Use of Official Facilities and Services within 30 calendar days after approval of this Agreement to discuss providing the space and equipment. Use of surplus equipment including computers is a matter for local negotiations.
C. Reference Material - Upon request, the local facility will assist Union officials in how to access VA policies, handbooks, rules, and regulations. If available, the local facility will allow Union officials access to current research materials including:
(1) Xxxxxx’x FLRA Books
(2) Xxxxxx’x MSPB Books
D. The Employer agrees to provide the following to each Local:
(1) Access to conference rooms upon reasonable advance request by the Union, normally 15 days;
(2) Access to facility public address system;
(3) Access to VANTS, V-tel, audio/visual equipment;
(4) Access to photocopiers;
(5) Access to training on new technology and computer software upgrades; and
(6) Access to interoffice mail and metered mail pertaining to representational matters. The Local shall not utilize metered mail for mass mailing.
E. If the negotiated Union space and/or equipment is required for immediate needs of the facility, the Employer agrees to provide as much advance notice as possible, normally 60 calendar days, and to negotiate with the Union to the maximum extent allowed by law.
Section 2 The Employer recognizes the importance of the position of VA Council President. At the facility where the Council President is located, he/she will have an office to ensure privacy and will also be provided a desk, chair, two locking file cabinets, computer, laser printer and speaker phone with FTS.
Section 3 The Employer agrees to annually furnish the NFFE National Union and the VA Council a current list of all employees in the bargaining unit, showing name, position title and official duty station. Updated lists will be provided as necessary.
Section 4 At each facility, the Local will be provided bulletin board(s) in an area used for communicating with bargaining unit employees. The number and location of bulletin board(s) will be determined locally. The material posted must be clearly identified as that of the Union and must not be defamatory, scurrilous, or inflammatory.
Section 5 Upon request, the Employer agrees to permit each local Union the opportunity to conduct quarterly membership drives and provide adequate facilities in a location that allows for unrestricted access to unit employees during breaks, lunch times and before and after work. Use of Official Facilities and Services. SECTION 1. USE BY UNION
A. Council 169 shall be provided adequate private office space at the DLA Headquarters, with access to DSN and commercial phone service and a computer with Internet access, when officers of the Council are meeting in the Headquarters Complex. The Council 169 President shall be provided private office space at his or her duty station with access to DSN and commercial phone service, lockable file cabinets, and personal computer with Internet access if s/he so requests.
B. Up to nine members of the Council 169 Executive Board will be provided work space (with access to DSN and commercial phone service, lockable file cabinets, Internet access and personal computer) at their DLA location to carry out their representational duties. The preference of the parties is that such space be private, when private office space is available. Requests for such space will be submitted to DLA Headquarters (J-1) for coordination.
C. It is understood that the DSN phone system, or in the absence of DSN, FTS, if available, is primarily to support military command and control requirements. Therefore, in keeping with the system's policies, use of DSN/FTS by Council officials shall be discriminate and for legitimate labor- management purposes.
D. Each local shall be provided private office space, access to DSN, or in the absence of DSN, FTS, if available, and commercial phone service, lockable file cabinet(s), computer(s) with Internet access, furniture, facilities or services as required in accordance with a Local Agreements.
E. For Employer directed moves of union offices, the employer is responsible for accomplishing the move in the same manner as moves of other Agency offices, subject to Local Agreements.
F. Union representatives shall be granted access to all CFR, FLRA, OPM, MSPB, GAO documents, and other public regulations and decisions as may be maintained by the Employer in HR offices and law libraries. This provision does not include subscriptions to online reference services. Upon request, the Employer will provide copies of specific case decisions, regulations or statutes as applicable.
G. The parties have a mutual interest in leveraging emerging technology to increase communication while reducing costs. The Employer will equip Union Offices with such technology as budget and equipment availability permit. The Union will maximize the use of technology, as appropriate, to reduce costs while increasing communication.

Use of Official Facilities and Services. 5.1 The Employer agrees to provide furnishings and equipment such as computers, printer/fax/copier (may be an all-in-one machine), telephone with speaker and conferencing capabilities, email access, carpet, window coverings, conference table and chairs, desks, and desk chairs, file and storage cabinets with locks, etc. The Agency shall allot additional private office space to the Union if there is any available.
5.2 When available, and during non-duty hours, the Union may reserve and use the Employer’s conference rooms or other suitable space for internal business meetings of its officers, stewards, and members subject to official needs. The Employer shall not be obligated to incur any additional expenses for use of such facilities, such as heating and air conditioning.
5.3 The Union shall have access to a bulletin board outside of Room 1330 in South Ag Building, Wing 3, first floor. Union may post material on bulletin boards. The Union President is fully responsible for any and all material posted which shall comply with USDA Regulation 1600-2, “Posting of Notices and Information Bulletins.”
5.4 The Union may distribute Union publications in working areas during non-duty hours. The Union shall have access to the internal mailing system and email for distribution of the Union Newsletter throughout the work area provided the Union prepares the material for mailing; this applies to sorting, addressing, bundling, etc.
5.5 The Employer shall permit reasonable use of fax machines and office copying equipment to reproduce material related to Rural Development Labor-Management Programs.
5.6 The Employer agrees to provide the Union access to all current Agency written issuances on personnel policies, practices, and working conditions, and upon request, furnish the Union one (1) printed copy.
5.7 The Union office shall have use of an Agency-provided functioning telephone which is equipped with the following:
A. Full access to current government phone service used by Rural Development.
Use of Official Facilities and Services. Section 1 - Management recognizes the value of a constructive labor management relationship and the need for the locals to have use of adequate office space. Where space is presently being provided to a NFFE local it will continue. Where space is not presently being provided or is inadequate, the Local may present proposals concerning office space in negotiations for a supplemental agreement. Each local facility Director will place a high priority on the availability of a suitable office for the Locals to conduct their business. Management will provide at a minimum the following equipment: two locking file cabinets, a desk or table, seating for four, and a telephone line with FTS. Where space limitations are so restrictive as to preclude the above, the matter will be resolved through local supplemental negotiations. The Employer agrees to give each local access to a word processor, printer and the facility electronic mail (E-mail), including FORUM where it is available at the facility. FORUM access will be limited to one user profile, which may be the Local President or designee. Use of E-mail may not be scurrilous, libelous, or in violation of national security. Also, the union acknowledges that such use is not confidential and privacy is not insured. Union officials are authorized to use the system(s) for labor-management relations matters. Inappropriate use, including compromise of assigned access codes may result in individual termination of access. The following conditions will apply to the use of space and equipment:
A. If the space/and or equipment is required for immediate needs of the facility, management will give the Union a reasonable advance notice (normally at least 60 days) and bargain with the Union over alternative arrangements.
B. Such use will not injure the space and equipment in question.
C. That the space and equipment will be subject to the facility's sanitation and safety inspection program.
D. Conference rooms will be made available when requested in advance.
E. The local agrees that the space and equipment will be used only for Local or Council union business and will ensure that the office is not used by employees for other purposes.
F. At the facility where the Council President is located an additional desk, chair, locking file cabinet and telephone line with FTS will be provided. Such arrangements will ensure privacy.
Use of Official Facilities and Services. Section 1. The Library will provide the Guild with an office of at least 300 square feet in the Madison Building. Office furniture and equipment, as available from stock, will also be provided.
Section 2. The Library will provide three (3) telephones with outside lines in the Guild office. The office shall be listed in the official telephone directory by Guild name, room number, and telephone numbers.
Section 3. Bulletin Boards
A. The Library will provide an adequate amount of space on bulletin boards located in or adjacent to eating facilities, and on office bulletin boards.
B. The Guild is responsible for the content of all posted material. The Parties agree to discuss any objections they may have to material posted on bulletin boards. The Library may remove any material that contains malicious attacks on government or Library officials, or the Library as an institution.
Use of Official Facilities and Services. 1. Bulletin Boards:
A. A reasonable amount of space will be made available to the Union on designated bulletin boards in the work areas of Union employees or at other locations frequented by the membership for posting notices on official Union business. The Union will designate a bulletin board monitor and alternate for each location by posting their names and telephone numbers thereon. The Union agrees to conform to the same maintenance control requirements as prescribed for official Employer bulletin boards.
B. The Union will be authorized one permanent display rack to be furnished by the Union for its exclusive use for distribution of Union literature. The Union will be responsible for maintaining and controlling the display rack.
Use of Official Facilities and Services. The Employer will make reasonable efforts to provide the Union with an office that locks, telephone, desk, chairs, and conference table, filing cabinet that locks with keys, computer with connectivity to the Employer’s network, monitor, and printer. This office shall be used for all union representational purposes. Unless the use of another enclosed office is more appropriate and in no way interferes with the Employer’s activities, the union office will also be the exclusive workplace office that the Union and its representatives, use when preparing labor-management proposals, planning labor- management meetings, preparing other labor-management activities, and meeting for representational and counseling purposes. Keys for the union office will be provided to the Union for each duly designated representative identified in Article 5 Section 2 (a). Accountability, access and replacement cost for these keys is the responsibility of the Union.

The Employer will continue to provide office space where it has been doing so prior to the effective date of this Agreement. In addition, if any of the Union's National Council Officers do not have access to an existing office, the Employer will provide one in those regions. If a National Council Officer is redesignated or reassigned in a different post of duty and the office must be relocated, the existing space will be relinquished by the Union and the Employer will provide comparable space at the new location as appropriate to the work site.

A. Office Space - The Employer agrees to furnish office space to the Union appropriate for carrying out its representational duties in locations easily accessible to employees. Space currently provided to a NFFE Local will be maintained as needed. The Employer will provide each Local at a minimum the following equipment:

(2) A standard desk and/or table
(3) Four chairs
(4) A telephone line with FTS including speaker phone capability

B. Equipment - The Employer also agrees to provide each Local at a minimum the following:
(1) Computer
(2) Laser printer
(3) Word processing software
(4) Access to E-mail
(5) VA Intranet and Internet for representational purposes The Employer agrees that the equipment provided above will be functional and operational. The Employer also agrees to provide normal maintenance necessary to ensure all equipment is operational.
