PROFESSIONAL DEVELOPMENT AND TUITION REIMBURSEMENT. A. Professional Development Professional development activities include but are not limited to conferences, seminars, and workshops related to the current position or responsibilities of the Association member. The administration will make every effort to communicate opportunities for professional development. However, the Association member is responsible for making the formal, written request to the Department Chair/Director with a copy to the Vice President of Instruction. Professional development including, but not limited to, sessions provided by the state, local agencies, and the College which may involve no more than travel expenses shall be approved by the Department Chair/Director, appropriate Xxxx and Vice President of Instruction. The Association member shall work with the Department Chair/Director to properly arrange for coverage of any missed responsibilities. Attendance at out-of-state conferences, workshops, and seminars will be considered on a case-by-case basis.
PROFESSIONAL DEVELOPMENT AND TUITION REIMBURSEMENT. 1. The Board of Education shall pay the cost of expenses incurred in connection with attendance approved by the Board at meetings of a professional nature at locations other than in the school district. The maximum amount of such expenses shall be agreed upon, in advance, by the teacher and the Board.
2. All teachers holding provisional, permanent, or regular certification shall be eligible for tuition reimbursement. Except as limited by d.3. below, teachers holding provisional certificates will receive reimbursement for courses taken other than those needed to gain permanent certification. Reimbursement will be made under the following conditions:
a. Approval of the course to be taken must be obtained from the Office of the Superintendent prior to starting in the course.
b. Courses taken must be part of a planned program leading to a definite educational objective related to the assigned position of the applicant, or the courses must be directly related to the individual's professional needs as determined by his/her assigned position.
c. A teacher must earn a grade of "B" or better in order to receive tuition reimbursement.
d. 1. 1. On-line graduate courses taken from a fully-accredited college or university recognized by the New Jersey Department of Education will be deemed acceptable by the Board as eligible for reimbursement under this clause. Denials of Board approval shall be appealable to the Board but shall not be subject to arbitration under Article 13.

All educational assistance requests must be submitted to and evaluated by the Director of Public Safety. The Director will evaluate the requests for value to the department and the District, as well as the need for gained skills now and in the future. The Executive Director will review the request when the Director can clearly demonstrate its value to the Department and District. Such approval may not be unreasonably denied by the District. The following tuition reimbursement plan shall apply when prior written approval for such reimbursement has been received from the Director of Public Safety and the Executive Director. PROFESSIONAL DEVELOPMENT AND TUITION REIMBURSEMENT. Any teacher either in their first or second year of teaching may take 3 credits a year and receive reimbursement during a contract year (July1st to June 30th) upon taking graduate credits at an accredited college or university in the areas of their current teaching assignment or towards a degree program or upon approval by the Superintendent. If a teaching staff member leaves the district voluntarily in their first or second year they shall be responsible to reimburse the Board prior to their leaving the amount paid by the District. In the third year and thereafter, a teaching staff member shall receive reimbursement for up to 6 credits a year. Reimbursement will be made up to a maximum of the Rowan University rate at the time of enrollment in the course (not including parking fees). To be eligible for reimbursement, the teacher must receive a “B” or better. Official transcripts of the grade and proof of tuition costs must be submitted. To be reimbursed, the teacher must receive approval from the Superintendent prior to the start of the course(s). Effective September 2000, all active teaching staff members whose positions required possession of the instruction or educational series licenses in accordance with N.J.A.C. 6:11-8 and 10 and/or any other adopted State Board of Education requirements shall be required to complete 100 clock hours of state approved continuing professional development and/or in-service every five years. The initial five-year period shall extend from September 2000 to June 2005 in accordance with the adopted code. Since these requirements are based on the changes in the Administrative Code and are necessary for the continuance of professional certification, continuing education units shall be subject to change in accordance with the new law and recommendations of the district Professional Development Committee as stated below. The Board and the Association agree to form a Professional development Committee that will develop a plan for continuous professional development yearly. The new plan must be in accordance with the adopted code. Staff members may take in-house credits, courses completed at colleges or universities, distance learning courses, or curriculum development to meet the 100 credit hour requirements. Each work year, the Board shall provide all Employees covered by this Agreement single-session days of in service training during normal work hours, developed with Association's input, for the purpose of strengthening and updating their job skills. With the prior approval of the Superintendent, secretaries, clerks and aides who have been employed by the District for at least one (1) year shall be reimbursed 100% of the tuition costs for college courses or workshops relevant to the applicant's position. No more than the State College tuition rate shall be reimbursed for all successfully completed relevant coursed. The maximum liability or exposure to the Board for total tuition costs for this unit shall not exceed $10,000 in each year of the contract. Denial of such tuition shall not be subject to arbitration.

B. Tuition Reimbursement- effective 9/1/11, only tenured employees are eligible to be reimbursed by the Board for their tuition for courses, subject to the following conditions:
1. Undergraduate courses necessary to obtain a different degree or an Instructional Certificate, or are otherwise advantageous to eh District. All undergraduate courses must be specifically approved by the Superintendent. Denial shall be non-arbitrable.
2. All courses are approved by the Superintendent of Schools prior to enrollment. The denial of same is grievable to the Board but is non-arbitrable.
3. Regardless of degree level, the courses must be related to the employee's present assignment or part of certification or advanced degree requirement beneficial to the assignment.
4. The courses must be completed satisfactorily with a grade of "B" or better. Official transcripts must be submitted. Should the learning institution mandate a pass/fail system for a course, a passing grade will count as satisfactory completion.
5. Tuition shall by paid by the Board of Education up to a maximum of the Montclair State University graduate rate times nine (9) credits per year per employee. To be eligible, an employee must complete two (2) years of employment. Any exceptions are at the sole discretion of the Superintendent.
6. Evidence of payment of tuition must be presented before reimbursement will be paid.
7. Applicants shall not have received tuition scholarship aid from some other sources which equals or exceeds tuition rate. If aid does not equal the state college rate, reimbursement will be the difference.

PROFESSIONAL DEVELOPMENT AND TUITION REIMBURSEMENT. 1. Each bargaining unit member shall be entitled to reimbursement for workshops and other professional development presentations and courses subject to the following:
a. The employee must apply in writing for approval by his/her program director and the Executive Director of the workshop and other professional development presentations and credited courses at least thirty (30) days prior to the date of the credited course.
b. The maximum amount of reimbursement is $400 for the credited course.
c. Such reimbursement will be made to the employee within four (4) weeks of the employee's submission of proof of attendance and a credit card receipt or cancelled check which shows that the employee paid for the credited courses.
d. No employee can receive reimbursement for more than two (2) such credited course.
e. The credited course must be related to the employee's work at CREST.
f. On occasion, an employee may seek graduate credits in order to obtain a degree and educator license for a position within CREST. Subject to the discretion of the Executive Director, CREST may support such graduate work. An employee who wishes to pursue such a degree and license must apply in writing to the Executive Director who may approve or not approve reimbursement for this course work subject to conditions set by the Executive Director in her sole discretion.
