Recognised Qualifications. 3.10.1 Employees holding qualifications on the New Zealand Qualifications Framework that the employer, in discussion with the employee, agrees that the qualification is relevant to the employee’s job description and current position shall be paid an allowance as follows:
(a) Group One: level 4-5 qualifications and level 3 teacher aide qualifications - $0.29 per hour, to a maximum of $625 per annum.
(b) Group Two: level 6 qualifications - $0.44 per hour, to a maximum of $875 per annum.
(c) Group Three: level 7-8 qualifications - $0.58 per hour, to a maximum of $1,125 per annum. Notes:
(i) This includes those qualifications agreed to be an equivalent level by the New Zealand Qualifications Authority and the Ministry of Education verified He Tohu Matauranga.
(ii) The effective date for payment of the allowance in clause 3.7.1 recognising qualifications that have been agreed at an equivalent level by the New Zealand Qualifications Authority (as per note 1. above) is from the date the employee lodged an application with the New Zealand Qualifications Authority.
3.10.2 Salaried employees shall receive the appropriate allowance of $625, $875 or $1,125 as the case may be in fortnightly instalments, pro-rated for part-time employees.
3.10.3 Only one allowance shall be paid for a qualification that the employer agrees is relevant to the employee’s position which shall be for the highest qualification held by the employee. Upon obtaining a higher recognised qualification that the employer agrees is relevant to the employee’s position and job description, the employee shall become eligible for the higher payment.
3.10.4 Until 27 January 2012, employees were entitled to be paid a qualifications allowance as per provisions in the Support Staff in Schools Collective Agreement 10 December 2009 – 31 March 2011 as if those provisions were incorporated into this collective agreement.
3.10.5 Anyone eligible for a qualifications allowance under clause 3.10.4 will continue to be eligible for that allowance for as long as they remain employed by that employer in that position. Recognised Qualifications. The key concept is that a post holder appointed to a particular range must be able to demonstrate competence to fulfil the duties and responsibilities of the post. Employers will need to take care in drawing up job descriptions to ensure that the skills and expertise required of workers match the requirements of the posts. To assist employers, the NYA and the Welsh Local Government Association (WLGA) through their respective ETS committees, operate a process of professional validation/endorsement of HE undergraduate and postgraduate youth work courses. Validation/endorsement by an ETS Committee confers recognition that HE courses have met the required standard for professional formation of youth work students as recognised by the JNC. Scotland has a separate but similar process for the approval of higher education programmes, which is carried out by the Community Learning and Development (CLD) Standards Council. Similarly, Northern Ireland and the Republic of Ireland operate an endorsement process for HE courses through the North/South Education and Training Standards Committee (NSETS). The ETS committees across the UK and Ireland come together as the Joint ETS to share information, discuss issues relating to professional endorsement and to agree protocols for working practices. The ETS committees in England and Wales also endorse OFQUAL approved Awarding Organisations (AOs) for the delivery of QCF youth support work vocational qualifications. Employers are guided to specified youth work programmes, which are accredited through one of these endorsed AOs as the endorsement process is based on a relationship between AOs and ETS to secure standards against the JNC framework. Recognised Qualifications. (a) The qualifications chart sets out recognised qualifications for the purposes of determining entry points into the salary scale. The full qualifications chart is available on the Ministry of Education website.
(b) The basic qualification for primary teaching is the NZ Diploma of Teaching or a three year pre-service teaching degree.
(c) Teachers are assessed on the highest qualification held.
(d) Qualifications obtained overseas are assessed in relation to the nearest equivalent NZ qualifications.
(e) Trained teachers who have completed two or more qualifications rated Q3 e.g. BA and BSc from different subject areas requiring a minimum of four years full-time study are placed in salary group Q4 and enter the scale on Step 6.
3.8.2 The qualifications chart will be reviewed and any additional qualifications added as required (no more than annually) by the Secretary following consultation with the NZEI Xx Xxx Xxx as follows:
(a) The Secretary will advise the NZEI Te Riu Roa at least one month prior to the annual review of the qualifications chart of the new qualification(s) to be considered for inclusion in the chart and the qualification group proposed for each new qualification under consideration;
(b) The NZEI Te Riu Roa will within one month of receiving this information advise the Secretary of any qualification(s) they wish to see included and the qualification group proposed;
(c) The parties will then meet to discuss the proposals and endeavour to reach an agreement on the proposals;
(d) In the event that agreement is not reached, the Secretary may amend the qualifications chart, as he/she deems appropriate, having regard to the consultation process;
(e) Any changes to the qualifications chart will be notified in the Education Gazette;
(f) The Secretary shall not delete any qualifications from the qualifications chart without the agreement of the NZEI Te Riu Roa.
Recognised Qualifications. 3.4.1 A groundstaff employee holding a qualification listed under 3.4.4 below shall be paid at the appropriate group rate below, pro-rated for part-time employees.
(a) Group One - $9.62 per week
(b) Group Two - $14.43 per week
(c) Group Three - $19.24 per week.
3.4.2 Only one allowance shall be paid which shall be for the highest qualification held by the employee. Upon obtaining a higher recognised qualification the employee shall become eligible for the higher payment.
3.4.3 The list reflects qualifications deemed relevant to work in relation to school grounds. In general terms Group One reflects qualifications registered on the NZ Qualifications Framework at Levels 4-5 (with some recognition at Level 3) and those agreed to be of an equivalent level. Group Two reflects qualifications registered on the NZQF at Level 6 and Group Three at levels 7 and 8, including in both cases other relevant qualifications agreed to be of an equivalent level. Recognised Qualifications. 3.3.1 (a) A teacher’s qualification group for salary purposes is to be determined by qualification level on the New Zealand Register of Quality Assured Qualifications as per clause 3.2.1 (a). The Qualifications Chart (MoE Circular 99/11) and subsequent lists that were compiled through the qualifications verification process undertaken by the PPTA, the NZEI, and the Ministry of Education will continue to be used to inform judgments about qualifications unable to be allocated a level by reference to the Register of Quality Assured Qualifications.
Recognised Qualifications. 3.7.1 Employees, other than therapists, holding qualifications agreed between the Secretary for Education and NZEI Te Riu Roa shall be paid an allowance, as follows: • a. group 1: $500 per annum • b. group 2: $750 per annum • c. group 3: $1000 per annum.

3.7.5 The list reflects qualifications that have been deemed relevant to the work of the occupational groups to which this agreement is applicable. In general terms, group 1 reflects qualifications registered on the NZ Qualifications Framework at level 4, and those agreed to be of an equivalent level. It includes teacher aide qualifications registered on the NZQF at level 3 or other teacher aide qualifications from registered providers agreed to be of an equivalent level.
