SCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLES. The DERPi IT Consultant is responsible for the architecture and overall delivery of the IT Surveillance System but requires a team of software developers an architect and a project manager in order to realize the design. The objective of the ITSS is to capture and synchronize all demographic and clinical data from two separate IT systems, one of which, does not have a standardized form of health communication. With the direction and supervision of the DERPi IT Consultant, the Software Development Engineer will liaise with IT staff at the Ministry of Health (MOH) through the Directorate of Women’s Health, as well as respective software vendors to gather all necessary information and documentation required for understanding the communication requirements of each system. The Software Development Engineer should also be responsible for configuring the Health Integration Engine to filter and map the information being sent from SIP Plus as well as the LIS applications into the HL7 FHIR equivalent for storage on the FHIR Server using the necessary API endpoints, without error and duplication of data. Data from one system should automatically be synchronized with the other components in near real-time. This role requires a strong expertise working with an interface engine and understanding of the concepts for filtering and mapping HL7 messages, and solid knowledge of interface technology and coding standards such as JSON, HL7, XML, and FHIR. The Software Development Engineer will be required to ensure that all data sent from SIP Plus is captured on the FHIR Server with a new national unique patient identifier. This national patient identifier system will be presented to the engineer at the start of the consultancy. The demographic data should be synced in near real-time to the LIS via the VPN connection where any updates to the patient information on SIP Plus should be reflected on the LIS. Once the software has been developed and all data points mapped, the surveillance system should be piloted at the Eastern Regional Health Authority (ERHA) over a period of 1 month. During this time, provisions should be made in parallel to have a second LIS connected to the ITSS and ensure all data mapping and synchronization done. SCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLES. The Consultant will be required to: Develop, implement and manage the Operationalization Plan for occupancy in the new MOH Administrative Building. The Operationalization Plan must be approved by the Permanent Secretary of the MOH or the designated representative, prior to implementation. The Operationalization Consultant will be required to prepare a Project Master Schedule using MS Project or similar, detailing the tasks, sequences, durations, inter-dependencies, critical path of all activities associated with the Operationalization Plan. Coordinate and direct the operationalization activities in a logical, sequential and efficient manner using consistent protocols and forms, frequently updating timelines and schedules as well as providing technical expertise. Lead consistent and regular progress meetings with the Ministry of Health teams and other stakeholders to ensure the smooth and efficient execution of the Operationalization Plan. The Operationalization Consultant is required to prepare Minutes of Progress Meetings and Monthly Progress Reports for circulation to all key stakeholders. Having reviewed the Furniture, Fittings and Equipment (FF&E) to be supplied by the BOLT contractor, prepare a Gap Analysis between the FF&E under the BOLT contract and the final list of FF&E requirements from the MOH. Internal stakeholder consultation within the MOH will be required to ensure User Requirements are satisfied. Based on the GAP Analysis, undertake an inventory exercise with the aim of tagging possible FF&E which can be transferred to the new building. For FF&E deemed to be Client Supplied (outside of Contractors Scope), the Consultant will be required to develop all specifications inclusive of budgetary requirements for procurement purposes. This will also include photocopiers etc. Taking into consideration bullets 5 and 6 (above), the Consultant will be required to establish a ‘Room Readiness Tracking System’ to ensure that all rooms/spaces are properly outfitted with the requisite FF&E as part of the operationalization process. Most of the work required to develop the ITSS involves the data mapping and transformation of all data points from SIP Plus and the LIS to the relevant HL7 FHIR equivalents. This process involves all members of the development and architecture team to understand the technical documentation of SIP Plus, the LIS, the HIE and the HIS and to build the architecture and logic needed to properly move data without error and duplication. Once the software has been developed and all data points mapped, the surveillance system should be piloted at the Eastern Regional Health Authority (ERHA) over a period of 1 month. The IHR JEE tool comprises four (4) core areas that outline key technical areas: Prevention- national legislation, policy and financing, communication and advocacy, IPC and Immunization; Detection- laboratory system, surveillance, reporting and human resources; Respond - emergency preparedness, response operations, risk communications; and IHR Related hazards and Points of Entry. Using the IHR JEE would allow for a health system evaluation based on international practice for ease of comparison to other countries. Through evidence-based findings, this assessment of the country’s national COVID-19 health response should determine the success of our health system, identify the gaps and challenges encountered and make recommendations for future public health emergencies. SCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLES. The consultant will specifically be responsible for the following: Prepare a package of Human Resources Management Policies and Guidelines for the RHAs In the context of each Regional Health Authority and with a view to achieve harmonization and standardization of HR practices, review existing human resource management policies, revise, update and finalise these policies and procedural guidelines with the necessary input and guidance from the General Managers Human Resources in the Regional Health Authorities. Analyze existing policies: both written and unwritten existing policies. Analyze external influences: Human Resources policies are subject to the influence of many legislation, regulations and authorities Assess any areas where new policies are needed or existing policies are inadequate.
