reimbursement up to a maximum of Section 5. Reimbursement under Section 4 above will be made for courses which are approved in advance by the Employer and will be in accordance with procedures established through the Directives Management System and by the Agency involved. PROFESSIONAL EDUCATION PROGRAM. 1. The District may initiate a program of Professional Education. Some of the pur- poses of this program are to enable unit members while employed by the District who are close to certification requirements in any given area to obtain such certi- fication, thereby broadening the skills of the unit member involved and providing the District with more depth and flexibility in its teaching staff, to enable unit members to update and enhance current skills in their existing areas of certifica- tion to enrich the quality of the District’s instructional and academic curricula, and to enable unit members to develop and refine skills in subject areas not cur- rently having certification so that the District may continue to anticipate the needs of students for the future. 2. Under such a program, the District would post requirements for applications for the Professional Education Program. Applicants may indicate their interest in such program by a letter of application. Such letters of application would be jointly reviewed by the District and the Association. 3. Applicants selected by the District shall participate in the Professional Education Program under the following conditions: They shall be classified as Teachers on Professional Education Assignment and shall be employees of the District while on such assignment, with some portion of their time assigned to in-district serv- ice each week. Such unit members shall be admitted to and registered in a near- by or regional college in accordance with an agreed plan, and their assignment as an employee of the District while in such program shall include attendance at the designated college pursuant to such plan and objectives. The District shall pay for the tuition, fees, books, supplies and materials needed for such plan dur- ing the course of a full semester. Such unit members shall return to regular sta- tus either in their new area of certification, if any, or in the area of certification from which they entered the program or to any other agreed position in accor- dance with such plan or otherwise. 4. The assignment and transfer of unit members to fill vacancies created by this program shall be made in the same manner as in filling other vacancies. 5. While on such assignment, unit members shall retain in all respects their status, responsibilities and duties as full-time unit member employees including but not limited to fringe benefits, seniority and continuous membership in the retirement system. In this Article, in-service training refers to that training conducted by the State System on the State System’s premises to assist employees in acquiring the knowledge and skills to perform their duties as professional employees more effectively. b. Out-service training may include workshops, conferences, correspondence courses and seminars which are conducted by professional, private, or public organizations and which are directly related to the employee's current job duties. Section 3. a. In order to facilitate attendance of employees on an out-service training basis, the State System agrees to extend to each employee within the unit four educational leave days per contract year for attendance at out-service training approved by University management in accordance with Section 2.b. above. An employee may use educational leave to complete an on- line class limited to the actual class time only. In addition, the State System agrees to reimburse each employee for the amount actually expended not to exceed $1,500 per contract year for the period July 1, 2019, through June 30, 2023, for out-service training within the Commonwealth of Pennsylvania or within 300 miles of the employee's worksite during each contract year. However, University management retains the right to deny requests for out-service training if equivalent programs are offered at a location closer to the employee's worksite. Employees may request a waiver of the 300-mile limit in order to attend out service training. Waivers of the 300-mile limit may be granted at the sole discretion of University management. Reimbursement for expenses under this Article shall be in accordance with the State System’s Travel Expenses Regulations.
