Voluntary Transfer Requests. Voluntary Transfer requests for an assignment shall be limited to qualified employees, and shall be in direct seniority order.
Voluntary Transfer Requests. Any permanent employee may request a transfer within the same classification subject to the following conditions:
1. An employee's request for transfer shall be submitted to the Human Resources Department on a form provided by the District and the request shall remain confidential until the employee is actually being considered for transfer. A request for transfer may be withdrawn at any time by an employee's written request. An employee's request for a transfer shall not prejudice his/her present position. Employees in the same classification and with the same number of hours shall be offered an opportunity to request a transfer to the vacant position or to any other position that may become vacant as a result of the approval of a transfer.
2. Normally, seniority shall be the considering factor in granting the transfer request. The Superintendent or his/her designee shall notify all employees of the disposition of their transfer requests within five (5) working days after the position for which they have applied has been filled. An employee shall be given specific reasons why s/he was refused the transfer. This process shall be subject to a Meet and Consult between the District and the Union when requested.
3. Voluntary transfer requests shall be valid from the date the request was submitted to the District Human Resources Department until:
a. changed or withdrawn by the employee, or
b. the employee left the classification, or
c. December 31 of the year the request was filed, whichever occurs first.
4. An employee must accept or reject a transfer offer within twenty-four (24) hours of notification. Inability to reach an employee by phone within two work days or failure to respond to an offer within twenty-four (24) hours shall be deemed rejection of the transfer opportunity offer.
Voluntary Transfer Requests. 4.1 A unit member's request for transfer shall be submitted on the appropriate District form available in either the office of the site administrator, Human Resources Office, or the District’s website.
4.2 The transfer request form shall be filed with the Human Resources Office.
4.3 All transfer requests submitted to the Human Resources Office by the closing date contained in the notice of vacancy, shall be considered for that opening.
4.3.1 Once a transfer is accepted by the unit member, it shall be deemed non-revocable. Upon acceptance, the teacher shall now be considered part of the staff of the receiving school with all such privileges.
4.4 Unit members may file a request for a specific transfer (i.e., grade level, school site) in the Human Resources Office each year for vacancies occurring during the current school year until the 20th school day has been completed.
4.4.1 Bargaining unit members may participate in the interview process.
4.4.2 If the District determines to interview for a particular position, all unit members who have a transfer request on file for that position shall be invited to participate in the interview process.
4.5 Probationary and temporary teachers will not be considered for a transfer prior to the completion of probation unless their request is approved by the Assistant Superintendent, Human Resources. Second year probationary teachers with an evaluation rating of satisfactory or better may seek to be considered for a “transfer in reserve.” This paragraph may be reopened upon a request by either party during annual reopener negotiations.
Voluntary Transfer Requests. Any employee desiring to be considered for transfer shall submit within 21 calendar days of the vacancy posting by electronic transmission or, if unavailable, a Transfer Request to the Department in writing with copies to his/her post and division commander specifying his/her present post, rank, time in service, location(s) sought, and any qualifications the employee possesses. Employees shall have access to and be allowed a reasonable time to review and respond to the vacancy notice during scheduled work hours. The Employer may exempt employees from transfer, but it is understood that in order to apply the exemption, the Employer will demonstrate that such exempted employee holds a key assignment. Although the parties recognize that employees are generally eligible to request a voluntary transfer in response to a vacancy posting, the Employer shall have the right, not more than eight times each calendar year, to peremptorily fill a vacancy in any manner it chooses, and not more than eight times each calendar year to withdraw a posted vacancy notice prior to the transfer of the employee when it would otherwise be required to transfer an employee pursuant to a posted vacancy. The voluntary transfer process shall be applied in the following manner:
Voluntary Transfer Requests. Employees desiring to voluntarily transfer to another school or department, including transfers when there is a staffing for a new facility or when the major role of a facility is altered, shall submit a district transfer request form to Human Resources. These requests shall be given first priority over all other applicants for the position.
1. Applications will include a request for up to five (5) work sites in order of preference or a selection of one of the geographic regions.
2. When more than one employee has on file a current transfer request for the same position, the position may be filled after interviews from among the qualified applicants. All employees who are interviewed shall be notified of the selection decision. In the event that the appropriate administrator/supervisor rejects all applicants interviewed, the appropriate administrator/supervisor shall submit reasons in writing to Human Resources, prior to being offered alternative sources of applicants. In any event, all voluntary transfers shall be subject to the approval of the Superintendent or designee. Once approved, the employee will not be arbitrarily or capriciously denied the ability to transfer within three weeks.
3. An employee who has been denied an interview under this transfer procedure may appeal to the Director of Staffing and then to the Chief Human Resources Officer for review of the transfer request. This appeal does not limit the employee's rights under the grievance procedure.
4. All applicants who have listed a particular school, department or geographic region on their transfer request form shall be considered, the employee's preference of the request (1 –5) notwithstanding.
5. Employees may amend their original transfer request by contacting the Division of Human Resource Services.
6. Requests for voluntary transfer to available vacancies shall remain active for one year from the date of receipt by the Human Resources.
Voluntary Transfer Requests. Teachers wishing to voluntarily transfer to a specific posted position shall notify the personnel department by deadline listed on the posting. In addition, teachers wishing to voluntarily transfer to a specific building or subject assignment may notify the personnel department each year. All such notifications must be made in writing. Upon receipt of such notification, the personnel department shall notify the teacher of vacancies to which a transfer has been requested; and the teacher shall be given the opportunity to apply during the period of time posting is not required.
Voluntary Transfer Requests. Employees may request transfer from the school to which they are assigned under the following conditions:
1. Employees who wish to transfer to another school may submit notice of their wish to transfer at any time through the district’s established online process.
2. Employees seeking a transfer must submit a new request each school year.
3. When one or more employees applies for an open position within two (2) weeks of posting, the most senior internal applicants, up to five (5) will be guaranteed an interview. If there is more than one applicant and if the skills and knowledge are equal, seniority shall be the deciding factor.
4. All applicants for transfer will, upon request, be notified if they did not receive a position.
5. Under normal circumstances, no voluntary transfer for the beginning of the upcoming school year will be processed after June 15th.
6. The District shall maintain an accurate and timely seniority list of all members during the school year. Copies of, or revisions to, such lists shall be provided to the Association upon request.
Voluntary Transfer Requests. Employees wishing to transfer to another assignment will submit a request in writing to the Director of Human Resources, within five (5) days of the posting, stating the requested assignment, reasons for the request and his/her qualifications for the desired assignments. In the event another person is selected for the position, the transfer applicant may request and will, within two weeks be given, in writing, the reason(s) why she/he was not selected. Special education teachers with less than two (2) years of in-district experience are not eligible to seek transfer to a non-special education position opening. In the third year, they may seek a transfer but seniority rights will not factor into the decision. If an employee is the most qualified based on the posted criteria for a new or open position, the District and the employee may mutually agree to increase his/her FTE through the transfer process. Further, should an employee’s transfer request necessitate a job share or a division of a staff position, the impact must be approved by the District prior to granting the transfer request. If two or more employees are equally the most qualified candidates based on the posted criteria for a new or open position and request a transfer to the same position, the employee with the greatest seniority within the district shall be selected for a position. If candidates have equal seniority within the district, the number of years of certificated experience as recognized by the State of Washington will be considered. If candidates who are classroom teachers have equal seniority within the district and equal years of certificated experience as recognized by the state, the teacher with the highest final summative evaluation score in their prior year’s evaluation (comprehensive or focused) will be selected. For non-classroom teachers and classroom teachers with the same summative evaluation rating in the prior year, the number of credits or equivalent clock hours on file with the district will be considered. The placement of employees seeking voluntary transfers and/or the placement of applicants from outside the district shall not result in the involuntary transfer of any employee. The District may set aside the rules and procedures set forth above governing voluntary transfer requests for up to a total of two bargaining unit positions each school year, provided that the above provisions are followed for all other vacancies. Voluntary Transfer Requests. The procedures set forth in this section (Article III, Section 8.F) are intended to ensure fairness to teachers in the process of filling vacancies that exist or occur after changes of assignment and/or involuntary transfers are made final. The good faith following of these procedures will be evidence that teachers are given every consideration in the process of filling vacancies.
Voluntary Transfer Requests. Normal Procedure A teacher may request a transfer at any time. A request for a transfer shall be made in writing to the Executive Director of Human Resources. A request for a transfer shall be kept on file for a one-year period and may be renewed in writing each year by the teacher. Such a request will be considered for all pertinent vacancies whether or not they are posted, including vacancies posted. Except for counseling, curriculum support, program facilitator, and any newly created positions (as defined in Section 8.100), a transfer may be effected without a posting provided that the teacher selected had a letter on file expressing interest in the position. When filling vacancies by voluntary transfer after the May staffing meeting(s), applicants with the highest seniority, who have a request for transfer on file, shall have their transfer request granted provided they are certified and qualified in accordance with 9.160. Teachers on a corrective plan of action shall have their transfer granted at the discretion of the accepting principal.
